A former paymaster with the Salary Service Bureau (SSB) under the Public Service Commission (PSC) has appeared in court accused of fraudulently inflating his salary and those of 26 other employees without approval.

Brighton Chiuzingo, 59, who held the post from 2010 to 2021, was arraigned before Harare magistrate Ruth Moyo last week.

He faces fraud charges and was remanded to a later date while investigations continue.

The complainant is the Public Service Commission, represented by Secretary Sibusisiwe Zembe.

Prosecutor Takudzwa Jambawu told the court that in 2018, Chiuzingo allegedly manipulated the government payroll system and unlawfully increased his pay, along with that of 26 payroll and pensions administrators, without the Secretary’s approval.

The irregularities were spotted in November 2018 when then-PSC general manager Clemence Chiweshenga noticed anomalies while reviewing payslips.

A follow-up internal audit led by Chief Internal Auditor Owden Nhimura on 4 December 2018 uncovered the alleged manipulation.

The State says the fraud cost the PSC US$39,903, and nothing has been recovered so far.
