The Constitutional Court (ConCourt) on Monday, 9 February 2026, granted political activist Mbuso Fuzwayo and Matabeleland pressure group Ibhetshu LikaZulu direct access to Zimbabwe’s highest court to challenge President Emmerson Mnangagwa’s proposed 2030 political agenda.

As reported by The NewsHawks, Fuzwayo has five days to file the application, while the respondents will have three days to respond. The case was heard before Justices Paddington Garwe, Ben Hlatshwayo and Bharat Patel.

The challenge targets a ruling ZANU-PF resolution, known as Resolution 1 of 2024, which seeks to extend Mnangagwa’s term of office from 2028 to 2030.

Fuzwayo cited ZANU-PF as the first respondent, alongside the Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi; the Speaker of Parliament, Jacob Mudenda; the Attorney General, Virginia Mabiza; and President Mnangagwa, all cited in their official capacities.

Resolution 1 of 2024 was adopted at ZANU-PF’s National People’s Conference in Bulawayo in October 2024 and explicitly calls for the president’s term to be “extended beyond 2028 to 2030.”

It directs both the party and government to “set in motion the necessary amendments to the National Constitution to give effect to this resolution.”

The directive was reaffirmed at the party’s 2025 conference in Mutare, which noted that “no notable steps have been taken” and instructed the Secretary of Legal Affairs and the Minister of Justice to ensure the resolution is “fully implemented” ahead of the 2026 conference.
