Zimbabwe has donated US$35,000 to the Embassy of the State of Palestine in Zimbabwe to support its operations in the country. The donation is in addition to a previous donation sent through the United Nations to aid Palestinians affected by the ongoing conflict in the Gaza Strip. The Israeli-Palestinian conflict has resulted in a high number of casualties, with civilians, including children and women, being the most affected. The donation from Zimbabwe is intended to assist the Palestinian Embassy in its day-to-day activities.
Speaking at the handover ceremony, Foreign Affairs and International Trade Minister Ambassador Frederick Shava highlighted the long-standing friendship and solidarity between Zimbabwe and Palestine, dating back to the days of Zimbabwe’s liberation struggle. <a href="https://www.herald.co.zw/zim-donates-us35k-to-embassy-of-palestine/">The Herald</a> cites him as saying:

The donation is not much, but it is a gesture of the Government of the Republic of Zimbabwe to see the Embassy of the State of Palestine functioning as usual.
Zimbabwe and Palestine share a long and rich history of friendship and solidarity dating back to the days of Zimbabwe’s liberation struggle, when cadres from Zimbabwe’s liberation movements and those from Palestine supported each other at various international platforms.
It is this kind of camaraderie that has continued to subsist to this day. Zimbabwe has benefitted from technical assistance from the Palestinian Authority (PA) and the Palestine International Cooperation Agency through provision of agricultural expertise, the training programmes, water security and health services, among others.

Zimbabwe Has Donated US$35,000 To The Embassy Of Palestine

The United States Secretary of State, Antony Blinken, has introduced new regulations aimed at individuals who undermine democracy in Zimbabwe. These regulations specifically target those involved in election rigging, human rights violations, and abuse of the judicial system during electoral processes.
Additionally, the policy also focuses on individuals who impede the operations of Non-Governmental Organizations (NGOs) and Civil Society Organizations (CSOs) due to the implementation of the Private Voluntary Organizations (PVO) Bill, <a href="https://www.newzimbabwe.com/us-tightens-screws-on-zimbabwe-announces-regulations-targeted-at-those-responsible-for-rigging-elections-targeting-ngos-capturing-courts/">NewZimbabwe</a> reported citing Blinken. Blinken said:

Under this policy, the United States will pursue visa restrictions, pursuant to Section 212(a)(3)(C) of the Immigration and Nationality Act, for individuals believed to be responsible for, or complicit in, undermining democracy in Zimbabwe.
Such acts may include manipulating or rigging the electoral process; disenfranchising voters or preventing individuals from exercising their right to vote; excluding members of the political opposition from electoral processes; restricting the ability of civil society organizations (CSOs) to operate and engage in democratic, governance, or human rights related activities; or intimidation of voters, election observers, or CSOs through threats or acts of physical violence.
They may also include engaging in corrupt acts, including bribery, that undermine the electoral process; interfering with the independent operation of the judiciary during its adjudication of electoral cases; or abusing or violating human rights in Zimbabwe.

President Emmerson Mnangagwa’s attempts to re-establish a relationship with the United States have faced obstacles since he assumed power in 2017. Many high-ranking officials in the ruling Zanu PF party, as well as some government officials, are already subject to U.S. sanctions, preventing them from travelling to the United States for personal reasons.
The strained relationship between the two countries has been exacerbated by Zimbabwe’s deteriorating human rights record and the disputed August elections, which did not meet international standards. America To Deny Visas To Zimbabweans Involved In Corruption, Undermining Democracy

President Emmerson Mnangagwa, in his message to commemorate Ukrainian Independence Day, encouraged President Volodymyr Zelensky and the people of Ukraine to uphold their spirit of sovereignty and progress.
Ukrainian Independence Day is celebrated on August 24th each year, commemorating the country’s declaration of independence from the Soviet Union in 1991. It is a day of national pride and unity, marked by flag-raising ceremonies, parades, concerts, and cultural events that celebrate Ukraine’s freedom and sovereignty. Posting on his socials, Mnangagwa said:

The majority of African countries tend to abstain from United Nations resolutions on the matter, with only Eritrea supporting the invasion. These implications contradict his attempts at re-engagement and fail to consider the realities of a country seeking credibility in its claims of sanctions. While Russia is a significant supporter, it is not in a position to fully rescue a nation like Zimbabwe experiencing a severe economic crisis.
Since assuming power in 2017, Mnangagwa has consistently claimed that Zimbabwe is non-aligned, asserting that it is “a friend of all and an enemy to none.” However, some observers find this difficult to believe, particularly in light of his statements and the receipt of a helicopter and 50,000 tonnes of grain from President Vladimir Putin without any cost.

Mnangagwa Urges Zelensky, Ukraine To Uphold Sovereignty In Independence Day Message

During the XV BRICS Summit held in Johannesburg, South African President Cyril Ramaphosa announced that the BRICS bloc, consisting of Brazil, Russia, India, China, and South Africa, has made the decision to extend invitations to six countries to join the bloc as new members. These countries are Argentina, Egypt, Iran, Ethiopia, Saudi Arabia, and the United Arab Emirates. This expansion of the BRICS organization is part of its strategic plan for growth.
At the summit, the BRICS leaders adopted the Johannesburg II Declaration, which outlines their shared vision and commitments. Effective January 2024, Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates have been formally admitted as members of the BRICS bloc.
The topic of expanding the BRICS bloc has been a prominent issue on the summit’s agenda, with discussions held over the course of the three-day event in Johannesburg. While all BRICS members have expressed public support for the expansion, differences among the leaders have arisen regarding the extent and pace of the enlargement process.
In June of this year, President Emmerson Mnangagwa announced that Zimbabwe had submitted a request to join the BRICS New Development Bank (NDB) and anticipated receiving support from Russia. The President made this statement during a bilateral meeting with Russian President Vladimir Putin in St. Petersburg, Russia, as part of his attendance at the second Russia-Africa Economic and Humanitarian Forum. The NDB, established in 2015 by the BRICS countries serves as a multilateral financial institution aimed at financing infrastructure and sustainable development projects in BRICS nations, as well as other emerging market economies and developing countries.
This is happening when Zimbabwe’s access to credit has significantly reduced in the past twenty years, leaving the country with limited financial flexibility. International financial institutions such as the IMF and the World Bank, which are part of the Breton Woods institutions, halted lending to Zimbabwe in the early 2000s due to its substantial debt. Despite Zimbabwe’s repayment to the IMF, the institution declined to provide further financial assistance, stating that the country still had outstanding debts with other financial institutions. As a result, Zimbabwe’s options for obtaining credit have been severely constrained, putting significant pressure on its fiscal capabilities.

BRICS Add 6 More Countries To The Bloc

The South African government has agreed to execute the International Criminal Court (ICC) arrest warrant against Russian President Vladimir Putin if he ever sets foot in the country. The Department of Justice has also agreed to pay the costs of the legal application launched by the DA to compel the government to arrest Putin if he were to attend the BRICS summit in Johannesburg.
This decision comes after the government announced that Putin would not physically attend the summit and would participate virtually. The Presidency’s statement confirmed that by mutual agreement, Putin would not attend and that the Russian Federation will be represented by Foreign Minister Sergey Lavrov. Reads the Presidency’s statement:

The International Criminal Court issued a warrant of arrest for Putin for alleged war crimes in his invasion of Ukraine. By law, South Africa would have had to arrest him if he entered the country.
The Democratic Alliance (DA), a South African political party, went to the Gauteng High Court to force the government to commit to arresting Putin. As a result, the government has agreed to execute the ICC arrest warrant against Putin if he ever sets foot in South Africa.

The British Foreign, Commonwealth &amp; Development Office has announced that Mr. Peter Vowles has been appointed His Majesty’s Ambassador to the Republic of Zimbabwe.
Mr. Vowles will succeed Ms. Melanie Robinson CMG and take up his appointment in September 2023. Mr. Vowles expressed his delight at his appointment as the next British Ambassador to Zimbabwe via his Twitter account. He posted:

Mr. Vowles brings a wealth of experience to his new role. He has also served as Director for Asia, Caribbean, and Overseas Territories at the Department for International Development, Country Director at the British High Commission in Nairobi, and Deputy Country Director at the British Embassy in Kinshasa.

Peter Vowles Appointed British Ambassador To Zimbabwe

Ukrainian President Volodymyr Zelenskiy has stated that peace talks with Russia would only be possible once Moscow withdraws its troops from occupied Ukrainian territory, Reuters reported. He also expressed surprise and confusion over the decision of African leaders to meet with Russian President Vladimir Putin in St. Petersburg, Russia.
Zelenskiy emphasised that negotiations with Russia could only take place after a complete Russian withdrawal from Ukrainian land, adding that any negotiations with Russia, while they continue to occupy Ukrainian territory, would only serve to freeze the war and prolong pain and suffering. Zelenskiy told a joint press conference with the delegation:

To allow any negotiations with Russia now while the occupier is on our land is to freeze the war, to freeze everything: pain and suffering.
We need real peace, and therefore, a real withdrawal of Russian troops from our entire independent land.

The African delegation, which included leaders of Senegal, Egypt, Zambia, South Africa, and the Comoros, met with Zelenskiy to discuss the possibility of mediating the end of the conflict. Despite this, Ukraine remains firm in its stance that peace talks can only take place after a complete Russian withdrawal.
South African President Cyril Ramaphosa and the President of the Comoro Islands, Azali Assoumani, hope to mediate in the conflict, which has disrupted grain and food supplies, causing price inflation in African countries. Ramaphosa called for the free flow of grain and African participation in a peace agreement. While some African nations have cordial relations with Russia, most have closer economic ties with the US and Europe. The leaders aim to negotiate “confidence-building measures” despite Ukraine’s recent counteroffensive against Russian forces. The Kremlin has downplayed the prospects of peace talks with Kyiv, but remains open to outside initiatives.

Zelenskiy: Peace Talks Possible After Russia Troop Withdrawal

The U.S. ambassador to South Africa, Reuben Brigety, accused the country of providing weapons and ammunition to Russia for its conflict in Ukraine.
Reuben Brigety says the weapons were provided via a cargo ship linked to a sanctioned company that docked secretly at a naval base near Cape Town in December.
In response, South African President Cyril Ramaphosa revealed that an investigation into the Russian vessel’s visit to the nation’s main naval base had already begun with U.S. intelligence services before Brigety’s public announcement.
Brigety alleged that military equipment had been loaded onto the Lady R at the Simon’s Town naval base from December 6th to 8th and subsequently transported to Russia, raising concerns about South Africa’s supposed neutral position on the conflict and calls for its resolution. Brigety said in comments reported by multiple South African news outlets:

The arming of the Russians is extremely serious and we do not consider this issue to be resolved.
</blockquote>
If South Africa is discovered to be providing military aid to Russia, it could damage the relationship between the United States and a significant African partner, despite South Africa’s supposed neutrality on the Ukrainian conflict.
While Ramaphosa’s office denied any evidence of weapons being loaded onto the Lady R, which is connected to a sanctioned company involved in transporting military equipment for Russia. 
Ramaphosa declined to comment further, citing the need to wait for the investigation’s results when asked about the matter in Parliament by opposition leader John Steenhuisen.
MarineTraffic tracked the Lady R off the South African coast in early December, but the ship’s signal was lost on December 5th.
Satellite imagery obtained by AP indicates that a ship with a similar length, colour, and layout as the Lady R docked at the naval base the following day after it left, stayed there through December 8th, and returned to Russia on February 22nd.
In December, South African Defense Minister Thandi Modise stated that the ship only handled an “old order” for ammunition and that arms were offloaded rather than loaded onto it.
Despite South Africa’s claims of neutrality, recent moves including hosting Russian Foreign Minister Sergey Lavrov for talks, allowing Russian and Chinese warships to perform drills off its coast, and a potential visit by Russian President Vladimir Putin in August for a BRICS meeting have led to accusations of taking Russia’s side.

US Ambassador Accuses South Africa Of Arming Russia In Ukraine

All 21 African members of the Commonwealth support Zimbabwe’s return. Zimbabwe left the group in 2003 due to concerns over rights abuses.
President Mnangagwa sought re-admission in 2017, but the process has been slow over alleged human rights abuses in the southern African country.
The Commonwealth is finalising its report on Zimbabwe’s re-admission, and Baroness Scotland told Mnangagwa that continued repression in Harare was not helpful.
Addressing a post-Cabinet media briefing Tuesday, information minister Senator Monica Mutsvangwa said:

Zimbabwe and the UK have had a complex relationship due to historical and political reasons. Relations deteriorated in the early 2000s due to disagreements over Zimbabwe’s land reform program and human rights abuses.

21 African Countries Support Zimbabwe's Return To Commonwealth After 2003 Exit

South Africans want Britain to return the Star of Africa diamond, weighing 530 carats, set in the royal sceptre for King Charles III’s coronation on Saturday.
The diamond was discovered in South Africa in 1905 and presented to the British monarchy by the colonial government when the country was under British rule. Calls for the diamond’s return are part of a global conversation about returning colonial-era artwork and artefacts.

Mothusi Kamanga, a Johannesburg lawyer and activist, is promoting an online petition that has gathered approximately 8,000 signatures, calling for the return of the diamond. He said:

I think generally the African people are starting to realise that to decolonise is not just to let people have certain freedoms, but it’s also to take back what has been expropriated from us.

The diamond officially called Cullinan I, and is in the royal sceptre, was cut from the Cullinan diamond, a 3100-carat stone mined near Pretoria. The Imperial State Crown also contains a smaller diamond, Cullinan II. All crown jewels, including the sceptre and the Imperial State Crown, are kept in the Tower of London. A replica of the Cullinan diamond is displayed at the Cape Town Diamond Museum.
Johannesburg resident Mohamed Abdulahi believes the diamond should be returned because it was taken during a time of oppression. Others, like Dieketseng Nzhadzhaba, don’t feel strongly about it and believe times have changed, making the issue irrelevant.
The value of a diamond depends on many factors, including its carat weight, cut, colour, and clarity. However, the 530-carat diamond known as the Star of Africa is considered priceless due to its historical significance and rarity. It is one of the largest and most famous diamonds in the world and has been estimated to be worth billions of dollars.

King Charles III's Coronation: South Africans Want UK To Return 530-carat Diamond

President Emmerson Mnangagwa has said he is travelling to the <a class="MarkdownLink_linkifiedLink__KxC9G">United Kingdom</a> (UK) to attend the coronation of King Charles III. The Coronation will take place on Saturday 6 May at Westminster Abbey in London.
Mnangagwa told his supporters in Harare:

Loosely translated, Mnangagwa said he didn’t know what the Queen’s son was thinking. He said he is going to the UK tomorrow to attend the coronation of King Charles III. He mentioned asking how he could travel with sanctions in place, but UK authorities told him the sanctions had been removed.
Zimbabwe has been under UK sanctions since the turn of the millennium when the southern African country embarked on the fast-track land reform program which was marred by gross human rights abuses.
In September 2022, the Ministry of Foreign Affairs and International announced that <a href="https://www.pindula.co.zw/2022/09/16/mnangagwa-not-on-uk-sanctions-list">President Mnangagwa was not on the UK sanctions list</a> and could travel to Britain. This followed reports that he would not attend Queen Elizabeth II’s funeral on September 19, 2022, due to sanctions. A statement from the ministry’s spokesperson, Livit Mugejo, confirmed that Mnangagwa had appointed <a class="MarkdownLink_linkifiedLink__KxC9G">Frederick Shava</a> to represent him at the <a class="MarkdownLink_linkifiedLink__KxC9G">state funeral</a>. He said;

The UK has over the years reviewed the sanctions list, adding and or removing some individuals or companies linked to the ruling ZANU PF party.

He sees the invitation as a positive step towards improving relations between Zimbabwe and the United Kingdom. He met with the UK Ambassador to Zimbabwe on April 17 to discuss the matter. However, some British Members of Parliament believe that inviting the <a class="MarkdownLink_linkifiedLink__KxC9G">Zimbabwean leader</a> was a mistake.

President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">Emmerson Mnangagwa</a> (ED) believes that the participation of the European Union, the United States, and the United Kingdom at the <a href="https://www.pindula.co.zw/Zimbabwe_International_Trade_Fair">Zimbabwe International Trade Fair (ZITF)</a> is proof that his efforts to improve relations with other countries are working.
He made this statement to journalists after touring the fair, which ended on Saturday, 29 April 2023. The president told journalists:

The Americans are here, the British are here, the EU is here. What else would we want? Everybody is here. So this engagement and re-engagement policy is bearing fruits. Perhaps, they heard that the Majesty is coming. That’s why they are here.

Zimbabwe’s relations with the West have been strained due to political and economic issues, resulting in sanctions being imposed on the southern African nation. President Emmerson Mnangagwa has attempted to improve relations through his re-engagement policy, but progress has been slow due to concerns over human rights and governance. Angola, Belarus, Botswana, China, France, Germany, Italy, Japan, Kenya, Malawi, Mozambique, Netherlands, Nigeria, South Africa, Sweden, Tanzania, United Arab Emirates, United Kingdom, United States of America and Zambia were the countries that participated.
The EU was the largest exhibitor, occupying 33 square meters of exhibition space, as reported by ZITF Company chairman Busisa Moyo. There were 533 exhibitors in total, taking up 46 631 square meters of exhibition space, which is 97% of the available space. This is an improvement from last year when the total space occupied was 45 786 square meters.
King Mswati III of the Royal Kingdom of Eswatini officially opened the fair and emphasized the need for greater trade and investment cooperation between Zimbabwe and Eswatini. He noted that while Eswatini imports over USD$2 billion worth of goods annually from Zimbabwe, Zimbabwe imports over USD$5.6 billion worth of goods annually from Eswatini. Despite this, trade and investment between the two countries remain insignificant compared to their economic connections with the rest of the world. Therefore, he called for closer trade and investment collaboration between the two countries.

US, UK, EU Participation At ZITF Proof That Re-engagement Is Working  - ED

The House of Lords in England is advocating for the cancellation of President <a href="https://wiki.pindula.co.zw/Emmerson_Mnangagwa">Emmerson Mnangagwa</a>‘s invitation to attend the coronation of King Charles III due to alleged human rights abuses in Zimbabwe.
President Mnangagwa has accepted<a href="https://zero.pindula.co.zw/mnangagwa-invited-to-attend-king-charles-iii-coronation/"> the invitation</a> and sees it as a positive step towards improving relations between Zimbabwe and the United Kingdom. He met with UK Ambassador to Zimbabwe Melanie Robinson on April 17 to discuss the matter and also matters of trade and investment. Nevertheless, some British Members of Parliament believe that inviting the leader of Zimbabwe was a mistake. They said:

Kwekwe the previous day, Zimbabwe’s vice-president, Constantino Chiwenga, told the crowd that <a href="https://zero.pindula.co.zw/chiwenga-threatens-to-crush-ccc-when-time-is-ripe/">Zanu-PF would “crush the [CCC] party like lice”.</a>
In October 2022, Bulawayo MP, <a href="https://wiki.pindula.co.zw/Jasmine_Toffa">Jasmine Toffa</a> had her <a href="https://zero.pindula.co.zw/just-in-ccc-says-suspected-zanu-pf-thugs-attacked-and-injured-bulawayo-mp-ccc-members/">arms fractured in an attack by Zanu-PF supporters</a> when she was campaigning for a local council candidate and there are regular reports of local party campaigners and councillors being attacked, tortured and murdered with direct incitement from Zanu-PF leaders.
This month on April 6th, <a href="https://zero.pindula.co.zw/amnesty-international-has-condemned-conviction-of-fadzayi-mahere/">Amnesty International shared a statement</a> on the <a href="https://zero.pindula.co.zw/mahere-faces-20-years-in-prison-after-being-found-guilty-of-communicating-falsehoods/">conviction</a> of opposition party spokesperson, <a href="https://wiki.pindula.co.zw/Fadzayi_Mahere">Fadzayi Mahere</a>, saying, “The conviction of Fadzayi Mahere (on 5 April 2023) is a travesty of justice as it is based on a law that is no longer existent in Zimbabwe and applied to silence dissent. The legal provision that was used to convict Mahere was declared void by the Constitutional Court in 2014. The High Court confirmed this in another case in 2021. The Magistrate Court in this case should have taken note of the decisions of the upper courts and acquitted Mahere. The conviction and sentencing demonstrate the extent to which authorities are willing to go to muzzle critical voices and supress the right to freedom of expression. The authorities are sending a clear message that there is no space for exercising the right to freedom of expression in Zimbabwe.”
A chilling recent development is the issuing of direct threats through the Twitter account of the President’s Office of Communication. The prominent Human Rights and Pro-Democracy advocate Makomborero Haruzivishe had a menacing tweet directed at him following his attendance at a House of Lords debate in January. Then again, just two weeks ago, when he spoke out about corruption, a further threat was tweeted “Do you remember when we sent a team to abduct you and you were begging for your life? We have agents in your location!!!!”. Both came from the account of <a href="https://wiki.pindula.co.zw/George_Charamba">George Charamba</a>, Deputy Chief Secretary-Presidential Communications in the Office of the President of Zimbabwe. As President of the Zimbabwe National Students Union (ZINASU), Makomborero Haruzivishe was the target of continuous intimidation and prosecutorial harassment, which included 37 arrests and detention without trial of eleven months.
2023 is already proving to be a year of heightened tension due to planned elections in July. Independent sources including Amnesty International, Human Rights Watch and Reporters Without Borders, are recording rising levels of political repression, arbitrary and politically motivated arrests of elected opposition party members and intimidation of the press. At the same time, the <a href="https://zero.pindula.co.zw/cizc-demands-implementation-of-motlanthe-commission-recommendations/">recommendations of the Commission of Inquiry</a>, led by former South African President Kgalema Motlanthe, which was established to investigate widespread violence in the aftermath of the August 2018 elections, have still not been implemented.
The Coronation invitation will inevitably be used by President Mnangagwa as tacit acceptance by the UK of publicly evidenced political violence and repression in the run-up to the forthcoming election and will be deeply demoralising to ordinary Zimbabweans in their struggle for democracy.
We, therefore, urge the government to withdraw President Mnangagwa’s invitation until Job Sikhala MP and other political prisoners are granted their constitutional right to bail and concrete actions are taken to address human rights abuses and guarantee free and fair elections.

Israel, as the occupying power, has binding obligations under International Human Rights and Humanitarian Law to accord maximum and unconditional protection to all Palestinians in the occupied territories, including guaranteeing freedom of worship. The Ministry of Foreign Affairs and International Trade of the Republic of Zimbabwe calls on the Government of Israel to unconditionally withdraw its occupying forces from this holy site, in order to de-escalate the tension arising from its unilateral actions. Zimbabwe Concerned Over Israeli Attack On Palestinian Worshippers

The UK and its allies are prepared to monitor and observe Zimbabwe’s harmonised elections scheduled to be held sometime between 26 July and 26 August this year, if they are invited to do so.
Lord Goldsmith of Richmond Park, a UK Conservative member, confirmed that they are working with international partners to support election observer missions. This was in response to a query by Lord Boateng, a Labour Party member. Goldsmith said:

In 2018, Western observers were permitted to monitor the African nation’s first elections since the ousting of Robert Mugabe. The observers generally praised the peaceful nature of Zimbabwe’s 2018 elections. However, there were concerns about irregularities in the electoral process, including voter intimidation and vote rigging. The European Union’s observation mission noted some improvements but also raised concerns about the independence of the electoral commission and the misuse of state resources during the election campaign.

UK, Allies Ready To Monitor, Observe Zimbabwe's Elections

The United States of America (USA) has said it does not support any political party in Zimbabwe ahead of harmonised elections scheduled for July.
This was stated by Robert Scott, the deputy assistant secretary for southern Africa, in an interview from Washington, DC, after the completion of his visit to Eswatini and Zimbabwe in early March.
This year’s elections will see opposition leader <a href="https://www.pindula.co.zw/Nelson_Chamisa">Nelson Chamisa</a> leading the rebranded <a href="https://www.pindula.co.zw/Citizens%27_Coalition_for_Change">Citizens Coalition for Change (CCC)</a> against ZANU PF in what is expected to be a two-man race.
Scott who met with key stakeholders in the upcoming elections in Zimbabwe says the USA wants to see a deserving winner become president, not a particular candidate. <a href="https://www.news24.com/news24/africa/news/we-do-not-favour-any-candidate-in-zimbabwe-elections-says-us-diplomat-20230328">News24</a> cites Scott as saying said:

We do not support any politician or any political party. What we support is a strengthening of institutions that allows citizens of a country to express their will in democratic elections to choose their leaders.

The United States has been accused in the past of supporting opposition groups in Zimbabwe. The ruling ZANU PF argues that sanctions imposed by the USA were meant to champion the regime change agenda. However, the U.S. denies any involvement in such actions.
Scott met members of the opposition, the government’s foreign affairs, justice and home affairs ministries, civic society, and the military.
From his engagements, Scott said, so far, the playing field ahead of elections was not level particularly with the threat of the <a href="https://zero.pindula.co.zw/mnangagwa-explains-why-he-will-speedily-sign-pvo-bill/">Private Voluntary Organisations Amendment Bill</a>, which seeks to regulate the operations of civic society and NGOs.
Mnangagwa is <a href="https://zero.pindula.co.zw/president-mnangagwa-says-hes-ready-to-sign-the-pvo-bill-into-law-once-parliament-is-done/">yet to sign the bill into law.</a>
Last week, he held consultative meetings with a section of civic society operating in Zimbabwe.
Scott had a meeting with the permanent secretary of defence, Aaron Nhepera and stressed that the military should not appear in election processes. He said:

I think it’s very consistent with international standards [military staying away] and the aspirants of any country to hold peaceful, transparent, and inclusive elections.

Zimbabwe has a history of military involvement in politics since gaining independence in 1980. The military’s role was initially limited, and civilian governments controlled the country. However, in the late 1990s and early 2000s, military involvement increased due to the rise of Robert Mugabe and his authoritarian rule. Mugabe relied on the military to stay in power, and many top leaders were military figures.
In 2017, the military helped remove Mugabe from power and replaced him with Emmerson Mnangagwa as the new president. Mnangagwa has tried to distance himself from Mugabe’s authoritarian style, but the military still has a significant role in politics.
Critics say that the military’s involvement in politics has damaged democracy and contributed to Zimbabwe’s economic and social problems. Supporters argue that the military has helped maintain stability and protect the country’s sovereignty.

We Do Not Support Any Political Party In Zimbabwe - USA

Zimbabwe’s Minister of Foreign Affairs and International Trade, <a href="https://www.pindula.co.zw/Frederick_Shava">Frederick Shava</a>, has said Zimbabwe will appoint an ambassador to Belarus in the coming months.
He made the remarks after meeting Belarusian President Aleksandr Lukashenko in Minsk on March 28, according to <a href="https://eng.belta.by/politics/view/zimbabwe-to-appoint-ambassador-to-belarus-in-coming-months-157635-2023/">BelTA</a>.
The Zimbabwe delegation headed by Minister of Foreign Affairs and International Trade Frederick Shava is in Belarus on an official visit.
When journalists asked when Zimbabwe will name an ambassador to Belarus, Frederick Shava said:

Belarus already runs an embassy in Zimbabwe. Based on the principles of reciprocity, Zimbabwe has recently opened its embassy in Minsk. We have already discussed the interior works in the premises where the embassy is located. And this will be done as quickly as possible. Only after that an ambassador will be appointed. Mutsvangwa said the EU is keen to send an observer mission to observe Zimbabwe’s 2023 elections. <a href="https://www.herald.co.zw/eu-keen-to-observe-polls/">The Herald</a> cites Mutsvangwa as saying:

We are so happy with the candid discussion and commitment to work with Zimbabwe.  We received the European Union Exploratory Mission led by Eirini-Maria Gounari.

The credibility of Zimbabwe’s elections has been questioned in the past due to reports of irregularities, vote rigging accusations of voter suppression and fraud, and violence against opposition supporters.

EU Keen To Observe Zimbabwe's 2023 Elections

Zimbabwe has said it would like to become a member of the BRICS economic bloc, which consists of Brazil, Russia, India, China and South Africa.
<a href="https://www.pindula.co.zw/Christopher_Mutsvangwa">Christopher Mutsvangwa</a>, the speaker of the ruling party ZANU-PF, told Russia’s RIA Novosti news agency on Wednesday that the move is strategic. He is cited as saying:

We made it clear that we would like to become a member of the BRICS.

Mutsvangwa added that Zimbabwe is interested in developing alternatives to the Western-dominated SWIFT payment network and becoming a member of BRICS could contribute to that. 
SWIFT is a messaging network that financial institutions use to securely transmit information and instructions through a standardized system of codes. Although SWIFT has become a crucial part of global financial infrastructure, it is not a financial institution itself: SWIFT does not hold or transfer assets, according to Investopedia.
Mutsvangwa described BRICS as a new force in international relations and said he hopes its growth and expansion will continue.
The five BRICS nations account for more than 40% of the world’s population and nearly a quarter of the global GDP.
Earlier this year, Russian Foreign Minister Sergey Lavrov said that “more than a dozen” nations have expressed an interest in entering the BRICS alliance.
They include Algeria, Argentina, Bahrain, Bangladesh, Indonesia, Iran, Egypt, Mexico, Nigeria, Pakistan, Sudan, Syria, Türkiye, the United Arab Emirates, Venezuela and Zimbabwe.

Zimbabwe Wants To Become A BRICS Member

Zimbabwe has ditched <a href="https://zero.pindula.co.zw/zim-engages-2-usa-public-relations-companies-for-over-us1-million/">American consultancy firms</a> engaged more than three years ago to help thaw diplomatic relations with the United States.
In 2019, the then Foreign Affairs minister <a href="https://www.pindula.co.zw/Sibusiso_Moyo">Sibusiso Moyo</a> hired four lobbyists – BTP Advisers, Mercury International Limited, Ballard Partners and Avenue Strategies – paying them millions of dollars, according to The NewsHawks.
<a href="https://www.pindula.co.zw/Frederick_Shava">Frederick Shava</a>, Moyo’s successor, has indicated that bilateral engagements between Zimbabwe and the United States will now be held at the government level. Shava told The NewsHawks:

Let me say from the onset that there have been a few consultancy companies who have come forward to offer their services to pose the two governments to talk to each other.
They have come and gone and let me say also that the best interaction between the United States and Zimbabwe is still government official channels and this is what we are encouraging. As Zimbabwe we are talking to Congress, we are talking members of the House of Representatives and recently as you probably followed Zimbabwe was invited to the second US-Africa Summit in Washington DC albeit at the level of minister of Foreign Affairs and we are still hoping that this warming up will improve and Zimbabwe will be invited at the level of the Head of State. I just want to say that the emphasis is now on the interactions between governments without third parties as much as possible.

Zimbabwe and America have endured a sower relationship since the millennium when the Western nation imposed <a href="https://www.pindula.co.zw/Zimbabwe_Democracy_and_Economic_Recovery_Act_Of_2001">sanctions (ZIDERA)</a> on Zimbabwe following the fast-track land reform programme which was marred by human rights violations.

Zimbabwe Has Ditched American Consultancy Firms

One of the main beneficiaries of a slew of business agreements recently struck between Zimbabwe and Belarus is Aftrade, a business headed by infamous Belarusian tycoon <a href="https://www.pindula.co.zw/Alexander_Zingman">Alexander Zingman.</a>
Alexander Zingman was made Honourary Consul of Zimbabwe to the Republic of Belarus in January 2019.
Aftrade has obtained contracts to develop grain storage facilities, supply tractors and harvesters to the government, and secure equipment deals in the mining and logging industries thanks to the visit of Belarusian President Aleksandr Lukashenko to Zimbabwe.
Four years ago, Zimbabwe announced that it needed 40 000 tractors, at a time when only 9000 were available to work Zimbabwe’s 4 130 000ha of arable land. 
The southern African nation looked to Belarus and other suppliers in a bid to plug the gap. 
Zimbabwe also signed a US$51 million deal with US company John Deere for the supply of 1 300 tractors, 80 combine harvesters and other equipment. Zimbabwe is also negotiating with India’s Mahindra, which abandoned a plan in 2018 to set up an assembly plant in Zimbabwe due to forex shortages.
Belarus has already supplied equipment to Zimbabwe, but, says Lukashenko, that was only the first phase. <a href="https://newzwire.live/from-tractors-to-mining-alexander-zingman-wins-big-in-lukashenkos-us66m-zimbabwe-deals/">newZWire</a> cites him as saying:

But it is just the beginning. We’ve launched the third phase of the programme to the tune of over US$66 million. It provides for shipping over 3,700 tractors, 60 harvesters to the local agrarians within the next 1.5 years.

Aftrade and MTZ, one of Europe’s biggest tractor exporters, will supply at least 3 575 tractors to Zimbabwe between 2023 and 2024. Aftrade has distribution rights for MTZ equipment in the country. MTZ director general Vitaly Vovk said:

The Zimbabwean market opened for Belarus machinery several years ago thanks to our reliable partner, Aftrade DMCC. We are glad that today we are talking about strategic partnership that envisages work on a systematic perspective basis. 
We know that last year, for the first time in the past 50 years, the country fully provided itself with grain. It is gratifying that the country succeeded also thanks to Belarus machinery

The new tractors add to the 1 800 tractors and harvesters that MTZ has already supplied to Zimbabwe.
Aftrade was also awarded a contract to supply equipment manufactured in Belarus for the construction and modernisation of grain storage complexes. While no details are known, Agriculture Secretary John Basera recently said Zimbabwe needed to spend over US$275 million over the next three years to build new grain silos, adding 750 000 tonnes of storage space to the current 500 000 tonnes.
MTZ was a major supplier of equipment to Ukraine before the Russia war started, and also exported to the US and Canada.

Alexander Zingman's Aftrade A Main Beneficiary Of Agreements Between Zimbabwe & Belarus

Stephen Chan OBE, an author and Professor of World Politics at SOAS, University of London, has said it is not a good thing for Zimbabwe to befriend Belarus considering that “the repression in Belarus makes Zimbabwe look amateurish.”
His remarks followed Belarusian President Alexander Lukashenko’s State visit to Zimbabwe yesterday, 30 January 2023. Chan said:

The visit is premised on cementing economic and political ties between the two countries that are both close allies of Russia, according to Zimbabwe’s foreign affairs ministry.
Zimbabwe President Emmerson Mnangagwa and <a href="https://zero.pindula.co.zw/zanu-pf-busses-supporters-to-welcome-the-president-of-belarus/">hundreds of singing and cheering ruling party supporters welcomed</a> Lukashenko at the main Robert Gabriel Mugabe International airport in the capital, Harare. 
Belarus has provided Zimbabwe with farm equipment such as tractors, combine harvesters and trucks under a deal worth tens of millions of dollars following Mnangagwa’s visit to the Belarusian capital Minsk in 2019.
Mnangagwa and Lukashenko have repeatedly been accused by internal rivals and the West of using arrests and other forms of harassment to stifle dissent and remain in power in their countries — allegations they deny.
Lukashenko has been in power since 1994. His term was renewed in 2020, in elections widely denounced as a sham. 
There has been widespread repression of political opposition and independent media following the disputed 2020 presidential election. 
The government has used force to crack down on protests, arrested opposition figures and journalists, and limited internet access. 
The international community has condemned the actions of the Belarusian government and imposed economic sanctions in response.

Researchers at Chatham House have said China may have created a trap for itself with African lending as it could fail to recoup its money while maintaining its image as a friend to developing nations.
Chatham House, also known as the Royal Institute of International Affairs, is an independent policy institute headquartered in London.
China accounts for 12% of Africa’s $696 billion external debt.
In recent years, growing levels of debt, including loans from China, have raised concerns about an impending debt crisis in Africa.
From China’s perspective, China has supported Africa’s development for a long time, including through phases of essential infrastructure development. 
Specifically, 2020 marked the 20th anniversary of the establishment of the Forum on China–Africa Cooperation (FOCAC). 
Chinese government figures show that China–Africa trade amounted to US$208.7 billion in 2019 and Chinese direct investment stock in Africa accounted for US$49.1 billion, 20 times and 100 times more than 20 years ago, respectively. 
 During the 2018 Beijing Summit of FOCAC, President Xi announced that China will extend $60 billion dollars of financing to Africa in the form of grants, loans, and special funds. 
Chinese companies were also encouraged to invest at least $10 billion dollars in Africa by the end of 2021.

The Chatham House researchers’ remarks come as much of the African continent is seen heading toward debt distress.
African governments and SOEs owe China more than $150 billion and COVID-19 eroded their ability to repay.

Some believe that China will seize assets belonging to defaulting partners.

"China Might Find It Difficult To Recoup Its Money Lent To Africa" - Chatham House Researchers

The United States of America has raised $55 billion to be used in Africa toward the advancement of “shared priorities” in the next three years. 
This was announced by Antony J. Blinken, the Secretary of State at the U.S. – Africa Leaders Summit 2022 which started on the 13th and ended on the 15th of December. 
In his remarks gleaned by Pindula News, Blinken said the U.S. is committed to expanding broad-based economic opportunity in Africa in part by mobilizing the power of the American private sector. He said:

 So earlier this year in South Africa, I had an opportunity to set out the administration’s Strategy for Africa.  And at its core, it really can be distilled to a single word, and that word is partnership.  The reality is that the United States and African nations cannot deliver on any of the fundamental aspirations of our people – we can’t solve any of the big challenges that we face – if we don’t work together.  So our approach is about what America can do with African nations and people, not for them. And that’s what this summit, the U.S.-Africa Leaders Summit, has really been all about.
We took full advantage of having so many leaders from African governments, businesses to strengthen these partnerships, as was demonstrated, I think, by the robust engagement from President Biden, Vice President Harris, and a large number of our Cabinet secretaries throughout the course of the week.  And as you’ve heard, we’re putting considerable new resources toward advancing our shared priorities, $55 billion over the next three years alone.

He also reiterated the U.S. “desire” to see a permanent member from Africa in the UN Security Council and for the Africa Union to join the G20 as a permanent member.
Blinken also said President Joe Biden announced more than $15 billion in new deals. He also said:

But we will work relentlessly to expand their choices, and the agreements and investments we made this week showed that when African governments, businesses, and communities are offered the choice to partner with the United States, they will take it…

USA Raises $55 billion "For Africa" To Be Used "Over The Next 3 Years Alone"

The United States of America Monday announced it was adding four Zimbabwean people, including the son of President Emmerson Mnangagwa, to the sanctions list.
The U.S. Treasury Department also announced it was hitting two companies with penalties for their roles in undermining democracy and facilitating high-level corruption. 
Those sanctioned include <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa_Junior">Emmerson Mnangagwa, Jr</a>., who is said to have been in charge of his father’s business interests related to a prominent businessman <a href="https://www.pindula.co.zw/Kudakwashe_Tagwirei">Kudakwashe Tagwirei</a> and his <a href="https://www.pindula.co.zw/Sakunda_Holdings">Sakunda Holdings</a> company. 
The sanctions freeze any assets the targets may have in U.S. jurisdictions and bar Americans from doing business with them. In a statement seen by Pindua News, the Treasury said:

We urge the Zimbabwean government to take meaningful steps towards creating a peaceful, prosperous, and politically vibrant Zimbabwe, and to address the root causes of many of Zimbabwe’s ills: corrupt elites and their abuse of the country’s institutions for their personal benefit.
The goal of sanctions is behaviour change. 
Today’s actions demonstrate our support for a transparent and prosperous Zimbabwe.

In addition to Mnangagwa, Monday’s sanctions target Tagwirei’s wife, Sandra Mpunga; Nqobile Magwizi, and Obey Chimuka, along with the two companies, Fossil Agro and Fossil Contracting. 
All of them are connected to Tagwirei and Sakunda Holdings. 
The Treasury Department added that the sanctions demonstrate the United States’ continued commitment to act in support of a transparent and prosperous Zimbabwe.  
It also said that U.S. sanctions do not target the Zimbabwean people, the country of Zimbabwe, or Zimbabwe’s banking sector.

USA Adds President Mnangagwa's Son On Sanctions List

South African President Cyril Ramaphosa met newly appointed UK Prime Minister Rishi Sunak on Wednesday, key on his agenda to persuade him to have sanctions imposed on Zimbabwe lifted.
His special adviser on international relations Maropene Ramokgopa told South African media that part of Ramaphosa’s agenda with the new British premier was Zimbabwe’s general elections in 2023. She said:

They (sanctions) are affecting SA in a very difficult way. The reason there is a lot of migration from Zimbabwe is because people are running away from economic hardships. It’s not because they want to leave home, and the sanctions are not assisting in any way. So we’d like them to look at it differently.

Britain and the European Union imposed sanctions on Zimbabwe at the turn of the millennium when the government led by then President Robert Mugabe embarked on the fast-track land reform programme during which gross human rights violations were reported.
Mugabe’s government was also accused of rigging elections.
In September this year, Ramaphosa met US President Joe Biden and also urged him to lift sanctions imposed against Zimbabwe by the superpower in 2001.
South Africa, which shares a border with Zimbabwe, says it carries the burden of its neighbour’s economic ruin which it attributes to sanctions.
A recent Zimbabwe National Statistics Agency report estimated the number of Zimbabwean nationals living in South Africa at 773 246.
Meanwhile, the West denies the allegations that sanctions are responsible for the collapse of the once vibrant Zimbabwean economy. They attribute the decline to maladministration by the ruling ZANU PF.

SA President Ramaphosa, UK Premier Sunak, Discuss Sanctions On Zimbabwe

The <a href="https://zero.pindula.co.zw/commonwealth-team-set-to-visit-zimbabwe-to-assess-progress/">Commonwealth delegation which visited Zimbabwe</a> to assess the progress made since the southern African country’s application to rejoin the group in 2018 has said impressive progress has been made. The team was in Zimbabwe from 12-18 November 2022. This was the third time Commonwealth visited Zimbabwe to assess progress made since 2018. In a statement seen by Pindula News, Assistant Secretary-General, Prof Luis Franceschi who was leading the delegation said:

President Emmerson Mnangagwa’s <a href="https://news.pindula.co.zw/2018/05/21/mnangagwa-applies-to-rejoin-commonwealth-invites-election-observers/">government applied on May 15, 2018, to rejoin</a> the grouping, a year after Mugabe’s ouster.
But the bloc has perennially cited human rights abuses and lack of rule of law as stumbling blocks for Zimbabwe’s re-admission.
Zimbabwe was in the Commonwealth until 2003 when the late former President Robert Mugabe withdrew the country from the group.

"Zimbabwe Has Made Impressive Progress In Its Journey To Rejoin The Commonwealth Family"

Zimbabwe on Monday voted against a United Nations General Assembly (UNGA) resolution for Russia to pay compensation for the damage caused by its <a href="https://zero.pindula.co.zw/ukraines-foreign-minister-putin-launched-full-scale-invasion-well-defend-and-win/">invasion of Ukraine on 24 February 2022.</a>
In presenting the resolution, Ukrainian ambassador Sergiy Kyslytsya insisted that Russia should be held accountable for its violation of international law. He said:

Seventy-seven years ago, the Soviet Union demanded and received reparations, calling it a moral right of a country that has suffered war and occupation.
Today (Monday), Russia, which claims to be the successor of the 20th century’s tyranny, is doing everything it can to avoid paying the price for its own war and occupation, trying to escape accountability for the crimes it is committing.

Ninety-four (94) countries voted in favour of the resolution while 14 were against and 73 abstained.
The UN General Assembly adopted a resolution that calls for Russia to pay war reparations to Ukraine, for loss or injury, arising from the invasion.

Zimbabwe, which claims to be a friend of all and an enemy of no one, has been abstaining from voting in most UN General Assembly resolutions on Russia.

b). In March, Zimbabwe  abstained from voting against Russia’s invasion of Ukraine.

The delegation’s visit is a part of the informal process of assessment regarding Zimbabwe’s request for re-admission into the Commonwealth.
The process of re-admission entails several rigorous steps that all countries wishing to join the Commonwealth must undertake and includes countries’ adherence to the values enshrined in the Commonwealth Charter.
The delegation is expected to meet with His Excellency the President of Zimbabwe, members of the government and senior officials, as well as members of opposition political parties, heads of diplomatic missions in Harare, and civil society organisations such as the Zimbabwe Electoral Support Network (ZESN) and the Zimbabwe Women Lawyers Association (ZWLA), alongside media and business associations.
An application to join the Commonwealth is not a time-bound process and is tailored to every applicant’s context.
The Commonwealth is a voluntary association of 56 independent and equal countries.
It is home to 2.5 billion people and includes both advanced economies and developing countries. 32 of our members are small states, including many island nations.
Our member governments have agreed to shared goals like development, democracy and peace. Our values and principles are expressed in the Commonwealth Charter.
Any country can join the modern Commonwealth. The last two countries to join the Commonwealth were Gabon and Togo in 2022.

Commonwealth Delegation To Meet ED, NGOs, Election Watchdogs, Diplomats, Opposition Parties

Chinese Ambassador to Zimbabwe Guo Shaochun has said China will continue to support Zimbabwe’s economic and social development and improve its capacity for self-generated development.
He made the remarks on Friday 30 September 2022 during a reception held at the Chinese Embassy in Harare to mark the 73rd anniversary of the founding of the People’s Republic of China. <a href="https://www.newzimbabwe.com/china-to-continue-support-zimbabwes-development-ambassador/">NewZimbabwe</a> quotes him as saying:

On the new journey of the great rejuvenation of the Chinese nation, China will make new contributions to mankind’s well-being and continue to share new opportunities with the world as it achieves new development.
Our cooperation will adhere to recipient-driven approaches, and respect the independent choices of the Zimbabwean government and Zimbabwean people.

In addition, he said cooperation between Zimbabwe and China will follow the principles of openness and transparency.
On intergovernmental cooperation, Guo said various major infrastructure projects undertaken with China’s aid covering all sectors of the economy have been completed, and have already started bearing fruits.
Guo also said China is expediting Zimbabwe’s citrus exports to China to support the southern African country’s export portfolio.
Guo said China encourages more capable Chinese companies to invest in Zimbabwe.
On behalf of Zimbabwe’s Foreign Affairs and International Trade Minister Fredrick Shava, Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi, applauded China for standing up with Zimbabwe in its developmental path. 
This comes as critics say China is exploiting Zimbabwe. They say China is trapping Zimbabwe in unsustainable debt to get access to minerals, and other natural resources.
