The European Union (EU) Council has renewed sanctions on Zimbabwe for another year, until February 20, 2025. In a statement seen by Pindula News, the reason for the extension is cited as “the situation” in Zimbabwe. The sanctions include an arms and equipment embargo that could be used for internal repression, as well as a targeted freeze on assets belonging to Zimbabwe Defence Industries. Read the statement:

Zimbabwe: Council renews restrictive measures for a further year
The Council today renewed its restrictive measures in view of the situation in Zimbabwe for a further year, until 20 February 2025.
The EU measures in place consist of an embargo on arms and equipment which might be used for internal repression, and a targeted assets freeze against one entity, Zimbabwe Defence Industries.
Since February 2022 there are no listed individuals.
The EU will continue to closely follow developments in Zimbabwe, with a particular attention to the human rights situation and recalls its readiness to adapt the whole range of its policies accordingly.
Background 
On 15 February 2011, the Council adopted Decision 2011/101/CFSP concerning restrictive measures in view of the situation in Zimbabwe.
The remaining restrictive measures in place do not affect the people of Zimbabwe, its economy, foreign direct investments, or trade.

The sanctions on Zimbabwe were initially imposed in 2011 due to human rights violations under the leadership of the late Robert Mugabe. They have been renewed annually since then, with some entities and individuals being removed or added to the sanctions list.
Proponents of the sanctions, including the United States, the United Kingdom, and the European Union, argue that they are targeted and do not harm the general population or the country’s economy. However, Zimbabwe’s ruling party, ZANU PF, the Southern African Development Community (SADC), the African Union, and the United Nations contend that the sanctions have unintended consequences for ordinary people and entities. They argue that the sanctions have hindered Zimbabwe’s ability to trade with neighbouring countries, affecting not only the Zimbabwean economy but also that of its neighbours.
Zimbabwe has faced significant economic challenges since the turn of the millennium when Britain first imposed its sanctions. They have been renewed yearly ever since with some entities and individuals being removed or added. The ZANU PF government attributes these difficulties to the sanctions, while Western powers attribute them to mismanagement of national resources, corruption, and poor policies.
In comparison to the European Union, the United States has implemented more stringent sanctions on Zimbabwe since 2003. It is expected that these sanctions may also be renewed in the coming months. The U.S. sanctions are known for their comprehensive scope and strictness, reflecting concerns about the policies and actions of the Zimbabwean government.

EU Renews Zimbabwe Sanctions For Another Year, Citing 'The Situation'

Vice President Constantino Chiwenga on Wednesday claimed that Zimbabwe has lost over US$150 billion through frozen assets, locked donor support and closed trade opportunities due to sanctions imposed on the country by Western powers since 2001.
Addressing civil servants after an anti-sanctions march in Harare, Chiwenga said that the “heinous” sanctions have hampered the country’s economic growth over the past two decades. He said:

The sanctions include financial restrictions and illegal economic measures that alienate Zimbabwe from global finance chains and the global financial system as well as bar capital inflows mainly from the West.
Since 2001, we estimate that Zimbabwe has lost over US$150bn through frozen assets, trade embargos, export and investment restrictions from potential bilateral donor support, development loans, IMF and World Bank balance of payments, payment support, and commercial loans.
This has forced our Gross Domestic Product to contract drastically in the two decades that followed the imposition of these heinous and illegal sanctions.

October 25 has been set aside as the SADC Anti-sanctions Day where countries in the region have express solidarity with Zimbabwe and call for the removal of the punitive measures.
Western countries, among them the United States of America, the United Kingdom, and the European Union imposed sanctions on Zimbabwe at the turn of the Millenium after the ZANU PF-led Government expropriated land from white farmers without compensation and parcelled it to indigenous Zimbabweans.
However, the West raised concern over the violence that accompanied the land seizures and said the land reform programme was in violation of the country’s laws and international statutes.

The Southern African Development Community (SADC) has called for the lifting of all sanctions imposed on Zimbabwe, citing concerns over their impact on the country and the SADC region. SADC emphasizes that the targeted sanctions have adversely affected Zimbabwe’s development and image for over two decades.
They urge the international community to consider the report by the Special Rapporteur on the negative impact of unilateral coercive measures on human rights and propose lifting the sanctions in line with international law.
SADC believes that lifting the sanctions unconditionally will enable Zimbabwe and the region to focus on growth, good governance, human rights, and social cohesion. In a statement seen by Pindula News, João Manuel Gonçalves Lourenço, President of the Republic of Angola and the Chairperson of SADC appealed for support and tangible actions from relevant actors to achieve this goal. SADC Has Once Again Called For The Lifting Of Sanctions Imposed On Zimbabwe

Felix Antoine Tshisekedi Tshilombo, the President of the Democratic Republic of Congo, and Chairperson of SADC has issued a statement calling for the lifting of all Sanctions imposed on Zimbabwe. 1. Once again, the Southern African Development Community (SADC) reaffirms its solidarity with the Government and People of the Republic of Zimbabwe, and reiterates the calls for the unconditional and immediate lifting of sanctions that were imposed on Zimbabwean individuals and institutions.
2. SADC is deeply concerned at the claim that the sanctions are of a “targeted nature” and are aimed at unilaterally punishing a few individuals. The reality is that there is a spill-over and contagion effect on the rest of the country, in particular by imposing a blanket negative perception about Zimbabwe across the world, in particular in the sensitive global financial markets.
3. This perception results in the country being unable to attract much-needed foreign direct investment, lines of credit, and other financial services that are essential to the socio-economic development of the country. This is more concerning given the need for rapid global recovery from at least two years of the socially and economically crippling COVID-19 pandemic which has now been compounded by a general rise in inflation across the world. Zimbabwe, like most developing countries is particularly vulnerable to these trends and the unilateral sanctions worsen the plight of her economy.
4. SADC is committed to the consolidation of democracy in Southern Africa, and indeed, elsewhere in the world. Zimbabwe is expected to hold regular national elections in mid-2023. In this context, SADC appeals to those who have imposed sanctions on Zimbabwe to give space to the citizens of the country to exercise their democratic rights and not use sanctions as a covert mechanism to effect regime change.
5. SADC is also committed to the spirit of multilateralism, in this regard, notes that sanctions imposed against a fellow nation in the family of humanity must be made in accordance with international law. In this context SADC welcomes the Report of the Special Rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights. Alena Douhan, on her visit to Zimbabwe (A/HRC/51/33/Add.2) which recommended lifting unilateral sanctions in line with the principles of international law.
6. SADC fully supports the conclusion of the Special Rapporteur that sanctions, including secondary sanctions, and different forms of over-compliance by foreign banks and companies have had a significant impact on the population and the Government, exacerbating pre-existing economic and humanitarian challenges.

SADC Chair Calls For Removal Of Sanctions On Zimbabwe

Former Justice, Legal and Parliamentary Affairs deputy minister, <a href="https://www.pindula.co.zw/Obert_Gutu">Obert Gutu</a>, has said Zimbabwe could be Paradise if sanctions that were imposed on Zimbabwe by the West are removed. 
In Twitter posts seen by Pindula News, Gutu who is a National Peace and Reconciliation Commission (NPRC) commissioner said:

Just imagine Zimbabwe without illegal sanctions! It would be real PARADISE. Lift all forms &amp; types of illegal sanctions against Zimbabwe &amp; let this beautiful country flourish!

Gutu also said diaspora vote should be granted only after all sanctions have been removed in order to “give all political parties unfettered access to campaign in the diaspora.”
Although President Emmerson Mnangagwa pledged in 2028 to extend voting rights to millions of Zimbabweans based abroad, that has not happened.
The government has cited several “reasons” to explain why Zimbabweans in the diaspora won’t be voting.
In June 2022, Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi told Parliament that Zimbabweans based in the diaspora will not be able to vote in local elections in the foreseeable future saying Section 160 of <a href="https://zero.pindula.co.zw/our-constitution-does-not-allow-diaspora-vote-ziyambi/">the country’s constitution does not provide for the diaspora vote.</a>
The government sometimes says it is not financially equipped to allow the diaspora to vote but critics say authorities in Harare are afraid that the citizens scattered all over the world would vote for the opposition.
Gutu’s remarks come ahead of the <a href="https://news.pindula.co.zw/2020/02/12/anti-sanctions-day-to-become-an-annual-event/">Anti-Sanctions day commemorated annually on the 25th of October</a> to pile up pressure on the United States to remove the restrictive measures on Zimbabwe.
The West imposed sanctions on Zimbabwe at the turn of the millennium following the fast-track land reform programme which was characterised by gross violation of human rights.
Gutu’s remarks drew criticism from Zimbabweans in the diaspora, human rights and political activists who argued that Zimbabweans living abroad did not attract sanctions on the southern African country.
Ousted Ntabazinduna chief and chairperson of MyRight2Vote, Nhlanhlayamangwe Ndiweni, said the international standard of democracy allows the diaspora to vote. The UK-based former traditional leader told <a href="https://www.newsday.co.zw/local-news/article/200002474/gutu-under-fire-over-sanctions-remarks">NewsDay</a>:

Human rights watchdog, Coalition for Citizens Advocates secretary-general Wilbert Ndiweni said there must be no condition for those in the diaspora to vote because it is their constitutional right to be allowed to vote.

The Second Republic led by our Visionary Leader, the President and First Secretary Cde ED Mnangagwa embraced the reality of these sanctions and our economy has been adjusted to operate in this harsh environment, leveraging on our natural resources. Despite these heinous sanctions, we are one of the leading nations in terms of vaccinating our people against covid19 without any financial support from global financial institutions. Despite sanctions, we have achieved food security through the Pfumvudza Farming Program. Despite sanctions, our government has revolutionised our roads system and stabilised our currency. 
The ZANU PF Government continue to register more and more developmental strides in every sector. This is a clear demonstration of the capacity of our people and leadership and with sanctions removed, we are ready to double our efforts to transform our nation into an upper-middle-income economy by 2030. 
Finally, we reiterate our call for the unconditional removal of the US-EU illegal sanctions on Zimbabwe and her people, for our nation and people are not an enemy to any but friend to all.

1. The Southern African Development Community (SADC) wishes to reaffirm its solidarity with the Government and People of the Republic of Zimbabwe, and to collectively voice its concerns on, and disapproval of the prolonged sanctions imposed on the Republic of Zimbabwe. 
2. As SADC, we are concerned by the continuation of sanctions on some individuals or entities of Zimbabwe and hereby call for the unconditional and immediate lifting of these sanctions. There is no doubt that this lifting will facilitate socio-economic recovery, and enable Zimbabwe meet her national and regional economic development plans as well as effectively manage her international obligations. 
3. Asa Region, we remain adamant that the sanctions imposed on Zimbabwe, whether targeted or restrictive, are a fundamental constraint and hindrance to the country’s prospects of economic recovery, human security and sustainable growth. The global impact of the COVID-19 pandemic, coupled with the recent devastating cyclones Chalane (December 2020) and Eloise (February 2021) have mounted added socio-economic pressures that continue to impact negatively on the lives and livelihoods of the people of Zimbabwe. 
4. The trajectory of the global economy is on rebuilding and recovery. To this effect, Foreign Direct Investment (FDI), by virtue of being the largest source of foreign capital, remains a critical catalyst and facilitator of growth. The sanctions increase the perception of Zimbabwe being in a high-risk profile category, thereby diminishing the credibility of investment and investor confidence, while exacerbating investment risks. This further diminishes the country’s prospects of obtaining impactful FDI and serves as a deterrent for economic emancipation, growth and stability. 
5. We wish to commend those International Cooperating Partners who have continuously extended development cooperation support and assistance towards the Government of Zimbabwe, and urge all development partners and stakeholders to support Zimbabwe’s efforts towards implementing her reform agenda. 
6. The Republic of Zimbabwe, and the SADC Region, are committed to engage in meaningful and constructive dialogue with all relevant stakeholders, with a view to consolidate the rule of law, democracy, governance and human rights. It is only through such exchanges that better appreciation of concerns of all parties could be secured and progress towards their resolution be achieved. 
7. SADC Calls For Immediate & Unconditional Removal Of All Sanctions Imposed On Zimbabwe

South African President Cyril Ramaphosa repeated his call to the United States and its allies to lift sanctions imposed against neighbouring Zimbabwe.
The United States and the European Union (EU) imposed sanctions on Zimbabwean firms and officials linked to the ruling ZANU PF at the turn of the millennium following the fast track land reform programme that was marred by “gross” violation of human rights.
Zimbabwe was suspended from the Commonwealth of Nations and had its lines of credit at international financial institutions frozen.
Ramaphosa said on Thursday:

Ramaphosa’s call comes just over a month after the Southern African Development Community (SADC) appealed to the international community to unconditionally scrap sanctions against Zimbabwe.
SADC said Zimbabwe had already opened a new page with the coming in of the new government led by President Emmerson Mnangagwa, and was ready to move forward.
The African Union (AU) has also called for sanctions to be lifted, but the SADC has been the most vocal bloc in demanding their removal.
In 2019, the SADC declared October 25 as the ‘SADC Anti-sanctions Day’, on which member states would collectively call for the unconditional lifting of illegal sanctions on Zimbabwe.
A number of countries outside Africa, such as Russia, Venezuela and Iran, have also rallied against the West in calling for the lifting of the sanctions.
Meanwhile, some human rights defenders in the country and the opposition, as well as Western powers, argue that Zimbabwe needs to implement reforms aimed at enhancing democracy for sanctions to be removed.
The ruling ZANU PF argues that sanctions were imposed to champion the regime change agenda.

Ramaphosa: We Call For Lifting Of Sanctions Crippling Zimbabwe

Zimbabweans are divided over the death of Gregory Turner, an American activist who was in <a href="https://www.justice.gov/opa/pr/chicago-man-sentenced-15-months-prison-violating-us-sanctions-against-zimbabwe-president">2015 jailed for campaigning against sanctions on Zimbabwe.</a>

The US and its allies that include the United Kingdom imposed sanctions on Zimbabwe at the turn of the millennium over “gross violation of human rights” during the fast-track land reform programme that dispossessed white farmers of their land.
They say the repressive measures will only be lifted when the government has implemented reforms that will enhance democracy in the country.
The ruling ZANU PF says the “illegal economic sanctions” were merely a tool to effect regime change.

Death Of American Anti-Sanctions Campaigner Divides Zimbabweans

State Security Minister Owen Ncube has threatened action against opposition leaders and civic leaders who “invite sanctions from Western countries” under the guise of defending human rights.
He made the threats in Gokwe last week while commissioning road equipment bought by Gokwe South Rural District Council. Ncube said:

Parliament will soon punish through appropriate policies and legislation, misguided elements who campaign for sanctions and punishment for the country under the guise of human rights narrative.
As we move towards 2030, we are aware of political impediments and negative elements who seek to derail the agenda 2030, we know them, let us all shun them.
They (opposition) are the authors of all problems in the country through sanctions they campaigned for.
Be warned, myself and others in the national security superstructure will never ever allow such violent malcontents to prevail in our motherland.
As State Security arms of the government, we assure the nation that we will continue to watch the environment very closely and will ensure we fulfil our mandate of ensuring peace, stability and development in Zimbabwe.

He said the government had realised that opposition leaders and human rights activists were behind the suffering of the masses as part of their broader objective of achieving regime change.
Zanu PF has been pushing for the controversial Patriotic Bill which seeks to amend the Criminal Law (Codification and Reform) Act to criminalise support for the United States’ Zimbabwe Democracy and Economic Recovery Act and related sanctions on targeted individuals and organisations.
The Patriotic Bill also criminalises criticising of Mnangagwa and other government leaders.
Western powers including the United States of America and the United Kingdom imposed sanctions on Zimbabwe two decades ago following the fast-track land reform programme accusing the Mugabe-led regime of violating human rights.
They say sanctions will be removed when Zimbabwe has implemented recommended reforms.
Meanwhile, <a href="https://news.pindula.co.zw/2021/08/18/elias-mpedi-magosi-replaces-dr-stergomena-lawrence-tax-as-executive-secretary-of-sadc/">the 41st SADC summit 41st Ordinary Summit of Southern African Development Community (SADC) Heads of State and Government</a> reiterated the regional grouping’s call on the unconditional removal of sanctions imposed on the Republic of Zimbabwe.

State Security Minister Threatens Opposition, Civic Leaders

An Anti-sanctions virtual gala will be held on the 25th of October 2020 to commemorate this year’s anti-sanctions day, The Sunday Mail reports.
This was revealed by the Information, Publicity, and Broadcasting Services Ndavaningi Nick Mangwana who in an interview with the publication spoke about the upcoming anti-sanctions day and detailed the activities of the day. Said Mangwana:
<blockquote>Government has arranged an array of activities to commemorate the October 25 Anti-Sanctions Day.
<ol>
<li>President Mnangagwa will deliver his national anti-sanctions address, giving guidance and direction to the nation on how to forge ahead against the disruptive illegal sanctions.</li>
<li>There is also an Anti-Sanctions virtual gala that will be held in a provincial town away from Harare. This is in line with President Mnangagwa’s policy of devolution and decentralising Government events and programmes away from the capital, Harare.</li>
<li>The activities include engaging media partners to produce documentaries; hold debates; interviews; generate articles and develop stories that promote discourse on the anti-sanctions drive.</li>
<li>Further, the activities include erecting billboards and promoting other activities that create a hype around the important Day and also send a clear message to those who imposed the sanctions and their local surrogates that the time is nigh for them to remove the illegal measures.</li>
<li>We are going to deploy outreach vans to all the provinces to sensitise people about the anti-sanctions drive.</li>
<li>We will reach out to regional SADC partners and the international community to join Zimbabwe in condemning the heinous sanctions.
We want to demonstrate that Government is doing a lot to circumvent the illegal sanctions and develop the country using locally mobilised resources. It is time to prove to Zimbabwe’s detractors that we can do it on our own as their unrelenting kicks will spur us forward.

Mangwana said there will be no march to commemorate the anti-sanctions day because of the ongoing pandemic. Meanwhile, <a href="https://zero.pindula.co.zw/no-policy-reforms-no-co-operation-uk-tells-zimbabwe/">Julian Braithwaite, the UK Ambassador to The UN said there has to be meaningful reforms</a> that include an independent judiciary first for the UK to cooperate with Zimbabwe. Braithwaite’s sentiments were also <a href="https://zero.pindula.co.zw/the-us-will-maintain-sanctions-against-zimbabwe-until-meaningful-reforms-are-put-in-place-usaid-country-director/">reiterated by the new USAID country director Mr. Art Brown. </a>

A Virtual Gala For This Year's Anti-Sanctions Day

The ruling <a href="https://twitter.com/zanupf_patriots/status/1218649039291527169">ZANU PF</a> has told the opposition MDC to feed its supporters with “sanctions” the opposition party allegedly asked Western states to impose on the country.
The remarks were made after the Secretary-General of the opposition MDC, Chalton Hwende posted on Twitter complaining about the “partisan” distribution of rice the Chinese donated rice which President Mnangagwa gave to all rural constituencies. Hwende said:

In response, the ruling party said:
<blockquote>You asked for sanctions from your friends, we asked for food from our friends, let’s all distribute what we asked for. Your MPs should forget about distributing rice. As for your supporters, as you know we are a good party, we will give them the rice.</blockquote>
It is however not clear whether China donated the food to president Mnangagwa as the leader of ZANU PF or president of Zimbabwe, or both.
The development comes when the country is facing severe starvation which is projected to continue to next year due to El Nino induced drought.

You Asked For Sanctions, We Asked For Food, Let’s All Distribute What We Asked For." - ZANU PF Tells MDC

Shannon Ebrahim, Independent Media’s foreign editor has claimed that the removal of sanctions imposed on Zimbabwe will not improve the economic situation in the Southern African country.
The editor says that it is imperative to establish the type of sanctions which were imposed on the country and the effects they have had on the economy.
For him, sanctions are merely a scapegoat by political elites who failed the economy through years of economic mismanagement, pilfering of state resources, endemic corruption, entrenched state capture, and poor governance. He added:
<blockquote>What Zimbabwe most needs at this juncture to improve its economic outlook is political stability and transparency, an end to the impunity of the security forces for human rights abuses, measures to stamp out corruption at all levels, consistent economic policies, a cash injection of hard currency into the economy, restructured debt with the IFIs, and ultimately debt relief.</blockquote>
The writer admits, however, that the lifting of US sanctions may assist Zimbabwe in attracting some forms of investment, and may make it easier for companies to transfer US dollars to Zimbabwe.
These remarks come when there are divisions in the country over sanctions with the ruling ZANU PF saying sanctions are crippling the economy whilst others are of the view that bad governance collapsed the economy.

FULL TEXT: SADC Heads Of Mission In Algeria Statement On Zimbabwe Sanctions

Passengers from Mutare and Bulawayo who want to be part of the anti-sanctions day march. can come to Harare for free since <a href="https://www.pindula.co.zw/National_Railways_Of_Zimbabwe">NRZ</a> has availed free transportation from these destinations, The Herald reports.
This was revealed in a statement by NRZ which reads:
<blockquote>People wishing to make use of the free trains can get in touch with Station Masters at their nearest railway station for more information.
Fifteen coaches, with a capacity to accommodate 1500 passengers, have been provided for travellers from Bulawayo.
The train from Mutare will consist of 12 coaches which can carry up to 1200 passengers.
NRZ takes an active part in contributing to national activities and has in the past assisted with transport at events such as Independence Day and Heroes Day commemorations</blockquote>
According to the Herald, the trains will depart Mutare and Bulawayo on 24 October at 21:00 and 15:00 respectively and leave Harare after the march on 25 October at 21:30 and 20:00 respectively.

Free Train Rides For Mutare And Bulawayo Peeps Coming To Harare For The Anti Sanctions March - Report

President Emmerson Mnangagwa has said that the Anti-Sanctions campaign will go on although that does not guarantee their removal.
Speaking in an interview with Russian News Agency, Sputnik, ahead of the Russia-Africa Summit which opens here today, Mnangagwa said:

As Zimbabwe, we have always spoken against sanctions. As SADC we have been speaking against sanctions and also as African Union (AU). But at this particular event, the region has taken the matter to another level, whereas a region on one day, on the 25th of October, SADC will demonstrate against these sanctions.
Whether something will come out it or not, our voice as SADC will be heard. I am told that because of sanctions, Zimbabwe has lost billions and billions of dollars both in terms of investments and loss of lines of credit from international global capital.
</blockquote>
Meanwhile, there are some analysts who have argued that the anti-sanctions campaign without addressing fundamentals such as upholding the constitution and human rights provided in it thereof was a wild goose chase since sanctions were imposed for alleged human rights abuses.
They also say that it is a waste of the taxpayers’ money considering that the event, as reports say, requires about $4 million dollars.
