The Zimbabwe National Water Authority (ZINWA) has promised to address complaints from residents of Esigodini Habane in Umzingwane District, who say they are being charged for water they never received.
Residents claim that their water bills are excessively high, despite water being supplied only twice a week.
One resident said he was billed US$491 for December 2025 alone, even though water was delivered just eight times that month.
In response, ZINWA issued a statement on Friday, 16 January 2026, urging all affected residents to submit their complaints in writing, including meter readings, physical address, and any other relevant information.
The Authority said this would allow them to resolve the queries quickly and efficiently. Reads the statement:
“The Zimbabwe National Water Authority (ZINWA) acknowledges receipt of concerns and queries from the residents of Esigodini regarding their bills and other service-related matters.
“The Authority reaffirms its commitment and readiness to address concerns being raised by residents in a transparent, fair and objective manner.
“ZINWA is therefore calling on all affected residents to formally lodge their concerns, in writing, providing all details relevant to the resolution of their queries, such as meter readings, physical address and any other necessary information which will allow the Authority to expeditiously resolve the queries.
“These can be delivered at Esigodini Water Supply or at the payments offices, where a register of all queries shall be maintained.
“Queries formally submitted will be handled on a case-by-case basis, with the decisions being communicated in line with the ZINWA service delivery standards.
“The Authority wishes to assure those affected that ALL formally lodged queries and complaints will receive due consideration and attention.
“The Authority reiterates its commitment to the provision of sustainable service to Esigodini and wishes to thank residents and stakeholders for their continued support.”
