The CEO of Bitumen World (Private) Limited, Andre Zietsman, has dismissed allegations by Bikita South MP Energy Mutodi (ZANU PF) that the Permanent Secretary in the Ministry of Finance, Economic Development and Investment Promotion, George Guvamatanga, demanded a kickback from the company.
In a statement released on Wednesday, 8 October 2025, Zietsman said the company had never received any requests for payments from Guvamatanga.
Mutodi had claimed that Bitumen, contracted to carry out road works, was asked to pay US$200,000 for every US$2,000,000 in weekly payments authorised by Guvamatanga.
He further alleged that the company had raised several complaints with members of Parliament’s Budget Committee.
Zietsman, however, said the company completely rejects Mutodi’s claims and reiterated that no solicitations of any kind were made by Guvamatanga. He added:
“Bitumen World remains firmly committed to supporting the Government of Zimbabwe’s infrastructure development agenda.
“The company continues to work with relevant ministries and agencies to deliver quality, sustainable projects that strengthen the national road network and contribute to the country’s long-term economic growth.”
Mutodi has since withdrawn his allegations and has been removed from his position as chairman of Parliament’s Budget and Finance Committee.
Bitumen World is one of Zimbabwe’s largest government contractors, taking on major infrastructure projects, including the Harare–Masvingo highway.
