The government of Zimbabwe has announced the suspension of excise duty on imported raw wine for approved manufacturers.
The new measure, detailed in Statutory Instrument 68 of 2025, came into effect on June 27, 2025, and will remain in place for two years.
The amendment to the Customs and Excise (Suspension) Regulations, 2003, published as Statutory Instrument 257 of 2003, specifically targets raw wine (commodity code 2204.29.99) imported by manufacturers for processing purposes.
This means local wineries will now be able to import up to 100,000 litres annually of this specific type of raw wine without incurring excise duty.
The Minister of Finance, Economic Development and Investment Promotion, acting under sections 235 and 120 of the Customs and Excise Act [Chapter 23:02], introduced these new regulations to foster growth within the domestic wine industry.
Under the new regulations, an “approved wine manufacturer” is defined as any importer who has received approval from the Commissioner to import raw wine within the specified annual limits.
To benefit from the suspension, manufacturers must submit a signed declaration with their import entry, confirming that the raw wine is strictly for processing at their approved business.
However, the Commissioner reserves the right to deny the suspension of duty if an approved wine manufacturer fails to comply with section 34C of the Revenue Authority Act [Chapter 23:11].
This ensures that beneficiaries of this duty suspension adhere to all necessary regulations.
