Harare East legislator Tendai Biti (CCC) was prevented from contributing to a motion under discussion in the National Assembly by ZANU PF MPs on Tuesday.
Biti was trying to make a contribution on the importance of gold reserves to Zimbabwe’s economy when ZANU PF legislators drowned his contribution by booing and heckling him. They shouted in one accord:

Gara pasi. Hautaure chinhu muno. Wakaunza masanctions muZimbabwe and now you want to lecture us. Gara pasi iwe (Take your seat, you are the one who brought economic sanctions on Zimbabwe through your western friends. We are not going to let you speak about our economy. Sit down).
</blockquote>
ZANU PF accuses Biti and other CCC senior members of begging Western countries to impose economic sanctions on the country.
Meanwhile, both CCC and MDC Alliance MPs stood behind Biti, with some of them asking National Assembly Speaker Jacob Mudenda (ZANU PF) to intervene. Harare Central MP Murisi Zwizwai (CCC) said:

Speaker, this is unfair. The Hon. Member is not protected. Why are you not restricting Zanu PF members from all this? Why are allowing this anarchy?
I represent my constituency. Do you want us to collapse this parliament? Why are you allowing ZANU PF to do this?
We are equally elected to this parliament. Respect Speaker imi vanhu veZANU PF.

When Mudenda finally brought order to the House and allowed Biti to speak, the CCC co-deputy president said:

ZANU PF MPs Prevent Biti From Speaking In Parliament

Binga North MP, Prince Dubeko Sibanda (CCC), says Parliament will now provide real oversight over Government departments following the election of nineteen (19) legislators from the opposition party.
Dubeko Sibanda claimed that Parliament had become a place of gentlemen’s agreement between ZANU PF and MDC-T after Douglas Mwonzora recalled dozens of MDC Alliance MPs.
Since the recalls started in 2020, the remaining MDC Alliance MPs have voted together with ZANU PF to approve Constitution Amendment Bill No.1 and Constitution Amendment Bill No.2.
Speaking in a recent interview with OpenParly, Dubeko Sibanda said CCC MPs will hold the Government to account and ensure that things are done the proper way. He said:

People were having challenges with oversight, over government departments in our communities. For example, if any government department was not doing things in a manner that they are supposed to be done people had nobody to resort to, but now with the MPs back it is easy to say to a government depart why are you not doing things in the proper way it is supposed to be done.
So, oversight is going to be seen again, representativeness is going to happen again. We know that Parliament had virtually become a circus immediately after the recalls to an extent that it had become a place of gentlemen’s agreement where ZANU PF and the other party were all agreeing and moving together without considering the will of the people.
So, we believe that now ZANU PF and its government are going to be made to be accountable because representatives of the people are back.

Sibanda garnered 10 130 votes, defeating Kudakwashe Mavula Munsaka of ZANU-PF who came second with 7 971 votes in the 26 March by-elections.

'Mwonzora MPs Were Doing ZANU PF's Bidding In Parliament'

The Zimbabwe Republic Police (ZRP) has barred members of the Progressive Teachers Union of Zimbabwe (PTUZ) from marching to Parliament this Friday to submit a petition in a move aimed at pushing the Government to improve teachers’ working conditions.
The PTUZ wrote to the Clerk of Parliament requesting Parliament to facilitate the handing over of the petition to relevant office bearers.
PTUZ secretary-general Raymond Majongwe had requested police escort in a letter addressed to the police dated 25 February 2022.
In response to Majongwe’s request on Tuesday, the acting officer commanding Harare Central district one Chidakwa said PTUZ should send a few individuals to deliver the petition. Wrote Chidhakwa:

Please be advised that I am not in a position to sanction the march due to the following reasons.
Some rogue elements may take advantage of the situation and hijack your march and further their own ill-conceived agenda.

Majongwe told NewsDay on Thursday that the PTUZ was considering taking the legal route against the police ban, saying “there is no justification to stop us from handing over the petition.”

Police Block Teachers’ Planned March To Parliament

The few remaining opposition MDC Alliance MPs Thursday boycotted President Emmerson Mnangagwa’s State of the Nation Address (SONA) at the Parliament Building in central Harare.
MDC Alliance MPs have since 2018 been boycotting Mnangagwa SONA addresses and other parliamentary events he attends saying he is illegitimate.
MDC Alliance leader, Nelson Chamisa, claims the Zimbabwe Electoral Commission (ZEC) connived with ZANU PF and rigged the results of the 2018 presidential election in Mnangagwa’s favour. 

However, over 60 MDC Alliance MPs have been recalled from Parliament after a rival MDC-T led by Douglas Mwonzora said they were no longer party members after the legislators showed their allegiance to Chamisa.
Other remaining lawmakers from the opposition have crossed the floor to join Mwonzora in fear of being recalled.
Meanwhile, MDC-T legislators attended Thursday’s SONA which Mnangagwa addressed live virtually from State House.
However, the few MDC Alliance MPs who were not present in the House of Assembly included Job Sikhala, Innocent Gonese, Rusty Markham, Joanna Mamombe, and Anele Ndebele.
In 2019, House of Assembly Speaker Jacob Mudenda ruled MDC Alliance MPs who had that year boycotted Mnangagwa’s SONA would not receive their sitting allowances for five months.
However, the matter was thrown away after the opposition MPs filed an appeal at the High Court.

MDC Alliance MPs Boycott President Mnangagwa's SONA

Parliamentarians say they will engage the Ministry of Primary and Secondary Education over several “unreasonable” demands that are being made by schools on parents.
Public schools are demanding fees payment for the Second Term despite the fact schools have been closed since March 2020 because of the coronavirus crisis.
This came out during a Women of Zimbabwe Arise (WOZA) education symposium held in Bulawayo on Tuesday where parents raised concerns on the conduct by the schools.
Parents also claimed that schools were demanding funds for personal protective equipment (PPE) before schools reopen yet the Government made it clear that it would provide PPEs for learners.
Parliamentary Portfolio Committee on Primary and Secondary Education chairperson Priscilla Misihairabwi-Mushonga who participated in the engagement, said:
<blockquote>We haven’t engaged with the Ministry of Primary and Secondary Education, there is going to be extensive consultations. there are people telling us that there is no running water in schools, parents are being asked to pay fees for First Term, Second Term and Third Term.
They are telling us that they are being asked to pay stationery fees, so when we meet with the minister, we want to put these questions to them so that they can then explain to us.</blockquote>
Misihairabwi-Mushonga said there is a lot of confusion among children, the parents and the teachers and the Ministry has to clarify several issues.

Parliament through the Parliamentary Portfolio Committee led by Priscilla Misihairabwi has said it is premature to re-open schools right now, ZBC News reports.
Addressing legislators Misihairabwi Mushonga said:
<blockquote>Other countries that tried to open schools have failed. Let’s not expose our children to this deadly pandemic, we believe schools should only open when the conditions permit</blockquote>

Outspoken independent legislator Temba Mliswa (Norton) said Members of Parliament should be treated with respect as the institution (parliament) is one of the three pillars of the State.
Speaking in parliament on Tuesday, Mliswa demanded that parliamentarians should be allocated cars, fuel and residential stands since Cabinet Ministers were also “eating”. Said Mliswa:
<blockquote>… you (Cabinet Ministers) are well taken care of, murikudya anababa asi vana havasi kudya (you are living pretty while we suffer). So what kind of a country is this?
We must also be given fuel where you get fuel because one day you will come to find there is no single Member of Parliament who will be here.
We are asking that you take this matter seriously. We are given fuel coupons but there is no fuel. So, why are given those coupons?</blockquote>
Legislators have been making a number of demands over the years, among which are; gym equipment, all-terrain vehicles, three-course meals, duty-free certificates and diplomatic passports.

Parliamentarians Demand Cars, Fuel And Stands

Speaker of the National Assembly Jacob Mudenda said that Parliament will introduce a facility where female MPs will access sanitary pads while in the august House.
Mudenda made the revelation on Thursday last week while responding to calls by MDC-T proportional representation MP, Priscilla Misihairabwi-Mushonga who had called for a facility to make it convenient for legislators to buy sanitary pads while attending Parliament. Said Mudenda:
<blockquote>Female MPs, with your permission, I was hesitant to go into your toilets, but from now onwards, I will be escorted by the deputy Speaker (Tsitsi Gezi) to ensure that the facilities are in place.</blockquote>
Misihairabwi-Mushonga demanded that the setting up of the facility should be expedited as “menstrual periods do not wait for the lockdown to end”. She said:
<blockquote>Today is Menstrual Health Day and we have always been calling for ladies’ toilets to have equipment for MPs to access tampons and sanitary pads. It doesn’t have to be free because we can buy.
Menstrual periods do not wait for the lockdown to end. If you see female MPs dashing out during debates, probably it is because nature has called.</blockquote>
May 28 marked Menstrual Hygiene Day, an annual awareness day that was initiated by the German-based NGO WASH United in 2014.
The aim is to help break the silence and build awareness about the fundamental role that good menstrual hygiene management plays in enabling women and girls to reach their full potential.

Parliament To Establish Sanitary Pads Shop For Female Legislators

The Parliament of Zimbabwe has adopted new standing orders which shall see Members of Parliament being suspended if they disrespect the President, Chief Justice and the Speaker. 
The new standing orders also direct all legislators to stand when the President or Chief Justice enter or leave the chamber.
The development comes when opposition MDC legislators previously stormed out of Parliament or boycotted Parliament whenever President Emmerson Mnangagwa attended.
The lawmakers argued that Mnangagwa was not a legitimate president after his party, the ruling ZANU PF, allegedly connived with the Zimbabwe Electoral Commission in 2018 to manipulate presidential election results in favour of Mnangagwa.
They also argued that attending Parliament when Mnangagwa attended or standing up when he comes in or goes out was tantamount to endorsing his presidency and results of the 2018 election.
There has been debate over whether Parliamentarians should stand up or not with some saying that there was no legislation obliging them to stand up for the presidency.
Others argued that albeit the absence of written legislation, it was incumbent upon legislators to rise as a sign of respect to the presidency since that has been the norm for a sustained period of time.

Zimbabwean MPs Now Face Suspension If They "Disrespect" The President, Chief Justice Or Speaker

Parliament will briefly sit tomorrow so that it may adjourn business to a later date as the country enters its 6th week of the national lockdown, The Herald reports.
This was released in a statement by the parliament which reads in part:

As a contingency measure, the Committee on Standing Rules and Orders resolved that both Houses sit on Tuesday May 5, 2020, the date to which they had adjourned, for the sake of formally adjourning to a date that will be informed by the Government decision on the lockdown or otherwise. 
In this regard, and to comply with social distance requirements, only MPs and senators from Harare, Mashonaland East, Mashonaland West and Mashonaland Central and all ministers and deputies will attend the session on Tuesday (today).
And even then, only members from the four provinces who are able to drive to Parliament and back to their constituencies on the same day will be required to attend.

<blockquote>Zanu PF MPs have gone all out to disrupt Parliament business by seeking to ensure that all committees chaired by MDC legislators do not conduct meetings until the party accepts the illegitimate Mr Dambudzo Emerson Mnangagwa as the duly elected President of Zimbabwe.
Yesterday, various committee meetings were disrupted that included the Environment committee chaired by Hon. Concilia Chinanzvavana, the ICT Committee chaired by Hon Charlton Hwende while there was also an attempt to disrupt the Higher Education Committee chaired by Hon. Daniel Molokele.
On Friday, rowdy Zanu PF MPs disturbed the Public Accounts Committee chaired Hon Tendai Biti as well as the thematic committee chaired by Sen Spiwe Ncube and the one chaired by Sen Morgan Femai.
These rowdy MPs insist that for the committee meetings to proceed uninterrupted, the MDC MPs must first recognize Mr Mnangagwa, who stole the 2018 elections.
In a desperate bid to coerce us to endorse illegitimacy, they have since set up the Privileges committee to investigate us and they said the probe team will release its findings in May.
In addition before setting up the committee they actually docked our six months outstanding allowances for our right to protest the illegitimacy of Mr E D. Mnangagwa.
We are therefore disturbed as to why committee meetings should be disrupted when our so-called unbecoming conduct is still under investigation.
As the Chief Whip of the MDC party in parliament, I will today raise a point of privilege as the Speaker certainly needs to respond to this needless drama of disrupting the legitimate business of Parliament while investigations are still underway.
As a country, we are faced with mammoth challenges for which the people are awaiting cogent and robust responses. But Zanu PF is busy playing kindergarten games in the people’s House while the country is in a huge mess.
As the MDC parliamentary caucus, we are very much disturbed by the government’s lack of prudent action on COVID-19, which other countries across the globe and in Africa are taking seriously.
When people’s lives are under threat, it is no time for games. To this end, we also express our utter revulsion at the reckless utterances by one Oppah Muchinguri who appears to be playing cheap political games by publicly celebrating the loss of innocent lives in other countries.
Zanu PF is simply not serious about the lives of the people as well as the business of Parliament, which is the true theatre of the people’s business. We will not relent until the government begins to take the nation’s concerns seriously.

The ruling ZANU PF party on Monday attempted to disrupt Parliament’s Higher Education Committee meeting as part of its strategy to force the MDC Alliance to accept President Emmerson Mnangagwa’s legitimacy.
In a statement, the MDC said ZANU PF’s attempts failed because the opposition party’s MPs are the majority members of the Committee. The statement reads:
<blockquote>Zanu MPs this morning mounted a spirited effort to disrupt the Higher and Tertiary Education Committee meeting but to no avail.
The MDC MPs who are the majority members of the Committee managed to strongly withstand the effort by the Zanu MPs. One of the Zanu MPs explained that they were all whipped into doing this as part of a desperate strategy to force the MDC to accept the legitimacy of ED.
However, the position of all MDC MPs remains very clear and unequivocal.
ED lost the 2018 Presidential elections to Advocate Nelson Chamisa who managed to garner the highest ever number of votes by a winner of presidential elections in the entire history of Zimbabwe of more than 2.6.</blockquote>

Members of Parliament have bemoaned what they consider to be paltry salaries and allowances that they are getting from Treasury, saying the money is not enough to meet their needs.
Speaking during a Parliamentary session on Tuesday, Norton MP, <a href="https://www.pindula.co.zw/Temba_Mliswa" rel="noopener noreferrer" target="_blank">Temba Mliswa</a> (Independent), requested that legislators should be paid the equivalent of US$2 000 and US$75 in salaries and allowances, respectively. Said Mliswa:
<blockquote>Currently, the money that we are getting is (next to) nothing. We cannot even pay school fees for our children (with it). A lot of things are happening. We are even failing to access medical care because it is expensive; what more our children?
If you compare the money we are receiving with that of other countries, it is not much but we never complain. We came here and passed the budget. (Ever) since the Finance minister (brought in the) mono-currency system, I was looking forward to getting (the equivalent of) US$2 000 (as) salary and US$75 (as sitting allowance) at the (prevailing) interbank rate.</blockquote>
Zimbabwean legislators, like war veterans, have been making a long list of demands over the years.
The demands include gym equipment, all-terrain vehicles, three-course meals, duty-free certificates and diplomatic passports among others.

MPs Demand US$2 000 Per Month

Norton Legislator <a href="https://www.pindula.co.zw/Temba_Mliswa">Temba Mliswa</a> did not take lightly the case of <a href="https://news.pindula.co.zw/2020/02/22/parly-drama-mdc-mps-mock-senior-bachelor-chiwenga/">MDC MPs mocking “senior bachelor Chiwenga”</a> and he fumed in parly and called them inhumane for mocking the VP and insinuating he brought the deadly Coronavirus to Zimbabwe, New Zimbabwe reports.
Mliswa reportedly fumed and said:
<blockquote>Mr Speaker Sir, I think it is important as members of this<a href="https://www.pindula.co.zw/August_House"> august House</a> to give respect to the Honourable Vice President.The issue of coronavirus when it was asked by Honourable Kwaramba, Honourable Chikwinya shouted and said yes, we must know the condition of coronavirus because of the Honourable Vice President.
What Honourable Chikwinya was implying was that Vice President came with coronavirus in Zimbabwe. These (MDC) are inhumane people with no human dignity whatsoever and we shall not allow that here. They must respect the Vice President.It is them who go outside the country who bring the virus, it is unacceptable.
You must respect the Honourable Vice President, he (Chikwinya) cannot do that. He must withdraw his statement, they are inhumane</blockquote>
However MDC MPs jeered at Mliswa and Mliswa was asked to approach the chair and when he returned to his seat, he was blocked by the MDC MPs till Chalton Hwende gave up his seat for him.

Mliswa Labels VP Mocking MDC MPs Inhumane

Justice, Legal and Parliamentary Affairs Minister <a href="https://www.pindula.co.zw/Ziyambi_Ziyambi" rel="noopener noreferrer" target="_blank">Ziyambi Ziyambi</a> said that the Parliament has no authority to decide when the defence forces could be deployed internally.
Ziyambi was speaking during a lecture on the Constitution at the Zimbabwe Staff College at J<a href="https://www.pindula.co.zw/Josiah_Magama_Tongogara_Barracks" rel="noopener noreferrer" target="_blank">osiah Magama Tongogara Barracks</a> (formerly known as KGV1) on Wednesday. He said:
<blockquote>Parliament does not have a role to say yes or no when the defence forces are called upon to help the police inside Zimbabwe.
What is required is for the President to merely inform Parliament that ‘I have deployed the military to assist the police in the maintenance of peace and order in Zimbabwe’ and the reasons why he deployed them.</blockquote>
He added that Parliament can only vote against the deployment of the military outside the country’s borders and the President would be obliged to bring back the troops.
Ziyambi asserted that the military has a constitutional role to defend the country’s security interests and should not be confined to the barracks.

Parliament Has No Say On The Deployment Of The Military Internally - Ziyambi

ZANU PF MPs have continued to disrupt the work of Parliamentary Portfolio Committees, demanding that MDC Alliance MPs first recognise President Emmerson Mnangagwa as legitimate.
There was pandemonium in Parliament on Thursday after ZANU PF legislators disrupted the Portfolio Committee on Information and Media chaired by Binga North legislator <a href="https://www.pindula.co.zw/Prince_Dubeko_Sibanda" rel="noopener noreferrer" target="_blank">Prince Dubeko Sibanda</a> (MDC Alliance).
The Committee had invited the former Zimbabwe Media Commission commissioners to give oral evidence on the ZMC Bill currently before Parliament.
While the witnesses came, Zanu PF MPs Tendai Nyabani (Rushinga), <a href="https://www.pindula.co.zw/Kindness_Paradza" rel="noopener noreferrer" target="_blank">Kindness Paradza</a> (Makonde), Webster Shamu (Chegutu West) and Alum Mpofu (Mberengwa South) refused to sit until MDC legislators recognised Mnangagwa.
Meanwhile, Gabuza Joel Gabbuza, whose committee was yesterday gathering oral evidence from the Zimbabwe Energy Regulatory Authority (ZERA) and independent power producers on the capacity to generate electricity, could not chair the Energy Committee because ZANU PF MPs would not allow him to do so. ZANU PF Paralyses Parliamentary Portfolio Committees

The Cabinet and the Attorney-General have approved plans to extend indefinitely the women’s quota clause in order to empower women politically.
Legal, Justice and Parliamentary Affairs, <a href="https://www.pindula.co.zw/Ziyambi_Ziyambi" rel="noopener noreferrer" target="_blank">Ziyambi Ziyambi</a>, said that the principles have been approved and are now waiting to be gazetted and debated in Parliament.
<blockquote>The principles have already been approved by Cabinet and the Attorney-General.
We are now awaiting gazetting so that they can be debated in Parliament.</blockquote>
Clause 124 of the Constitution which deals with the women’s quota, was set to expire at the end of the current parliamentary term in 2023.
The Constitution provides for the equal representation of women in the Legislature through the appointment of 60 non-constituency Members of Parliament.

Veritas Update: Open Committee Meetings 24th To 27th June

Legislators from the opposition MDC Alliance have refused to debate President Emmerson Mnangagwa’s State of the Nation Address (Sona) arguing that he is illegitimate. After Zanu PF legislators in both the National Assembly and Senate argued the motion, MDC Alliance legislators refused to take part.
Speaking to the Daily News, MDC vice-president Morgen Komichi said,
<blockquote>Mnangagwa is not the legitimate president of this country because he did not win elections so we don’t want to legitimise him by debating his speech. If we debate his speech, we are admitting that he won elections in a free and fair environment. It is not the first time we were robbed of our victory. The elections in this country remain disputed and we are going We are happy that the international world is listening… Let Zanu PF legislators debate their president’s speech and we are going to raise our concern like the electoral reforms issues at the right time.</blockquote>

Former Deputy Minister of Home Affairs Obedingwa Mguni has called on Parliament to give permanent secretaries a fixed term in office to make sure that they do not overstay. Addressing the Parliamentary Portfolio Committee on Labour and Social Welfare, Mguni said,
<blockquote>Permanent secretaries should have a fixed term because if they overstay they end up overlooking some issues and abusing the powers of their office…There was a lot of corruption in the Immigration Department. At one point, the permanent secretary for Home Affairs refused to fire the directors because he said there was no case against them and yet there were many cases. What people should know is the problem of unfair labour practices cannot be dealt with unless we deal with the people in top positions.</blockquote>

Permanent Secretaries, Directors Should Not Over Stay, They End Up Abusing Their Offices: Former Minister

Independent legislator for Norton Temba Mliswa has suggested that the number of seats allocated to women under the proportional representation (PR) quota should be reduced. Mliswa argued that most of the women had not participated meaningfully in Parliament and called for some of their PR seats to be allocated to war veterans and disabled people instead. Said Mliswa,
<blockquote>The issue of the elections in this country is very important and I want to touch on this in terms of the war veterans. This will also touch those living with disability, why can this country not have a quota for them because we have a quota for women, 60 women are in Parliament. Most of them do not do anything, the only thing that we have seen coming off them is having nice makeup and nice wigs so the proportional representation of 60 women Members of Parliament has actually made us lose money because if you now take stock of what they have done, most of them have done nothing…it is my suggestion that out of the 66, 20 of them go to war veterans, 20 go to people with disability because if you see contributions in the Hansard which is a record of Parliament, they have absolutely said nothing. Some of them have even lost primary elections without even saying nothing.</blockquote>
Unsurprisingly, this did not go down with most female legislators who took exception to Mliswa’s words. MDC-T politician Tabetha Khumalo had to be escorted outside by the Sergeant-at-Arms after she became angry and continued interjecting. Said Khumalo before leaving,
<blockquote>…you were given birth to by a woman, Mr Speaker. You must respect women.</blockquote>
This is not the first time that Mliswa has, expressed such sentiments. In November 2017, <a href="https://news.pindula.co.zw/2017/11/13/female-mps-done-nothing-women-remove-quota-system-says-temba-mliswa/" rel="noopener" target="_blank">the outspoken legislator also said that female legislators had done nothing to the cause of women.</a>

Zanu-PF has recalled three sitting members of parliament due to allegations of misconduct. Party spokesperson Simon Khaya Moyo said

Kwekwe Central legislator Masango Matambanadzo, Goromonzi West parliamentarian Beatrice Nyamupinga and Godfrey Gandawa, Magunje MP have been recalled from the august House for misconduct. They know the reason themselves. I know that three have been recalled. Secretary for Administration Obert Mpofu has written to the Speaker of Parliament Jacob Mudenda on the development.</blockquote>

Zanu-PF Recalls 3 MPs From Parliament Due To Misconduct

Controversial businessman Wicknell Chivayo appeared before the Parliamentary Portfolio Committee on Mines And Energy to respond to questions over the Gwanda Solar Power Project. Wicknell’s company Intratek Zimbabwe was awarded the US$200 million  Gwanda solar project under unclear circumstances. It was then advanced $5 million in controversial circumstances following a directive from then-Minister of Energy Samuel Undenge. However, no progress has been made on the project. Here are some of the things we noted from the interview.
<h2>1. Losing The Tender Bid</h2>
Wicknell Chivayo initially lost the bid for the solar power project tender. However, instead of approaching the courts he approached “the important people” which included the Minister of Energy and Former First Lady Grace Mugabe to complain that it was his brainchild. He was later awarded the tender. Chivayo struggled to explain why he had gone to individuals to complain instead of the courts.
<h2>2. Relationship To Powerful Politicians</h2>
Chivayo denied that he was related to any of the “important people” saying that he just took selfies with them. Said Chivayo
<blockquote>I am not related to Minister S.K Moyo, I am not related to any former minister of Energy or even the former first family, you can have pictures with someone but that doesn’t mean you are related to them.</blockquote>
<h2>3. Relationship To ZPC Chairperson Who Awarded Tender</h2>
Chivayo also revealed that he was the business partner of the chairman of the ZPC, who awarded him the tender. Stanley Kazhanje the chairperson of the Zimbabwe Power Company (ZPC) is alleged to have prepared the tender documents for Wicknell Chivayo’s company without declaring a conflict of interest to the board.
 
<h2>4. Failure To Get A Bank Guarantee</h2>
Chivayo inadvertently admitted that he received the $5 million advance from Zesa even though he did not have a bank guarantee as required by law. When asked by Mliswa “ZPC says they have taken over the work because you have failed”…Chivayo answered “I have failed to get the required bank guarantees”
<h2>5. Shareholding In Intratek</h2>
The lawyer for Intratek, Bruce Tokwe, threw Chivayo under the bus after telling the parliamentary committee that Chivayo has not respected corporate governance and that shareholders are concerned with his conduct. He also said that Chivayo was not a shareholder and was just a director who was tarnishing the reputation of Intratek. Chivayo however, disputed this saying he got his shareholding back in 2015
<h2>6. Political Influence</h2>
Bruce Tokwe, the lawyer for Intratek hinted undue political influence under former president Robert Mugabe saying,
<blockquote>The shareholders have now seen the hope brought by the new dispensation and are willing to see the project continued…it is indeed true that the dynamics have changed.</blockquote>

Members of Parliament (MPs) received between US$30 000 and US$40 000 each in sitting allowances after Treasury released US$4.5 million last week. The MPs had not received their sitting allowances since the 8th Parliament was sworn in after the 2013 elections. However, Treasury still needs to disburse money to cover the arrears for accommodation allowances for legislators whose constituencies are outside Harare. The MPs get paid half the rates for hotel accommodation. Norton Legislator Temba Mliswa said that what was left was for the legislators to receive housing stands.
Said Mliswa in Parliament last week,
<blockquote>My point of order, first of all, is to thank you for ensuring that we got our money into our accounts.
It is only proper that when you do good, we must also recognise the good. We know that before we actually had a break, I did bring the issue of our allowances being outstanding and you did promise us.
You did certainly guarantee us that you would ensure that we get our allowances. I would like to thank you for that. The only outstanding issue is really not your baby, but it is the stands. We hope that the Minister of Local Government can equally move quicker to ensure that we also get our stands.</blockquote>
On a number of occasions, debate in parliament had to be stopped after legislators demanded the settlement of their allowances.
An official who spoke to the Chronicle said:
<blockquote>The only MPs with outstanding money are those that should be paid accommodation allowances for not staying in Parliament booked hotels. This applies to MPs whose constituencies are outside Harare, but might have residences in the capital and might not need accommodation from Parliament.
They help us a lot in saving costs in accommodation because we will pay them half of what it costs for a night in a hotel.</blockquote>

Members Of Parliament Get US$30 000- $40 000 In Sitting Allowances, Housing Stands To Follow

Members of Parliament (MP) have threatened to sink the 2018 National budget unless they get a 625 percent increase in their sitting allowances. The MPs are demanding that their allowances should be increased from the present $16 million to $100 million. The legislators have said that unless their demands are met, they will hold assent to the two Money Bills that will be tabled by Finance minister Ignatius Chombo. The two bills which need to be passed by Parliament are an Appropriation Bill, which gives legal force to the estimates of expenditure and a Finance Bill.
Chegutu West Zanu PF MP Dexter Nduna:
<blockquote>We want to have a budget of nothing less than $100 million for Parliament.
If we do not get that money, it is my thinking and a lot of other members’ thinking that let us not pass the budget, and chances are we might get dissolved. If we get dissolved it is just before Parliamentary elections anyway.</blockquote>
 
MDC MP for Nkayi South Abednico Bhebhe said:
<blockquote>If the budget of Zimbabwe for instance is $5 billion, if we are saying Parliament should get 15 percent of $5 billion, let that budget come in and be passed in Parliament in conformity that we are getting our percentage that we are going to run ourselves as Parliament.
We are not children that you want to lie to us that because you want us to pass a budget you want to say okay, come end of October, you are going to get your allowance.</blockquote>

MPs threaten not to pass national budget bills unless they get 625 percent increase in sitting allowances

The MDC-T senator for Mashonaland East, Jane Chifamba has accused Zimbabwean men of abusing their wives by indulging in unorthodox copulation practices which are painful to the wives. She added that such men should be jailed for a minimum of 14 years for indulging in abnormal practices such as anal intercourse.
Contributing to a discussion on President Mugabe’s speech in which he had touched on the subject of harassment among married people, Chifamba said:
<blockquote>We have noticed that married women are being forced to do what they do not like because they are said to be married.
Instead of using the normal access such as the vagina where the penis has to go through, nowadays men are using some other areas which are not supposed to be used for [] intercourse.
What is happening is that men these days are indulging in [] activities through the anus which is not meant for that. It is painful for the woman.
My question is, if we are abused in such a way that we have intercourse through the anus, how are we going to bear children?  This is [] harassment in marriage.
…There are many sex workers in the streets and if you feel you want to have an unusual sex, please go to commercial sex workers because they do not care which way you indulge.</blockquote>
Earlier this year,<a href="https://news.pindula.co.zw/2017/02/26/mps-push-government-implement-mandatory-8-children-per-couple-policy/" rel="noopener" target="_blank"> MDC Senator Morgen Komichi called on local women to abandon family planning so they could bear a minimum of 8 children.</a>
