Bulawayo councillors have voted to extend Town Clerk Christopher Dube’s contract for another five years. The decision was made during a special council meeting on Thursday, 27 November.
Dube’s current contract was due to end on 30 November 2025.
Out of the councillors present, 17 voted in favour of the extension, 7 voted against it, and one chose not to vote.
Under the new arrangement, Dube’s contract will first be renewed for one year, and then for an additional four years.
This will be done without any performance evaluation or referral to the Attorney General’s office.
Bulawayo council has 29 elected councillors and 9 women councillors chosen under the Women’s Quota. The opposition party, CCC, controls the council.
Mayor David Coltart and Councillor Dumisani Nkomo suggested extending Dube’s contract by one year and consulting the Attorney General’s office and the Ministry of Local Government about the rules for fixed-term contracts.
Other councillors rejected this idea. Instead, Councillor Mxolisi Mahlangu proposed renewing Dube’s contract for one year, then adding four more years, without any evaluation or consultation with the Attorney General.
The motion was seconded by Councillor Ashton Mhlanga and approved by the 17 councillors who voted in favour.
Dube has been Bulawayo’s Town Clerk since October 2016, taking over from the late Middleton Nyoni. His contract has been extended several times before.
His initial four-year contract was set to end in September 2020, but councillors extended it before it expired.
In February 2024, the council renewed his contract once more, granting him an additional two-year term.
Before working in Bulawayo, Dube was the Town Clerk at Victoria Falls Municipality.
