A Chinese national wanted over an alleged fraud case in his home country has been arrested in Harare after being flagged through an INTERPOL Red Notice, the Zimbabwe Republic Police (ZRP) has confirmed.

Xu Liyin was picked up following coordinated intelligence work between the ZRP, their Chinese counterparts and INTERPOL. The alleged offence dates back to 2023, when the case was first reported in China.

In a statement, the ZRP said the arrest underscored its commitment to upholding the law and strengthening cooperation with international law enforcement agencies. The statement reads:

“The ZRP confirms the arrest of Xu Liyin in Harare. The suspect was on an INTERPOL Red Notice for a fraud case committed in China in 2023.

“His arrest follows close cooperation and strong coordination between law enforcement agencies in Zimbabwe, China and INTERPOL.

“The ZRP remains committed to upholding the law and strengthening international policing partnerships.”

A Red Notice is a request circulated to all INTERPOL member states seeking the location and provisional arrest of a person pending extradition, surrender or similar legal proceedings.

It contains key identifying information, including the suspect’s name, date of birth, nationality, physical description and details of the alleged offences, enabling police forces worldwide to identify and act on the suspect.

Each country determines how to treat a Red Notice in accordance with its domestic law. Some jurisdictions regard it as sufficient grounds for arrest, while others require additional judicial authorisation.

If the individual is located, local police may detain them while extradition proceedings are initiated.

The issuing state, in this instance, China, must then submit a formal extradition request through the appropriate diplomatic and legal channels.
