Schools Defy Mavima Over School Fees

Schools have defied Minister of Primary and Secondary Education Professor Paul Mavima’s directive not to turn away pupils whose parents have not paid school fees.

Responding to a query by Dexter Nduna on Government’s position in Parliament on Wednesday, on children staying in school and not being chased away, Mavima said no school is supposed to turn away pupils.He however said that parents have an obligation to pay fees and appealed to legislators to encourage parents in their constituencies to pay fees. Said Mavima:

However, for the avoidance of doubt, let me state that we are bound by our Constitution to respect the right of the learner to education. On that basis, no school is supposed to turn back any learner for non-payment which we have already said before. Having said that, our parents have to realise that they have an obligation together with Government to pay. I am appealing here to these national leaders who sit in this august House who have constituencies to work with us in encouraging the parents to pay. It is not about just banks.

However, a snap survey by Pindula News has revealed that schools in Harare and Chitungwiza are turning pupils away. For example, Farai Primary school in Chitungwiza is barring pupils from entering class if they have not paid full fees.
