A faction of the Citizens Coalition for Change (CCC), led by self-declared interim secretary-general Sengezo Tshabangu, has dismissed the purported recall of its public representatives.
In a statement issued on Friday 9 October, the faction’s interim national spokesperson Nqobizitha Mlilo said the letters have no factual, political or legal basis and do not represent the party’s position.
The letters, dated 7 October and stamped as received on Friday, were addressed to the Speaker of the National Assembly Jacob Mudenda, Senate President Mabel Chinomona and Local Government and Public Works Minister Daniel Garwe.
They claim that Bulawayo Mayor David Coltart (Ward 4 councillor), Bulawayo Central MP Surrender Kapoikilu, Mbizo MP Corban Madzivanyika, Epworth North MP Togarepi Zivai Mhetu and Bulawayo Senator Kucaca Ivumile Phulu have ceased to be CCC members.
Mlilo assured the named representatives that their seats remain secure until at least 2030.
“The Citizens Coalition for Change (CCC) has noted with concern correspondence currently circulating in the public domain and seemingly delivered to the Speaker of the National Assembly, Advocate Jacob Mudenda; the President of the Senate, Hon. Mabel Chinomona; and the Minister of Local Government and Public Works, Honourable Daniel Garwe, MP. The correspondence purports to execute recalls of certain named public representatives,” wrote Mlilo.
“We wish to state that these purported recalls have no factual, political, or legal basis. They do not represent the position of the Citizens Coalition for Change.
“We have consistently maintained that our current trajectory is defined by party reconstruction, institutional renewal, and structural consolidation.
“Recalls of elected public representatives are not a political weapon of choice for this leadership. Our governance framework is anchored on consensus building, institutional cohesion, and stability.
“Preliminary internal investigations have identified specific individuals as being behind this correspondence.
“The malicious intent of these actors is their long-standing aim at deploying recalls as a tool of extortion and coercion to force false allegiance from elected officials.
“Failing to secure such compliance from public representatives, their ultimate objective is to destabilise the party from within through nefarious rumour-mongering and divisive, argumentative behaviour.
“The conduct of these individuals may amount to contempt of Court. Legal Counsel has been briefed and appointed to advise the party on the appropriate course of action.
“The forthcoming legal counsel will inform the political and administrative measures the party will employ to permanently resolve this infraction.
“We reassure all our public representatives, stakeholders, and the general public that all disciplined public representatives must continue to discharge their constitutional mandates with absolute certainty. Their tenure remains secure up to at least 2030.
“The leadership remains unyielding in its focus on nation-building, administrative excellence, and constructive engagement.
“We will not be distracted by elements who possess an exaggerated sense of self-importance and seek to advance narrow self-interests.”
