State Security Minister and ZANU‑PF Politburo Secretary for Security, Lovemore Matuke, has issued a stern warning to anyone planning to demonstrate against the Constitutional Amendment Act 3 (CAA3) on 31 July.
Speaking as guest of honour at a CAA3 Masvingo provincial thank‑you rally at Padare Business Centre in Zaka, Matuke said his ministry would not tolerate actions aimed at destabilising the country and warned organisers they could face consequences.
“What everyone should know, including malcontents who are planning to stage illegal protests over the enactment of the Constitutional Amendment Act Number 3, is that they should have canvassed for the majority of the citizens in both National Assembly and Senate houses,” said Matuke.
“I think they are a bit late because what they should have done was to convince the two houses not to vote for the Bill before President Mnangagwa signed it into law.
“Now that the Act is part of our law, every Zimbabwean citizen is bound by it and should respect it because it is an image of the will of the majority.
“You can demonstrate over low wages because it’s your constitutional right to do that, but you cannot demonstrate against a law. It means our security will deal with you.”
Matuke said President Emmerson Mnangagwa is a constitutionalist because he did not interfere with the amendment process, did not pressure MPs to back the bill, and waited for it to complete all procedures; once a majority approved it, he assented to make it law.
