Harare Provincial Development Coordinator (PDC), Tafadzwa Muguti has directed all Non-governmental organisations (NGOs), Private Voluntary organisations (PVOs), Trusts and Civil Society Organisations (CSOs) operating in the province to submit their work plans for the year 2021 to his office as they are now reporting to him.

In a memo dated 30 June 2021, Muguti also accused the organisations of straying from their mandate, saying he will not tolerate such behaviour. Wrote Muguti:

It has been noted with a high degree of concern that many organisations operating in Harare Metropolitan Province in particular NGOs, have been straying from mandates stated in their respective Memoranda of Understanding (MOUS).

Suffice to say that such behaviour represents a breach of Memorandum of Agreement and should not be allowed to manifest further.

In view of the foregoing, all Non-Governmental Organisations (NGOs) are hereby directed that operations and clearance of NGOs is now domiciled with the Provincial Development Co-ordinator.

Further to that, all NGOs are directed to submit work plans for the year 2021 to the office of the Provincial Development Co-ordinator as well as information relating to workshops, commissioning of projects, work being undertaken in Harare Metropolitan Province, monthly reports and any other pertinent information as regards their operations by 9th July 2021.

All NGOs country directors are also invited to a courtesy call with the Provincial Development Co-ordinator and the Minister of State for Provincial Affairs and Devolution for formalities.

Muguti’s directive comes barely 10 days after Masvingo Provincial Development Coordinator Jefter Sakupwanya directed all NGOs in the province are required to sign a Memorandum of Understanding (MOU) with the Ministry of Youth, Sport, Arts and Recreation.
