The Ministry of Justice, Legal and Parliamentary Affairs has moved to clear confusion over recent pronouncements on the reduction of statutory fees, levies and charges, stressing that all existing legal tariffs remain binding until formally amended.
In a statement, the Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi said the Ministry had received numerous queries from the public regarding whether the Government’s policy announcements on lowering fees had taken immediate effect.
Ziyambi said that, under the law, all charges prescribed in both primary and subsidiary legislation remain in force until amended or repealed through the proper legislative process. He said:
“The Ministry, in collaboration with the Office of the Attorney-General and other relevant Ministries, is working to ensure that the Government’s policy position on fee reductions is translated into legally binding instruments.”
Ziyambi explained that the Ministry, in line with Section 114 of the Constitution, has a responsibility to draft and review legislation to close gaps in the law and align policy with statute.
He added that this process is critical for improving Zimbabwe’s investment climate, making it easier to do business, and promoting economic growth in line with Vision 2030.
