New Title Deeds Regime in Zimbabwe: A Guide to Validation of Title Deed under SI 76 of 2025

Essential Tools

The government of Zimbabwe has issued property owners with a 24-month ultimatum within which to convert their old title deeds into a new, secure electronic format. The following write up provides a concise guide on the Digital Land Administration Platform (DLAP) and an explanation of the accompanying Regulations (Deeds Registries Regulations (SI 76 of 2025).

What is a Title Deed?

A title deed is a legal document that prove ownership of an immovable property. It is essentially the “birth certificate” of a property, confirming the legal owner and their rights to the property. Title deeds are essential for various transactions, including buying, selling, or transferring a property, as well as securing loans

In Zimbabwe, title deeds are issued by the Deeds Registry Office. These documents confirm that:

  • You are the legal owner
  • The property is registered under your name
  • You have full rights to sell, lease, or develop the land (within zoning limits)

Who Gives Title Deeds in Zimbabwe?

The Deeds Registry Office is the only place that can give you official title deeds in Zimbabwe. This office makes sure your ownership is legal, secure and recorded properly.

When you buy property, the Deeds Registry Office will:

  • Check all the paperwork
  • Make sure the sale is legal
  • Put your name on the official records
  • Give you the title deed with your name on it

SI 76 of 2025 and the 24-month deadline

Under the Digital Land Administration system, the government has shifted from the old paper-based model to an efficient and secure tamper proof digital system.

In terms of sections 40 and 41 of S.I 76 of 2025, every registered title deed holder, is mandated to submit their original title deed for digital validation within a period not exceeding 24 months. The date is calculated from the date of issuance of the Statutory Instrument.

Why should you take this process serious?

This carries heavy legal consequences that include:

  • Impediments to selling immovable property,
  • Banks might not give you loans based on your old title deed.
  • You could even lose your property rights.

How to validate your old Title Deed

To be in line with the new law you will need the following:

  1. Original copy of the old title deed
  2. Valid proof of identity i.e National ID, Passport or Driver’s Licence
  3. Applicable fees as set out in the Regulations
  4. Completion of updated application forms,

These documents must be submitted in person or electronically through the DLAP system in terms of section 65 (3).

Use of Attorneys or Agents

Where a third party submits the documents on behalf of the holder of the old title deed, a valid Power of Attorney is a non-negotiable requirement.

N.B For those out side of the jurisdiction, the power of attorney must meet the standard authentication requirements.
