Zanu PF has drafted rural district council CEOs and chairpersons as well as chiefs for training to equip them with skills to mobilise 5 million voters for the ruling party in the 2023 general elections.
A document prepared by the Zanu PF Chitepo School of Ideology titled “Rollout of District Coordinating Committees (DCCs) Training Programme Countrywide” reads in part:
Chitepo School of Ideology is going to launch a DCC training programme countrywide beginning the second week of March 2021.
This is a follow-up on the recently elected DCC members who should provide the necessary leadership on the soon to follow Ward Based Train the Trainer programme.
In order to create a strong bond between the Party and government, the DCC members will be trained together with Local Government officials compromising the following, the Party District Coordination Committees, Chairman of the Rural District Council (RDC), Chief Executive Officer (RDC), District Development Coordinator (DCC) and Local Chiefs.
It is, therefore, against this background that this DCC training programme is planned in such a manner that three (3) Districts will be covered consecutively within three (3) days.
One of the three objectives listed in the document is that by the end of the training programme participants must be able to “… carry out vigorous mobilisation programmes within their districts in order to achieve the five (5) million voter population for ZANU PF in the year 2023”.
The move by Zanu PF is a blatant violation of the national Constitution as public employees, such as people employed by local authorities as well as traditional leaders should be non-partisan.
