The Zimbabwe Revenue Authority (ZIMRA) has introduced a new flexible customs system to make it easier for Zimbabweans returning from South Africa to clear their goods at the border.
The measure, approved by the Ministry of Finance, Economic Development and Investment Promotion, is meant to facilitate the repatriation of Zimbabweans and their belongings.
In a public notice, ZIMRA said the new mechanism adds to existing rules for returning residents under Section 105 of the Customs and Excise (General) Regulations and Statutory Instrument 10 of 2022.
Under the new arrangement, personal belongings used by returning residents will be allowed in duty-free. This covers clothing, furniture, kitchen utensils and other household goods.
Zimbabweans coming home will also be able to bring in used business or capital goods under a rebate facility. This includes computers, furniture, equipment and tools, but they must provide proof of ownership of both the business and the goods.
Each returning resident may import one motor vehicle under duty suspension, in line with Statutory Instrument 10 of 2022. However, Value Added Tax (VAT) will still be charged.
ZIMRA said customs officials will carry out interviews and check documents to confirm that applicants are genuine returning residents. This is meant to stop cross-border traders from abusing the facility.
Passports and travel records will also be examined to check how often a person travels, to separate returning residents from frequent cross-border traders.
