President Emmerson Mnangagwa, who is ZANU PF First Secretary, has appointed businessman Kudakwashe Tagwirei to the Politburo as Secretary for Economic Affairs and Investment Promotion.
The appointments were announced by the party’s Secretary for Information and Publicity and spokesperson, Christopher Mutsvangwa, on Thursday.
The move marks a rapid rise for Tagwirei, who was recently appointed to the Central Committee, then to the Senate and Cabinet, and now to the Politburo.
Mnangagwa also appointed former Gokwe-Nembudziya MP Mayor Wadyajena to the Central Committee.
At the same time, he removed Obert Moses Mpofu from his position as Secretary for Science and Technology in the Politburo and appointed him to the Council of Elders. Mpofu had previously been moved from the influential position of Secretary General to Secretary for Science and Technology.
In ZANU PF, the three organs have distinct roles.
The Politburo is the party’s top executive organ. It implements decisions of the Central Committee, runs the party on a day-to-day basis, and shapes policy and strategy. It is chaired by the First Secretary and is made up of secretaries who head specific departments, such as Economic Affairs and Investment Promotion.
The Central Committee is the highest decision-making organ between Congresses. It is a large policy-making body, with members drawn from the provinces and party wings, that formulates major policies, oversees the work of the Politburo and approves key appointments. Congress is the supreme organ of the party, but it meets only every five years.
The Council of Elders is an advisory body. It is made up of long-serving and retired senior members and carries less executive power. Its role is to provide institutional memory, offer guidance to the leadership, and help mediate disputes, rather than to make day-to-day decisions.
