The Citizens Coalition for Change (CCC), led by Sengezo Tshabangu, on Thursday expressed support for ZANU PF’s draft Constitutional Amendment Bill, which seeks to extend presidential and parliamentary terms from five to seven years.
The amendments would extend President Emmerson Mnangagwa’s second and final term by two years, from 2028 to 2030, the so-called “2030 Agenda.”
CCC held its Parliamentary Caucus meeting on 12 February 2026 in Harare, attended by 63 of its MPs, while seven sent apologies for not attending.
In a statement after the meeting, the party’s Chief Whip, Charles Moyo, said that while the party is still waiting to see the full text of the Bill, it supports, in principle, the spirit, intent, and motivation behind it. Said Moyo:
“The Bill correctly captures changes which are necessary for the building of national consensus amongst our people, healing divisions of the past, and establishing a basis for permanent political and, invariably, economic stability for our country.
“Electoral reforms contemplated in the Bill are a welcome step in the right direction.
“They, at least in part, address institutional and legitimacy issues which have perennially affected our electoral democracy.”
Moyo said all CCC MPs have been instructed to visit their constituencies and, through local councillors, hold meetings in every ward to explain the proposed amendments. He said:
“Each and every member of Parliament, in conjunction with the local councillors and the respective Senators, should gather the free and voluntary opinions, views and sentiments of all citizens of our country in their respective constituencies.”
Meanwhile, Tshabangu, who claims to be the party’s Interim Secretary General, is set to convene a meeting of the Local Government Caucus, which will, in form and substance, mirror the recent Parliamentary Caucus meeting.
CCC has also instructed MPs and councillors to submit written reports on the outcomes of their consultations with their constituencies to Tshabangu by 1 March 2026.
