“New MOPA Bill Is A Big Fraud” – Douglas Mwonzora

Senior MDC founding member and Senator, Douglas Mwonzora has said that the new Maintenance of Peace and Order Bill is a “big fraud”.

The senator says that the MDC is preparing to debate the bill in the senate tomorrow (14th August 2019). A new amended version of the bill was debated in the House of Assembly on 9 August 2019 and was passed.

However, the amendments made, which were made following objections raised by the Parliamentary Legal Committee, has been referred to by legal experts as still unconstitutional.

Tweeting on Tuesday night Mwonzora said:

Preparing for a crucial Senate debate on the Maintenance of Peace and Order Bill. The bill is a big fraud as it is a duplication of POSA. It also borrows a lot from apartheid South Africa’s legislation which controlled public gatherings and demonstrations.
