Newly formed Zimbabwe National Electoral Reform Agenda (ZINERA), a modification of 17 political parties under the National Electoral Reform Agenda (NERA), has approached the Southern African Development Committee (SADC), the African Union (AU) and the United Nations (UN) seeking the establishment of an independent international body to run 2018 harmonised elections.
Speaking at a political interface meeting, Tendai Biti, said:
<blockquote>Our committee on the international relations has started making rounds in the embassies pressing and stressing a point on that reform.
ZEC is a captured institution and as a grouping we have made representations that the next election should be run through a conduit of a body put together by the SADC, AU and the UN.
The idea that an election can be run through a trusteeship is not new in Zimbabwe. In 1980 this country’s election was run through a trusteeship; so we are not asking for a reinvention of a wheel but we are asking for something that has precedents around the globe.</blockquote>

Opposition parties want UN & AU to establish independent electoral body, say ZEC should be disbanded

Police in Bindura have ordered leaders of the National Electoral Reform Agenda (Nera) not to use abuse language against President Robert Mugabe during their campaign rally at Aerodrome shops open space from 10am until 5pm in Bindura.
In a clearance letter dated May 12, police in Bindura gave the leaders the following conditions:
<blockquote>The meeting is hereby approved on the following conditions: That no inflammatory, derogatory or abusive words that may incite despondency or threaten the security of the Head of State or security officers on duty at the venue. That the door-to-door movement aimed at inflicting fear, harass or force people into attending the meeting will not be tolerated and no bussing of people from outside districts or constituencies.</blockquote>
Nera organising secretary Joelson Mugari yesterday said they were planning a legal challenge over the ban of their Chinhoyi rally.

Police orders Nera leaders not to use abusive language against President Mugabe during Bindura rally

The National Electoral Reform Agenda (NERA) held a feedback rally at Freedom Unity Square (open space opposite the Harare Showgrounds) in Harare, where they aim to continue pressing for the electoral reforms.
Nera officials had previously slated the rally for Africa Unity Square, but police advised them to use Freedom Square, also known as Robert Mugabe Square to avoid interfering with the ongoing African Union meeting at Miekels Hotel. Police also said since schools were closing, Africa Unity Square would be busy as pupils would be dropped off there from various boarding schools. Below are some of the pictures from the rally:

Officer Commanding Harare Central District Superintendent Jasper Chizemo the Zimbabwe Republic Police has banned marching and gathering in the central business district in response to the National Electoral Reform Agenda (NERA)’s planned march today.
In a statement, national police spokesperson Inspector Paul Nyathi said Chizemo called for a stakeholder meeting on Monday and the stakeholders agreed that NERA could not hold a march or conduct a gathering at Robert Mugabe Square. Said Nyathi:
<blockquote>According to the regulating authority who is the Officer Commanding Harare Central District, there will be no marching or gathering in Harare central business district (CBD). We have however noted that some section of the media are insinuating that the demonstration has been allowed through a High Court order. Police are not aware of the said order.</blockquote>

Police bans marching or gathering in response to NERA's electoral reforms march

The <a href="http://www.pindula.co.zw/National_Electoral_Reform_Agenda" target="_blank">National Electoral Reform Agenda (NERA)</a> has accused the <a href="http://www.pindula.co.zw/Zimbabwe_Electoral_Commission" target="_blank">Zimbabwe Electoral Commission</a> of deliberately skipping mandatory monthly meetings with political parties.
In a statement on its facebook page NERA said:
<blockquote>In another gloomy development on the electoral reform front, ZEC has skipped its mandatory political parties’ monthly meetings for the second time in 2017. Since the beginning of 2017 ZEC-Political Parties Dialogue Forum has failed to meet, raising strong suspicion that ZEC’s reluctance is so revealing of the new anti-reform stance of the ZANU PF government. In January ZEC deferred the meeting from the 16th of January to the 17th only to excuse Rita Makarau who chairs the same forum barely 10 minutes after the meeting had started. ZEC announced that Rita Makaru had been invited to parliament. Despite a consensus that the meeting be deferred on condition that ZEC will call for another one within the month of January,
ZEC went mute up to the end of January. 
Shock, disbelief and conspiracy started doing rounds when February drew to another end without a single word from ZEC. The silence of ZEC throughout February is appalling to say the least This is dovetailing into the emerging narrative that the announcement of government takeover of BVR by both Rita and Chinamasa in the public media was just but the turning point in the electoral reform engagements. Word has it that the Office of the President has since deployed more details to closely monitor operations at ZEC and the suspension of the monthly meetings was one of their priorities. The entire body politic is gripped with anxiety as the sad and dark season of the undoing of all electoral reforms looms ahead. This development is slowly confirming the utterances by Jonathan Moyo that ZANU PF will never reform itself out of power.
National Electoral Reforms Agenda (NERA) has since written to ZEC seeking clarification on this matter and the recent position by government to elbow out UNDP in the BVR procurement and deployment. ZEC is yet to formally respond to the same more than 8 days after receiving NERA’s letter. The ZEC-Political Parties Forum, has been meeting for the greater half of 2016 and considerable progress had been registered notably the creation of Political Parties Subcommittees to provide an oversight role to ZEC. To date 9 subcommittees have since been formed and constituted. The terms of reference have been deliberated upon and adopted. the subcommittees are; Mapping, Voter Education, Media and Publicity, Legal, Liaison, Political Parties Funding, Voter Registration (VR),
Accreditation and Logistics.
All the political parties have expressed growing concern and fear that ZEC is headed towards aborting and will seek hide behind funding constraints. It evades logic and rationality, how ZEC has failed to prioritize this forum which was ultimately going to restore the confidence of the electorate into ZEC. NERA has always reiterated that ZEC was engaging in bad faith. The bulky of the resolutions from the forum have not yet been implemented. Last year the Forum was taken by surprise when ZEC and UNDP called for BVR kits without its consultation.
Earlier in February, ZEC commenced mapping and polling station verification exercise without the knowledge of the political parties. ZEC declined to assist political parties who wanted to be part of the exercise despite a Mapping Subcommittee have been in place. NERA condemns the insincerity of ZEC and government in implementing electoral reforms. The creation of the ZEC-Political Parties Dialogue (ZPPD) should never be exploited as a means to sanitize ZEC impurity and mislead the donor community into to unlock their safes.
We challenge ZEC to adhere to its constitutional mandate of creating a credible, free, peaceful and fair electoral environment. The complicity of ZEC in the recent government overtures in the electoral processes and systems should stop forthwith. NERA hopes ZEC will convene the ZPPD meetings urgently and expedite the operationalization of the long standing resolutions of this forum.</blockquote>

NERA accuses ZEC of skipping mandatory monthly meetings with political parties

National Electoral Reforms Agenda (NERA) says it has discovered that a polling station will be located at a homestead belonging to a Zanu PF official in Mashonaland East Province.
This comes after NERA is carrying a verifying exercise of all the polling stations listed by the Zimbabwe Electoral Commission (ZEC) mapping exercise which listed specific polling stations for each province in the country and are expected to be used in the 2018 general elections. In a statement, NERA said it was going to meet with ZEC officials in the province to get a briefing and clarifications with regards to the location of the polling station.
ZEC chairperson Rita Makarau last week told the media that polling stations used in the 2013 elections are not going to be changed for the 2018 elections and that only issues to do with accessibility can cause the shifting of a polling station.

Speaking to Open Parly, MDC-T Information and Publicity Secretary Obert Gutu said there is the likelihood that Zanu PF will reject the electoral reforms despite the efforts of opposition political parties under the NERA platform and that there is need to plan for that worst case-scenario.
He urged opposition parties to make use of social media as mainstream media is under State control. Said Gutu:
<blockquote>We should budget for a situation in which the paranoid and collapsing Zanu PF regime will maintain its vice – like grip on the State – controlled media; particularly the electronic media, between now and the holding of election 2018. This is where the use of social media becomes paramount. Yes, social media can be effectively used to penetrate all those areas (particularly rural areas),where the Zanu PF regime has virtually ring – fenced villagers and made it almost impossible for opposition political parties to conduct any meaningful public meetings and rallies. Facebook, Twitter, WhatsApp, Instagram etc, are the new weapons of mass communication in Zimbabwe.</blockquote>
