2024 Premier Soccer League Matchday 8 Fixtures, Venues

Malawi has urged the United States of America and European countries to lift sanctions imposed on Zimbabwe.
In 2001, the United States Congress enacted the Zimbabwe Democracy and Economic Recovery Act (ZDERA), ostensibly to support the people of Zimbabwe in their pursuit of peaceful, democratic change and equitable economic growth.
ZDERA was enacted in response to Zimbabwe’s “fast-track land reform” programme to reclaim land previously taken by white settlers. ZDERA restricted multilateral financing to Zimbabwe.
Speaking during the 44th Independence Day celebrations on Friday in Lilongwe, Malawi’s Minister of Foreign Affairs, Nancy Tembo, said her country supports the call by SADC Heads of State and Government for the immediate lifting of economic sanctions against Zimbabwe. Said Tembo (<a href="https://www.nyasatimes.com/malawi-challenges-usa-and-european-nations-to-lift-sanctions-on-zimbabwe/">via Nyasa Times</a>):

You will recall that the SADC Summit which was held in the United Republic of Tanzania in 2019, designated 25th October as the date which all SADC member states should collectively voice their disapproval of the sanctions through various activities and platforms until the sanctions are lifted.
Although the date has since passed and it will also come later this year, I would like to reiterate Malawi’s support to the call by the SADC Heads of State and Government for the immediate lifting of prolonged economic sanctions against Zimbabwe.
</blockquote>
Tembo said that Zimbabwe, as a developing country, needs support to develop, and not sanctions which can can limit free flow of goods.
She then praised the strong bilateral relations and cooperation between Malawi and Zimbabwe which are strengthened through cooperation under the Malawi/Zimbabwe Joint Permanent Commission of Cooperation (JPCC) in sectors of trade, customs and transport among others.
In her remarks, Zimbabwean Ambassador to Malawi, Nancy Saungweme, said:

The sanctions have negatively impacted the economy and the livelihoods of the general people and must be removed immediately and unconditionally.
I call on our friends in the region and the international community at large to partner with us in implementing Zimbabwe’s national development strategy for our mutual benefit.

Saungweme said that trade between Malawi and Zimbabwe was thriving but the sanctions imposed on Zimbabwe severely hampered the country’s ability to produce goods for trade.
Meanwhile, early this year, US President Joe Biden issued an executive order repealing the first order issued in March 2003 which blocked property of several political leaders in Zimbabwe for “undermining democratic processes or institutions in Zimbabwe.”
However, that same month, the United States Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated 11 Zimbabwean individuals including President Emmerson Mnangagwa, who became the first sitting head of State to be designated by the US under its Global Magnitsky Programme.
They were designated for their alleged involvement in corruption and serious human rights abuse.
The list also includes Mnangagwa’s wife, Auxillia, Vice-President Constantino Chiwenga, Defence minister Oppah Muchinguri, Midlands Provincial Affairs minister Owen Ncube, Central Intelligence Organisation deputy director Walter Tapfumaneyi, businessman Obey Chimuka and tycoon Kudakwashe Tagwirei as well as his wife Sandra.
Sakunda Holdings, Fossil Agro, and Fossil Contracting, linked to Tagwirei and Chimuka, were also placed on the new sanctions list.

Malawi Urges USA And European Nations To Lift Sanctions On Zimbabwe

Blessing Munemo, a ZANU PF councillor in Seke Rural, has approached the courts to stop a granite mining company from carrying out unsanctioned exploration activities on villagers’ land.
Munemo, who is Councillor for Ward 1 in Mayambara in Seke, is being assisted by the Zimbabwe Lawyers for Human Rights (ZLHR). The ZLHR said:

Cllr Munemo wants Matscandnavia, which trades as Seven Stars Mine, to be ordered not to prospect, conduct exploration or any form of mining activity in four villages namely Savanhu, Mhonda, Mhundwa and Charigwati located in Mayambira in Seke in Mashonaland East province, without following due process and the law.
Councillor Munemo, who lives in Savanhu village, where he was born in 1984 and which is also his ancestral home, recently engaged Tinashe Chinopfukutwaand Kelvin Kabaya of ZLHR, who on 10 April filed an application at Marondera Magistrates Court, seeking an order compelling Matscandnavia to be ordered to remove some pegs, which the mining company installed in some villagers’ land within 24 hours of the granting of the order sought by the community leader.
In the event that the mining company fails to comply with the order to remove the pegs, Councillor Munemo wants the court to authorise the Messenger of Court to pluck them off the villagers’ land.
Councillor Munemo told the court that sometime in 2023, some employees or agents of Matscandnavia descended on Savanhu, Mhonda, Mhundwa and Charigwati villages, where they pegged the area for quarry mining purposes, with the majority of the pegs having been mounted in Savanhu village, which has a huge expanse and deposits of granite.
Councillor Munemo, who apart from Matscandnavia, also cited the Environmental Management Agency (EMA) and Mines and Mining Development Minister Hon. Zhemu Soda as respondents to the application, protested that he was never consulted on the proposed quarry mining activities and he never consented to the same.
He stated that he resorted to taking legal action against Matscandnavia after the mining company ignored his letter, which was written on his behalf by Chinopfukutwa and Kabaya on 11 March 2024 requesting the mining company to stop its quarry mining activities and to remove its pegs because it had not complied with the provisions of the law such as acquiring an Environmental Impact Assessment certificate.
In his application, Councillor Munemo argued that in terms of the provisions of section 97 of the Environmental Management Act, mineral prospecting, which includes pegging, cannot be conducted unless EMA has issued a certificate approving the same.
He protested that the mining company had pegged the villagers’ land without the written consent and approval of the Manyame Rural District Council under which the four villages fall.
Councillor Munemo stated that in terms of the provisions of section 73 of the Constitution, he has a right to a safe and healthy environment, which is not detrimental to his health and he also has a right to have the environment to be protected for the benefit of present and future generations through measures which ensures ecologically sustainable use of natural resources.
Councillor Munemo bemoaned that villagers were going to lose their grazing pastures, farming land and some sacred traditional and cultural shrines to Matscandnavia operations.
He said allowing Matscandnavia to conduct granite mining operations without any environmental impact assessment having been done and approved by EMA, would effectively mean that several dwellers in the 4 villages would be staying in the midst of a mining location and would be exposed to unmitigated and unassessed environmental hazards.
In response to Councillor Munemo’s disapproval of Matscandnavia operations in the 4 villages, the mining company through its lawyers Zvavanoda Law Chambers, on 20 March wrote a letter of complaint to Manyame Rural District Council alleging that his conduct was adversely affecting its quarry mining project and the community’s interests, an allegation which he denies. On Friday, the hearing of the application at Marondera Magistrates Court was postponed to 2 May.

ZANU PF Councillor Sues Granite Mining Company

A 26-year-old man from Mutare will spend the next 20 months in jail following his conviction for having sexual intercourse with a young person.
In terms of the Criminal Law (Codification and Reform Act) Act [Chapter 9:23], a “Young person” means a boy or girl under the age of eighteen years.
Allegations were that the man, who has not been named, appeared before a Mutare Magistrate on charges of having sexual intercourse with a young person.
According to the National Prosecuting Authority (NPA), the State proved that the accused person started indulging in sexual activities with the 14-year-old complainant in February 2024 at his homestead and thereafter had sexual relations with the complainant on different occasions.
The matter came to light when the complainant suspected that she was pregnant and eloped to the accused person’s home.
The complainant’s mother reported the matter to the Police leading to the accused person’s arrest.
The man was sentenced to 24 months imprisonment of which 4 months was suspended. He will serve 20 months effectively.
In Zimbabwe, having sexual intercourse with a young person is a criminal act after President Emmerson Mnangagwa invoked the Presidential Powers Act to amend the Criminal Law Code to reinstate the age of consent to eighteen (18) years in January this year.
The age of consent is the age at which a person is considered to be legally competent to consent to sexual acts. It is the minimum age at which a person is considered old enough to be able to legally agree to sexual activity.
Statutory Instrument 2 of 2024 (Presidential Powers (Temporary Measures) (Criminal Laws (Protection of Children and Young Persons) Regulations, 2024) criminalised having sexual intercourse with anyone below the age of 18. Offenders face up to 10 years imprisonment.
Rape is committed by a male if he knowingly engages in sexual or anal intercourse with a female person without her consent. Sexual intercourse with a female below the age of twelve is also considered rape.
Furthermore, under Zimbabwe’s new Marriage Act, all marriages are entered into between men and women above 18 years of age. Facilitating marriage of children under 18 years is now considered a criminal offence.
The minimum age of marriage for both girls and boys is 18 years. It is a substantial crime to marry off a child, and anyone involved in such actions will be prosecuted.

Man (26) Jailed For Having Sexual Intercourse With A Form 1 Pupil

The United States of America’s Defense Secretary Lloyd Austin spoke with his Chinese counterpart on Tuesday, the first dialogue between the two countries’ defence chiefs since 2022, reported <a href="https://www.voanews.com/a/us-china-defense-chiefs-hold-first-call-since-2022-/7572098.html">VOA</a>.
Austin and Chinese Admiral Dong Jun discussed “defence relations” and global security issues from Russia’s unprovoked war in Ukraine to recent provocations from North Korea, the Pentagon said.
“The Pentagon” is the headquarters building of the United States Department of Defense, and the phrase is most often used as a metonym for the Department of Defence and its leadership.
According to a Pentagon press release, Austin stressed the importance of “respect for high seas freedom of navigation as guaranteed under international law, especially in the South China Sea.”
China has asserted its desire to control access to the South China Sea and bring Taiwan under its control, by force if necessary.
President Joe Biden has said American troops would defend the democratically-run island from attack.
A Chinese defence ministry statement quoted Dong as saying the Taiwan issue is “core of China’s core interests.” He said:

The U.S. side should recognize China’s firm position, respect China’s territorial sovereignty and maritime rights and interests in the South China Sea, and take practical actions to safeguard regional peace.
</blockquote>
Dong also said the two countries should work to build mutual trust.
A senior U.S. defence official, speaking to reporters on condition of anonymity ahead of the talks, said:

These engagements provide us with opportunities to prevent competition from veering into conflict by speaking candidly about our concerns.
That includes the PRC’s behaviour in the South China Sea, as well as the importance of peace and stability across the Taiwan Strait.

PRC is the acronym for the People’s Republic of China, the country’s official name.
The call was Austin’s first-ever direct exchange with Dong, who has served as China’s minister of national defence since December.
Austin last spoke at length with a PRC counterpart in November 2022, when he met with then-Minister of National Defense General Wei Fenghe in Cambodia.
China’s previous defence minister, General Li Shangfu, was subjected to U.S. sanctions that China deemed an obstacle to having him communicate directly with Austin.
The only engagement Austin had with General Li was a handshake at the Shangri-la Dialogue in Singapore last year.
The talks come as the Pentagon has claimed that Chinese weapons technology sales to Russia have surged, helping ramp up Moscow’s defence production as it continues to attack its neighbour, Ukraine.
China’s activities in the South China Sea have raised tensions in the region. China used water cannons this month to threaten Filipino fishing ships.
Beijing has also used collision and ramming tactics, undersea barriers and a military-grade laser to stop Philippine resupply and patrol missions.

US, China Defence Chiefs Hold First Call Since 2022

Self-exiled former ZANU PF Politburo member Jonathan Moyo has accused former Finance Minister Tendai Biti of cowardice following the latter’s announcement that he was taking a sabbatical from politics.
Moyo said opposition leaders in Zimbabwe tend to run away from responsibility.
This comes after the former CCC leader Nelson Chamisa quit the party in January this year, alleging infiltration by ZANU PF, followed by Fadzayi Mahere and Allan Markham who resigned from Parliament a few days later.
Posting on Twitter, Moyo said Biti is just like Chamisa, Mahere and Markham who “bolted out” and ran away from responsibility. He said:

Tendai Biti is cut from the same cloth. Only some 60 or so days after he boldly declared that he was CCC Vice President elected by that party’s congress and that he was “going nowhere”, now he says he is actually going somewhere after all; by taking “time out”; taking a “sabbatical” to go to Washington DC, of all places.
And he’s saying this at a time when he’s in fact due to take over – something he accepted to do when he knew at that time that he was due to go to the US by this fall – as CCC acting president under the ‘rotational’ arrangement they agreed to as the ‘leadership collective’ under the ‘Gweru Resolutions’.
Effectively, like Chamisa, Mahere and Markham, Biti is bolting out. He is running away from leadership responsibility. This makes sense of their mantra that they ‘need new leaders’!

Biti recently announced that he is temporarily stepping away from politics, despite earlier reports indicating that he was expected to assume the role of CCC president in rotation with the current leader, Welshman Ncube and Lynette Karenyi Kore.
Speaking on HSTV’s #FreeTalk show, Biti said he had withdrawn from politics to focus on other spaces but will remain driven to attain democratic change in Zimbabwe.

Kaizer Chiefs defender Luke Fleurs was shot dead during a hijacking incident in Florida, Johannesburg, South Africa, on Wednesday night.
In a statement on social media platform X (Twitter), Kaizer Chiefs confirmed the news of his passing, adding that police are handling the matter and that further details will be communicated in due course. The club said:

It is with a great deal of sadness that we announce that Kaizer Chiefs player, Luke Fleurs tragically lost his life last night during a hijacking incident in Johannesburg.
Our thoughts and prayers are with his family and friends at this difficult time.

Fleurs (24) joined Chiefs as a free agent in October after being released by his previous club, SuperSport United, in September.
During his time at SuperSport, Fleurs made 70 appearances, having initially joined the team from first-division side Ubuntu FC in 2018.
His outstanding performance did not go unnoticed, as he was named the 2021/22 PSL Young Player of the Season.
South Africa’s Sports Minister, Zizi Kowda said that he is saddened by the news of Fleurs’ death; and that another young life has been cut short due to violent crime. He posted on X:

More than 7,000 people were murdered from July 1 to September 30, 2022 in South Africa according to the South African Police Service (SAPS).
Almost 1,000 women were among those murdered during the period in 2022. More than 13,000 women were also victims of assault with intent to cause grievous bodily harm, and 1,277 women were victims of attempted murder.
Carjackings rose 24 percent to more than 6,000.

Kaizer Chiefs Defender Luke Fleurs Killed In Hijacking

Six of the nine Mthwakazi Republic Party (MRP) members who had been jailed for three years on public violence charges were released on Monday.
The nine political activists were arrested in March 2021 after they staged a demonstration at Bulawayo Central Police Station, demanding the release of party president Mqondisi Moyo.
The Chairperson of the MRP’s Women’s National League – Sibongile Banda and Busi Moyo, were released from Mlondozi prison, while MRP’s Council of Elders representative – Tinos Nkomo, Nkosinathi Ncube, Ackim Ndebele, Liveson Ncube who were released from Harare Central Prison.
Meanwhile, three MRP members, that is, MRP Youth Chairperson, Mongameli Mlotshwa, Maxwell Nkosi and Welcome Moyo, will remain in jail for another three months as they had other charges.
In an interview with <a href="https://cite.org.zw/six-mrp-members-released-after-three-years-in-prison/">CITE</a>, an MRP official, Mbonisi Gumbo confirmed that their party members were finally out, having served time for “exercising their rights.” Said Gumbo:

We are so excited as a party, and we are happy that they came out alive considering the deplorable conditions of Zimbabwean prisons.
</blockquote>
Another MRP member, Chilumbo Mudenda, praised their colleagues saying they had shown “great” resilience in the face of adversity. He said:

The prison conditions are quite severe and our friends put up with those prison challenges because they believed in a cause.
</blockquote>
This is why we honour them; when the time is right, they will tell their stories of survival. Added Mudenda:

The next step is to check their health. We will ask the health department to do their research and ensure our members are ok since they stayed in the head of the enemy. We will take them for medical checkups to ensure they were not tampered with.

The Mthwakazi Republic Party is a political organisation established in 2014. This party is characterised as both secessionist and restorationist, aiming to establish an independent state separate from Zimbabwe while also reviving the Mthwakazi kingdom.

PSL 2024 Matchday 5 Fixtures; FC Platinum Hosts CAPS United, Bosso And "Zaire" Clash At BF

In a dramatic turn of events, a Chitungwiza Vehicle Inspectorate Department (VID) official found himself in handcuffs after allegedly extorting US$20 from a beverages delivery truck crew.
On Thursday, 14 March, the VID official, (name supplied), was caught red-handed at a roadblock along Seke Road, near the Zuva service station adjacent to Makoni Shopping Centre.
The scene unfolded as the official and his colleague flagged down a CODIECARE delivery truck driven by Patrick Mujuru and accompanied by salesperson Terence Nhatiso.
The VID official disembarked from their Mazda BT50 double-cab (registration number VED 0144) and ordered Nhatiso to pay a $20 “fine” without specifying the alleged offence.
He allegedly warned Nhatiso that failure to pay the US$20 would result in the impoundment of their vehicle, which would then be taken to the VID depot.
If impounded, CODIECARE would need to cough up a hefty US$500 for its release.
Southern Africa Regional Anti-Corruption Organisation (SARACO) members had received a tip-off about the VID officers’ extortion practices.
Four SARACO members, aboard a Honda Fit, discreetly observed the unfolding drama from a few meters away.
Their investigation revealed that the VID officers were operating without the company of Zimbabwe Republic Police (ZRP) officers, which is highly irregular.
Once the VID officials departed, the SARACO team engaged the CODIECARE employees.
The crew contemplated filing a police report to reclaim their money. They reported the incident to the Makoni Police Station, accompanied by SARACO members.
Assistant Inspector Sande from ZRP Makoni and Constable Ncube, the CODIECARE employees and SARACO members visited the VID Chitungwiza Depot.
There, they engaged Thabani Waniwa, the senior vehicle inspector at VID, who promptly summoned the two officials.
The alleged extortionist allegedly confessed to extorting the CODIECARE crew and humbly sought forgiveness.
But the wheels of justice were already in motion. The official found himself at Makoni Police Station, detained and awaiting his fate.
He was slated to appear before the Chitungwiza Magistrate Court on Friday, 15 March.
Meanwhile, his colleague remained unscathed — innocent of any involvement in the extortion saga.
When contacted for comment, the ZRP spokesperson in Harare Province Inspector Luckmore Chakanza said he was still to get details about the arrest.

VID Chitungwiza Official Arrested For Extortion

A 23-year-old man from Mbare, Harare who was on Friday, 01 March found guilty of selling alcohol to persons under the age of 18 by the courts, has been sentenced to an effective two-year prison term.
Phaeton Mutiyaya was arrested after a video clip of children drinking beer in central Harare on Christmas Day last year circulated and sparked outrage on social media platforms.
He was arrested after investigators established that he was the one who had sold alcohol to the minors and that he was selling the alcohol illegally from a private residence in Mbare.
Mutiyaya was on Monday, 04 March sentenced to 12 months imprisonment for selling liquor to minors and another 12 months for selling liquor without a license by the Mbare Magistrates Court.
He was also slapped with a four-month jail term for operating without a shop license (wholly suspended for five years)
This means Mutiyaya will serve 24 months effectively.

Mbare Man Who Sold Beer To Children Jailed Two Years

ZANU PF’s alleged plan to push for a constitutional amendment to scrap the presidential term limit is “an affront to our democracy”, MDC leader Douglas Mwonzora has said.
President Emmerson Mnangagwa’s second and final five-year term ends in 2028 but a new ZANU PF slogan has emerged which suggests the ruling party wants his term of office extended indefinitely.
Mnangagwa has not distanced himself from the “2030 vaMnangagwa vanenge vachipo” (In 2030 Mnangagwa will still be in power) slogan which has gained traction since the disputed 23 August 2023 general elections.
Addressing journalists at the MDC headquarters, the Morgan Richard Tsvangirai House in central Harare on Thursday, 29 March, Mwonzora described the calls as “irresponsible”. He said, as quoted by <a href="https://www.newzimbabwe.com/zanu-pfs-move-to-offer-mnangagwa-third-presidential-term-worries-mdc/">NewZimbabwe.com</a>:

None of the top officials including Mnangagwa himself have distanced themselves from these irresponsible calls and unconstitutional intentions.
Our constitution makes it clear that a president serves a maximum of two terms of five years.
It makes it clear that any proposed amendments to extend term limits should be subjected to Referendum and even where the amendment succeeds, such an amendment should not benefit the incumbent.
These calls are an affront to our democracy. They dent our image as a constitutional democracy.
It will further cement the unfortunate international image of Zimbabwe as a pariah state. This will never end our international isolation.
We demand that ZANU PF should honour the national constitution and should stop any effort to desecrate it, that Mnangagwa must himself as the first upholder of the national constitution reject calls that he should go for a third term.

ZANU PF recently attained a two-thirds majority in Parliament’s lower house after State institutions allowed an unknown CCC activist, Sengezo Tshabangu, to remove legitimately elected party MPs paving the way for ZANU PF to win the seats in subsequent by-elections.
Although ZANU PF does not have a majority in the Senate, Chiefs and CCC senators nominated by Tshabangu will most likely ensure the passage of any constitutional amendment.

ZANU PF's Quest To Offer Mnangagwa Third Presidential Term An Affront To Our Democracy - Mwonzora

The government has reviewed the allowances of local authority employees, that is, mayors, deputy mayors, committee chairpersons and councillors.
This was revealed in a circular from the Minister for Local Government and Public Works, which was copied to the Permanent Secretary of Local Government and Public Works, and all Provincial Directors for Local Government Services, and addressed to the President of the Association of Rural District Councils of Zimbabwe, A Shamu.
According to the circular, dated 27 February 2024, the allowances which are with effect from 1 January 2024, are as follows:

<li>Deputy Mayors/Chairpersons – ZWL$1,494,081</li>

Government Reviews Allowances Of Councillors

The Zimbabwe Community in South Africa (ZCSA) has criticised South African political activists who protested against the teaching of Shona at a public school in Pretoria after it was granted permission by authorities, reported <a href="https://cite.org.zw/zimbabwe-community-defends-shona-classes-in-south-african-school/">CITE</a>.
The chairperson of the Zimbabwe Community in South Africa, Ngqabutho Nicholas Mabhena, said that Shona can be taught in South African schools like other foreign languages.
He said Zimbabwean parents in South Africa had applied for permission from South Africa’s Department of Basic Education for Shona to be taught in the school. He said:

We understand they were cleared for Shona to be taught, so we don’t understand this demonstration.
Why demonstrate against such a thing when you haven’t demonstrated against the teaching of the Chinese language, for instance?
The Chinese language is taught in some Zimbabwean schools, but no one has demonstrated gainst it.
Chinese is not an official language in South Africa, so why demonstrate against an African language?
… There is nothing wrong with Nigerians teaching their Nigerian language, if they want their children to learn Igbo.
There is nothing wrong with parents from the Democratic Republic of Congo wanting the same either.
We don’t see anything wrong because it is not forced on the entire population. It is only offered to those who want to learn the language in any case.
These are Shona-speaking people who are in South Africa, and their children attend South African schools.

Mabhena, however, said it would be “wrong” if Zimbabweans had refused to learn South Africa’s local languages as that would “not promote social cohesion.” He said:

Of course on the flip side, (it is not advisable) when you have ongoing anti-migrant sentiment, if those of Shona origin only learn Shona and not a local language.
I want to believe that while Zimbabean parents want their children to learn Shona, they should also learn the local language in South Africa, be it Zulu, Suthu, or Xhosa which are the official languages so they can integrate in South African communities.

On 12 February 2024, the deputy president of the Patriotic Alliance party, Kenny Kunene, led activists wearing green party T-shirts to Esikhisini Primary School in the Atteridgeville area “to stop” the teaching of the Shona language.
The Esikhisini Primary School Governing Board chairperson is a Zimbabwean national, while Zimbabweans reportedly constitute 20% of the school’s enrolment.
Kunene demanded that South Africans be prioritised first and called for the expulsion of Zimbabwean learners.
In November 2023, South Africa’s statistician-general Risenga Maluleke said Limpopo Province had a new language that was not captured in the census of 2011.
Presenting the 2022 census report to Premier Stanley Mathabatha in Polokwane, Risenga noted that the province had Shona as a language.
He said Shona was spoken in 28 000 households, in a province with 6.6 million.
South Africa holds general elections on 29 May 2024 and fringe far-right political parties have targetted their ire on foreigners in a bid to woo voters.

Zimbabwe Community Defends Teaching Of Shona In South African School

Ivory Coast won the Africa Cup of Nations final on February 11, 2024, defeating Nigeria 2-1 at the Stade Olympique Alassane Ouattara. It was a highly anticipated match that ended with Ivory Coast emerging as the champions.
Nigeria took the lead in the 38th minute with a goal from their captain, William Paul Troost-Ekong. However, Ivory Coast managed to equalise in the second half through Franck Yannick Kessié’s goal in the 62nd minute. The winning goal came from Sébastien Romain Teddy Haller in the 81st minute, securing the victory for Ivory Coast.

AFCON: Ivory Coast Lifts The Africa Cup of Nations Trophy Defeating Nigeria On Home Soil

The Zimbabwe School Examinations Council (ZIMSEC) has announced the examination fees for the 2024 Ordinary and Advanced Level exams. The government will cover 55 percent of the total cost for students in public schools. However, this subsidy applies to a maximum of seven O-level subjects and four A-level subjects, including Communication Skills. The remaining 45 percent of the fees will be paid by the students in public schools.
ZIMSEC Director of Finance Ms Zipora Muzenda said in a statement:

Following the approval of the 2024 Ordinary and Advanced Level examination fees, please be advised that the Government will be subsidising the 2024 Ordinary and Advanced Level examination fees for candidates in public schools, local authority schools and mission schools. All candidates in private schools and colleges, including private candidates in public schools will pay the full cost of the examination fees. In 2024, full cost of the examinations for Ordinary and Advanced Level will be US$24 and US$48,00 per subject respectively. Therefore, candidates in public schools will pay 45 percent of the examination fees per subject and the Government will pay 55 percent of the examination fees.
</blockquote>
Additional fees for practical subjects and late entries are also applicable.
<ol>
<li>If students want to take more subjects than what is covered by the subsidy, they will have to pay the full fees for those additional subjects. For O-level candidates in public schools, the fees after the subsidy will be USD$11 per subject.</li>
<li>However, candidates in private schools and colleges will have to pay US$24 per subject, and extra-territorial candidates will pay US$56.</li>
<li>Additional fees of US$11 apply for practical subjects for candidates in public schools, while those in private schools and colleges will pay US$24.</li>
<li>If a candidate wants to change a subject they registered for earlier, they will be charged an additional fee of US$11 for O-level. Adding a new subject will result in a fine of US$29. Late entries will incur a fee of US$48 per subject.</li>
<li>Additional fees of US$48 are charged for subjects like Physical Education, Building Technology and Design, Food Technology and Design, Home Management and Design, and Theatre Arts. A penalty of US$100 will be imposed for late submission of entries.</li>
<li>For Advanced Level practical subjects, additional fees of US$96 apply for Theatre Arts, Food Technology and Design, Home Management and Design, Physical Education, Sports and Mass Displays, and Sports Science and Technology. The penalty for late submission of entries is US$150. It is important to note that individual candidates are not allowed to make direct deposits into the Zimsec account.</li>
<li>Parents and guardians who wish to pay the examination fees in the local currency can do so at their respective centres during the specified payment periods.</li>
<li>For the June 2024 examination fee payment in Zimbabwean dollars, the payment period is from March 13 to March 20, 2024, at the prevailing exchange rate of March 13, 2024, which will be communicated to all centres.</li>
<li>The closing date for payments and submission of proof of payments, along with the examination entries for the June examinations, is March 20, 2024. It is important to note that the fees for the exams remain the same as last year, with no changes in the amounts.</li>

ZIMSEC Has Announced 2024 Exam Fees

The Zimbabwe National Chiefs’ Council is considering inviting people from Rwanda to learn from their experience in resolving conflicts. The Gukurahundi hearings, set to start next month, aim to bring closure to the disturbances that occurred in Matabeleland and Midlands provinces in the 1980s. Chiefs will lead the hearings in their communities and gather evidence from victims and witnesses.
The council is preparing well for the hearings and is ready to meet the victims and witnesses. They hope to start the process early next month. Chief Charumbira, vice-president of the Zimbabwe National Chiefs’ Council, was quoted by the <a href="https://www.chronicle.co.zw/zimbabwe-chiefs-seek-to-learn-from-rwandas-reconciliation-process/">Chronicle</a> as saying:

The Masvingo Centre for Research, Advocacy and Development (MACRAD) Trust has urged the Government to stop the ongoing summary removal of people accused of being irregularly settled on State land in the Province under “Operation Order No To Land Barons”.
Scores of villagers who have been living on the land for the past two decades have been arraigned before the courts for alleged illegal settlement and are now homeless.
In a statement, MACRAD the government to prioritise the well-being of its citizens and provide sustainable solutions for those affected. Reads the statement:

Masvingo Center for Research Advocacy and Development (MACRAD) strongly condemns the alarming situation of mass evictions and arbitrary arrests of villagers in Masvingo Province, as reported in various sources.
Mass Evictions and Arbitrary Arrests: A Violation of Human Rights
Hundreds of villagers from Mushandike Resettlement Area have been forcibly evicted, demolishing their own homes after spending a minimum of one night in police cells.
Despite having built their homesteads as far back as 2002, they have now been unjustly forced to vacate and “go back where they came from.”
The affected villagers claim they were given the land by their village head and chief, and for over 20 years, they have lived, built their homes, and contributed to their communities.
Now, they find themselves compelled to seek alternative accommodation at Bhuka Business Centre, renting rooms.
The individuals charged with illegal settlement assert that they had been paying rates as required by local authorities and receiving presidential inputs over the years.
Their only crime is settling without what the government deems “proper documentation.”
Operation Order No To Land Barons: A Growing Crisis
The ongoing “Operation Order No To Land Barons” has led to a surge in arrests across Masvingo Province for alleged illegal settlement.
As of January 21, 364 individuals have been arrested across the province, according to government reports, which claim approximately 3,000 illegal settlers in the region.
Hundreds of dejected villagers are now appearing at Gutu Magistrates Court, facing charges of illegal settlement on State land.
These include individuals who purchased land from village heads in communal and resettlement areas. Even urban residents who acquired stands from ZANU PF land barons are facing charges. They have been given until May 10, 2024, to vacate their properties.
Traditional Leaders Condemn Unjust Evictions: A Call for Reevaluation
MACRAD acknowledges and supports the stance taken by traditional leaders who have condemned these mass evictions.
Traditional leaders, including village heads and chiefs, have spoken out against the forced removal of villagers who have lived on the land for decades.
Their voices add weight to the growing concern surrounding the government’s approach to addressing land-related issues.
MACRAD’s Strong Advocacy for Human Rights:
MACRAD vehemently opposes these mass evictions and arbitrary arrests, considering them a blatant violation of human rights.
We call on the government to reevaluate its approach to addressing land-related issues, ensuring that the rights of villagers are respected, and any actions taken comply with both domestic and international legal standards.
The evictees, who have lived in their current places for up to 20 years, built expensive homesteads, and paid rates to local authorities, find themselves without viable alternatives.

MACRAD Condemns Mass Evictions And Arbitrary Arrests Of Villagers In Masvingo

Two rival factions in the Citizens Coalition for Change (CCC) are fighting over attempts to bring former leader Nelson Chamisa back into the opposition party. One faction led by the disputed interim secretary-general Sengezo Tshabangu and the other by party spokesperson Promise Mkwananzi, are claiming to engage Chamisa in order to regain control of the party.
Infighting among the leadership has further divided the party, with members from both factions resorting to threats, blackmail, and name-dropping to assert their control and influence.
Chamisa resigned from the party on 24 January 20224 after losing control to Tshabangu who has been recalling party Members of Parliament and councillors arguing that they had ceased to belong to CCC. Some party leaders aligned with Tshabangu have since reclaimed their positions their MDC 2019 structures, which include vice-presidents Tendai Biti, Welshman Ncube, and Lynette Karenyi-Kore. Chalton Hwende was elected as the secretary-general during the 2019 congress.
Hwende claimed on social media that he had a two-hour conversation with Chamisa regarding his resignation, but Chamisa was firm in his decision not to rejoin the CCC. Hwende stated that he would consult with the people of Kuwadzana East to determine the next steps, while expressing support for Chamisa as the leader for bringing change to the country. He wrote on X:

On Tuesday, I had a 2-hr conversation with president @nelsonchamisa and we discussed his resignation statement. He is clear that he will never return to the CCC and he will make an announcement on his next move in the near future. I agree with his decision.
Tomorrow, I will begin series of consultations with the people of Kuwadzana East so that I can be guided on the next move. President Chamisa remains our best foot forward to bring change in this country.

However, Mkwananzi dismissed Hwende’s claims and accused him of lying about speaking with Chamisa. Mkwananzi asserted that they would defend Chamisa as the rightful leader and face of the democratic struggle in Zimbabwe. Those who say they are talking to president Chamisa are lying. Hwende is lying, he never spoke to the president.  They just want to incorporate advocate Chamisa to legitimise their alliance with ZANU PF because they fear the masses.
As for us, we are going to defend the gains of the democratic struggle and the face of the democratic struggle which is Nelson Chamisa.
He is the rightful leader of the democratic movement in Zimbabwe and we will ensure that he remains a leader until we achieve a new Great Zimbabwe.

Meanwhile, Marondera Central MP Caston Matewu, aligned with Tshabangu’s faction, confirmed ongoing engagements with Chamisa to persuade him to return as the leader. Matewu mentioned a committee led by Senator Jameson Timba acting as intermediaries in communication with Chamisa, although Timba distanced himself from Matewu’s claims.
The Citizens National Assembly appointed Timba as the chair of a 10-member committee to oversee the party’s affairs in the interim, as per the resolutions made during their recent meeting.

Zimbabwean Lawyer Nyaradzayi Gumbonzvanda Lands Deputy Executive Director At The United Nations

Chiwenga added that Law enforcement agencies will take strict measures against irresponsible drivers. The Acting President urged motorists and public transport operators to exercise caution, and passengers to contribute to their own safety. We present the statement below.

I received with heartfelt grief the loss of 5 fellow citizens following a bus accident which occurred at the 64km peg along the Harare- Mutare highway at approximately 9:45 am on Wednesday 27 December 2023.
The accident involved a Micro-cut Investment truck (AGJ1306) travelling from Beira to Harare, a Mercedes Benz, and an Inter Africa bus (AEZ1226) travelling from Harare to Nyanga – Ruwangwe. The truck driver had 3 passengers and all escaped unharmed. The Mercedes Benz driver and 1 passenger were also unharmed.
A total of 40 people were injured and initially admitted of whom 32 were discharged. Six remain hospitalized at Marondera Provincial Hospital where two were transferred to Parirenyatwa Hospital for specialized attention and treatment.
The glaring images shows the horrendous nature of the accident.
In terms of Section 32 paragraph C of the Civil Protection Act, Chapter 10.06, as the Acting President,I have invoked the relevant Sections of the Civil Protection Act to enable the State to render funeral assistance to the bereaved families and meet the medical bills of the injured.
On behalf of the Nation, and on my own behalf, I wish to convey my heartfelt condolences to the bereaved families. As a humble token of sharing in the grief, the Government of Zimbabwe in conjunction with the Insurance Council of Zimbabwe will meet the burial costs of all the deceased and provide medical assistance for the injured. As we express our deepest condolences to the bereaved families, we also wish those receiving treatment a speedy recovery.
I urge the Marondera District Civil Protection Committee to quickly establish a Command Centre for expediting the collection of the deceased and providing pyscho-social support to the bereaved families.
Whilst efforts are being made to give education and awareness on traffic safety on our highways, all motorists and public transport operators are implored to always exercise a high degree of caution and care on the roads.
Law enforcement agencies and responsible authorities, including the Zimbabwe Republic Police will ensure that stringent measures are taken to deal with errant drivers along major highways. Culprits will face the full wrath of the law.
I urge passengers to contribute towards their safety and prevent the spreading of drivers. As we count our losses and mourn the deceased, it is my sincere hope that this will be a wake-up call and serve as an opportunity for all of us to fulfil a collective responsibility towards the safety of all travellers.

Acting President Chiwenga's Statement On The Harare-Mutare Road Traffic Accident

Former Dynamos player and coach, David George, has died at the age of 71. George, who was affectionately known as “Broom Boy” during his playing days, reportedly died on Saturday at his home in Glen Norah, Harare after a long battle with an undisclosed illness. The news of his death has left the Zimbabwean football community in mourning.
George was a renowned player in the 1970s and played a significant role for local premiership giants Dynamos. He was part of the team that achieved great success, winning several cup tournaments including the league title, Nyore Nyore Charity Shield, BAT Rosebowl, Castle Cup, and Southern African Champions of Champions Cup in 1976. He played alongside well-known players such as Matthew Mwale, Shadreck Ngwenya, and Sunday Chidzambwa, among others.
After retiring as a player in 1983 due to an injury, George continued his involvement in football as a coach. He served as an assistant to Sunday Chidzambwa when Dynamos reached the finals of the 1998 Caf Champions League and also assisted David Mandigora in the same competition in 2007 when the team reached the semifinals.

Dynamos Legend David George Has Died

A 19-year-old woman named Debra Munsaka has been imprisoned for assaulting her husband’s alleged lover. Munsaka who is from Tinde, Matabeleland North Province, Zimbabwe appeared before Hwange Magistrate Ms Rumbidzai Yolanda Kabasa, who found her guilty of ssault and malicious property damage.
The complainant in the case is a fellow villager, Ms Ntombebandla Moyo, whom Munsaka assaulted accusing her of spreading rumours about her and having an affair with her husband, <a href="https://www.chronicle.co.zw/woman-sentenced-to-9-months-in-prison-for-beating-hubbys-girlfriend/">The Chronicle</a> reported.
The magistrate sentenced her to six months for assault and three months for malicious property damage. However, the six-month sentence was wholly suspended for five years on the condition of good behaviour.
What Transpired?
On November 29, Munsaka armed herself with a kitchen knife and went to Ms Moyo’s home but did not find her. the court heard. The next day, Munsaka encountered Ms Moyo at Tinde dip-tank while she was on her way to a soccer tournament. Munsaka confronted her, accusing her of having an affair with her husband.
Munsaka proceeded to assault Ms Moyo all over her body, using a stick several times. During the altercation, Munsaka also smashed Ms Moyo’s handset. The fight was eventually stopped by a passerby, and a report was made to the police, leading to Munsaka’s arrest.
As part of the sentence, Munsaka was required to restitute Ms Moyo with $250,000 for the damages caused before January 9.

19-year-old Woman Imprisoned For Assaulting Alleged Husband's Lover

A man from Namibia has been ordered to share his assets with his girlfriend whom he used to hide his assets from his ex-wife. The man, Sarel Jacobus Burger Oberholzer, transferred the assets to his girlfriend’s name during a divorce from his ex-wife. However, his relationship with his girlfriend ended and the Supreme Court of Namibia ruled that he must share his business and property with his girlfriend.
What transpired:
Sarel Jacobus Burger Oberholzer found himself in arrears with child maintenance payments during his divorce, according to <a href="https://www.iol.co.za/news/crime-and-courts/man-who-registered-property-and-business-under-girlfriends-name-to-hide-them-from-ex-wife-ordered-to-give-girlfriend-40-4d09eccb-d93a-42f0-9b26-d230de61606c">The Star</a>. Being married in a community of property, he believed that his ex-wife could claim his property for unpaid maintenance. In an effort to evade his obligations, Oberholzer made an oral agreement with his girlfriend, Anna Marria Loots. According to the agreement, any property he acquired would be registered under Loots’ name, with the understanding that she would transfer it back to him if their relationship ended.
As a result, Oberholzer registered a property and a Pub &amp; Grill business under Loots’ name. Loots became actively involved in the business, managing its finances, administration, and day-to-day operations. She even left her job to work on the business full-time. Additionally, Loots played a significant role in running other businesses in which the couple was involved.
However, their relationship came to an end in January 2017 when Oberholzer left their shared home. Oberholzer then took legal action against Loots, seeking to compel her to transfer the property and total membership of the Pub &amp; Grill back to him. In response, Loots denied Oberholzer’s claim and filed a counterclaim against him for damages amounting to N$50,000 (R50,000) due to his breach of promise to marry her.
The high court dismissed Oberholzer’s application, citing vague and inconsistent evidence that was deemed unreliable and untruthful. On the other hand, Loots was granted N$5,000 (R5,000) for her counterclaim, along with interest and costs. Dissatisfied with the ruling, Oberholzer appealed the decision, leading the case to be heard by the Supreme Court of Namibia.
After considering the case, the Supreme Court found that Oberholzer’s actions were driven by a desire to hide his ownership of business and property, with the intention of undermining any potential maintenance claims from his ex-wife on behalf of their children. The court also noted that Loots had made significant contributions to their relationship, including resigning from her previous job to assist Oberholzer in running the business for their mutual benefit.
Consequently, the Supreme Court ordered Loots to transfer 60% of the business and 60% of the property back to Oberholzer. The court further stated that if the parties could not agree to the arrangement, they could explore options such as one party buying out the other, a third party buying out one of them, or selling the property and dividing the net proceeds.
Regarding Loots’ counterclaim, the court ruled that Oberholzer must pay her N$5,000 (R5,000) along with interest at a rate of 20 percent per annum from April 1, 2022, to November 2023.

Court Orders Man To Share With Girlfriend Assets Hidden From Ex-Wife During Divorce

A man named Themba Mathe appeared in court on Tuesday and admitted to trying to kill his parents by setting their house on fire. The 26-year-old pleaded guilty to two counts of attempted murder and blamed “evil spirits” for his actions.
Mathe tied the door of his parents’ bedroom hut from the outside and set the roof on fire while they were sleeping inside. Luckily, his father and stepmother managed to escape without getting hurt. The fire destroyed everything inside the house, <a href="https://www.zimlive.com/man-says-he-fears-son-more-than-a-lion-after-he-tries-to-kill-him-in-fire/">ZimLive</a> reported. Mathe was caught hiding in the bush by his parents and neighbours. In court, he explained that he did it as revenge because he believed his father didn’t love him. Mathe said:

I admit to these two counts of attempted murder. I acted in the way I did for two reasons, firstly it was out of revenge because my parents don’t love me, they don’t take me as their own son and deny me food. They had chased me away from home and I was now staying with my grandfather Pharaoh Mathe of the same village.
Secondly, I don’t know what got over me. I suspect it could have been evil spirits behind my actions. I am really sorry for what I did.

His father who was the main witness for the prosecution, expressed fear of his son in court. He requested that the court impose a lengthy prison sentence on Themba, hoping that it would teach him important lessons for his life while behind bars.

I’ve never been so scared in my life. I stared death face-to-face and lost all my property valued at US$600. I’m more scared of my son than I am of a lion! As I stand here, my wife and I have nothing under our name. I now sleep in the kitchen and we have no food.

He added that he wished for his son to be jailed so that he could learn important life lessons and how to get along with others. He denied Themba’s claim that they kicked him out of the house, saying that Themba’s own mischievous behaviour caused problems and even led to him being beaten by people in their community.
Mathe is scheduled to be sentenced on Wednesday.

26-year-old Man Sets Parents On Fire, Blames Evil Spirits

Construction of the first phase of the Heart Stadium in Harare’s Waterfalls which is being built by PHD Ministries and Yadah Football Club owner Walter Magaya has finished.
However, the official opening has been postponed due to the unavailability of important officials. Regional leaders who were invited to attend are away at a summit in Angola, and internet connectivity issues forced them to meet in person instead of virtually, <a href="https://www.newsday.co.zw/sport/article/200019051/magayas-heart-stadium-phase-one-complete">NewsDay</a> reported citing Magaya.
Foreign dignitaries, ambassadors, and government officials are also expected to attend the event. The Heart Stadium is part of a larger sports centre being built by PHD Ministries and Yadah Football Club owner Walter Magaya. Magaya hopes that President Emerson Mnangagwa will commission the facility. He said:

My dream still stands, I want the head of the State to officially open this facility if his schedule permits. We await his guidance,” Magaya said. “Other heads of State, former presidents and high-ranking officials who want to be part of this official opening had to postpone because of the Sadc conference. I’m not in a hurry, I’m done with the stadium construction. What is left is to upgrade it to a 15000 seater until it reaches the number that will be able it to host big international matches. Take note there are two facilities, the main stadium and the training ground. All the two favorites will be officially opened at once, together with 80 boarding rooms which are just by the side of the two facilities. We have also constructed a gym here because we want this to be a high-performance centre in combination with the stadium.

The turf has been laid successfully over a modern drainage system, and the grass looks lush. The stadium features international standard dugouts, which is a first in the country. Final touches are being done to the dressing rooms, corporate boxes, doping control, and administration rooms, and grandstands with bucket seats have been erected.
Sports Minister Kirsty Coventry, Minister of Tourism Barbara Rwodzi, officials from the Sports and Recreation Commission, and Premier Soccer League boss Farai Jere have visited the facility. The stadium will initially accommodate 5,000 spectators but will be expanded to a 40,000-seater venue when fully completed. The Yadah Complex, where the stadium is being built, already has modern hotel facilities and a training ground for Yadah FC. The owner, Walter Magaya, hopes to host international and Premier Soccer League games at the complex next year when the project is fully completed.

It should be noted that the Mupedzanhamo market belongs to City of Harare &amp; Political parties have no legal ownership or role in the running of the market. In line with the new SMEs Policy, all vendors &amp; SME traders should be registered at all District offices in Harare.
This is mainly to create an SMEs traders database. For every collection from vendors, 25 percent will go towards a revolving fund to benefit the vendors. For SMEs traders to be allocated trading places &amp; derive benefits from the revolving fund, they have to be registered with the City of Harare.

The reopening of the Mupedzanhamo market, which was initially planned for Tuesday, 20 December 2022, was postponed on a number of occasions. The market had been closed over three years ago due to the COVID-19 pandemic. Last year, there were <a href="https://www.pindula.co.zw/2022/09/14/ccc-zanu-pf-youths-clash-over-mupedzanhamo/">clashes between activists from ZANU PF and Citizens Coalition for Change (CCC) over control of the market</a>. This led to damage to vending stalls, vehicles, and the closure of shops. The market spaces were being controlled by individuals associated with ZANU PF, who demanded fees from vendors in order for them to operate in the area.

Reopening Of Mupedzanhamo Market Now Imminent - Harare City

President Emmerson Mnangagwa has promised that within the next five years, the majority of villages in Zimbabwe will have boreholes powered by solar energy. He made this announcement while speaking at the ZANU PF party’s annual conference in Gweru.
Mnangagwa, along with his deputies Constantino Chiwenga and Kembo Mohadi, stated that despite facing economic challenges due to sanctions, Zimbabwe has developed its own solutions to improve the country’s economy. NewsDay quotes him as saying:

We take pride in our home-grown solutions both product and services. We have innovation hubs in our colleges, and this is the reason we have contained strikes. Our people should benefit from our country’s rich mineral resources and supporting small-scale miners.
ZANU PF is scaling up the distribution of inputs, irrigation development and additionally we are determined and sure that in the next five years the majority of our country’s villages will have solar-powered boreholes.

President Emmerson Mnangagwa mentioned that his government has undertaken several development projects, such as enhancing the country’s main highways. He also presented a central committee report and an amended constitution for the ZANU PF party.
In Zimbabwe, many rural areas face significant challenges. These areas are often characterised by poverty and a lack of access to basic necessities. Clean and safe water is not readily available, making it difficult for residents to maintain good health and hygiene. Additionally, access to essential services like internet, electricity, and healthcare facilities is limited. The existing conditions in rural areas contribute to a widening development gap between rural and urban areas.
Vice President Constantino Chiwenga, speaking at the same event, emphasised that the ZANU PF party does not tolerate factionalism. He stated that factionalism is not accepted within the party and should be avoided. He also discouraged party members from contesting as independent candidates in the upcoming Parliamentary by-elections scheduled for December 9.

The Majority Of Villages Will Have Solar-powered Boreholes In 5 Years - President Mnangagwa

The Zimbabwe Republic Police (ZRP) has arrested Malvin Chiwara (21) and Tinashe Kutsime (22) for their involvement in an attempted robbery at a shop on Shepperton Road, Graniteside.
In a police report seen by Pindula News the two suspects, accompanied by two others, pretended to be interested in purchasing 500 pairs of plastic pushes but then attacked the shop attendant. The remaining suspects managed to escape while the attendant sought help from the public. Read the report:

The suspects, who were accompanied by their two other accomplices, pounced at the shop on the pretext that they wanted to buy 500 pairs of plastic pushes, before attacking the shop attendant.
The other suspects escaped after the shop attendant escaped and sought assistance from the public. The arrest led to the recovery of the suspects’ getaway car, a Nissan March, registration number ADE 3867, hammer, machete, two screwdrivers and a metal hook.
