The State has dropped fraud charges against Harare Deputy Mayor Rosemary Muronda and former ZANU-PF MP Shadreck Mashayamombe over claims they illegally sold Harare council land.

The pair appeared before Harare magistrate Jessie Kufa on Tuesday, 26 May. They were represented by lawyers Devoted Ngagano and Barnabus Kazembe.

Prosecutors withdrew the case, citing a lack of evidence. The complainant was Mavis Java, a farmer and director at property development firm Maja Logistics.

The State had alleged that between April and June 2025, Muronda and Mashayamombe approached Java, saying they could help her secure commercial stands in Newlands. They claimed to act through companies linked to them and people associated with the City of Harare.

Prosecutors said the two misrepresented themselves as being able to sell or secure ownership of the council land, leaving the complainant US$100,000 out of pocket.

The court heard that on 27 June 2025, Java went with her lawyer, Tawanda Maguwudze of Chasi and Maguwudze Law Firm, and allegedly paid a US$50,000 deposit to each of them at the firm’s offices.

Prosecutors said the accused signed receipts and handed over company documents linked to the deal.

But investigations later found Harare City Council had already allocated the same stands to another company.
