Harare City Council Ditches BIQ Billing System

Harare City Council has ditched its BIQ billing system citing the system’s failure to deliver the functionality of Enterprise Resource Planning (ERP) to the city and high costs associated with running it.

The local government indicated that its technical officers had limited BIQ technical skills. This, therefore, contributed to the below-expected standard performance of the system. The system was now at 92% implementation stage, yet, it is alleged that it was failing to meaningfully cover all the departments that needed it.

Recent minutes of the Audit Committee suggest that the system demanded that the city constantly engage the system’s South African based developer. Part of the minutes read:

In terms of accuracy of data and current information, the BIQ could not generate  a reliable trial balance. The inaccurate data negatively impacted management’s ability to make timeous and valuable decisions.

The committee noted with concern that users were unable to generate instant ad hoc reports on the BIQ system. An Enterprise Resource Planning was not saving City of Harare users much time in executing their tasks.

Revenue mobilisation seems to be among recurrent issues at the council. Auditor general’s reports suggest that Point of Sale machines also constitute soft spots for revenue leakage as there are extra machines the city failed to identify.
