Former Mt Pleasant MP Fadzayi Mahere (CCC) has dismissed Youth Minister Tinomuda Machakaire’s recent call for President Emmerson Mnangagwa to intervene in the public health crisis, describing it as a calculated move to facilitate the abuse of public funds through politically driven tenders.
Taking to the social media platform X on Monday, Mahere questioned the sincerity of Machakaire’s appeal, arguing that it aligns with a recurring pattern in which senior government officials use public outcry as a pretext to award tenders to politically connected individuals.
She suggested that the minister’s plea could pave the way for a tender to procure medical equipment and supplies, potentially awarded to allies within the political elite, with the process ultimately manipulated to enable looting of state resources. Said Mahere:

On Tuesday, 06 May 2025, the Minister of Finance, Economic Development and Investment Promotion, Mthuli Ncube, and the Minister of Health and Child Care, Douglas Mombeshora, met with NatPharm management.
According to a statement posted on the Ministry of Finance’s official X page, the meeting, described as productive and forward-looking, focused on several key areas critical to improving the country’s healthcare delivery.
Among the issues discussed were the procurement and availability of essential medicines and medical equipment, the modernisation of healthcare infrastructure, and the strengthening of financing mechanisms for sustainable service delivery.
In response to the statement, Fadzayi Mahere claimed that recent comments by Minister Tinomuda Machakaire were intended to prepare the public for large-scale looting of public funds under the guise of procuring essential medical supplies. She wrote:
What did we say yesterday? Before you know it, they’re starting to deal in medicine and medical equipment tenders.
That statement by @HonMachakaire was not bona fide. It was designed to prime us for a massive kudyiwa kwemari.
Mind you, they’ve exempted these purchases from procurement laws so they’ll just hand each other contracts.
They are going to profit on the people’s suffering yet there will be no improvement to the public health sector.
