President Emmerson Mnangagwa has appointed Geo Pomona Waste Management chief executive and executive chairman Dilesh Nguwaya as his Special Advisor on Waste Management and Environmental Sustainability, with immediate effect.
In a recommendation letter, Chief Secretary to the President and Cabinet Martin Rushwaya said the appointment is meant to give the Presidency “direct access to practical expertise and strategic guidance on waste management and environmental sustainability” at a time when rapid urbanisation is worsening waste challenges.
“Waste management has become a critical national priority due to rapid urbanisation, population growth, and increasing environmental challenges,” said Rushwaya, adding that “inefficient waste disposal contributes to pollution, public health risks, environmental degradation and missed economic opportunities.”
He described Nguwaya as a “distinguished environmental and business leader,” crediting Geo Pomona — established in April 2022 under a public-private partnership to rehabilitate the Pomona dumpsite — with expanding door-to-door refuse collection, placing skip bins across Harare’s CBD, and introducing waste segregation and recycling.
The Chief Secretary said the initiatives have “collectively improved waste collection efficiency, reduced environmental pollution, enhanced public health, increased recycling rates, and stimulated green economic growth.”
He added that Nguwaya has also “headed strategic regional delegations, including benchmarking tours and waste management expansion agreements with nations like Madagascar and Belarus.”
As Special Advisor, Nguwaya is expected to advise on national waste strategies, public-private partnerships, circular economy policies, investment in recycling and green industries, and environmental awareness programmes.
“Dr Dilesh Nguwaya’s proven leadership, expertise, and achievements in waste management and environmental sustainability make him exceptionally qualified to serve as Special Advisor to His Excellency the President,” said Rushwaya.
