The ZUPCO-Landela Bus Deal Was Not A Procurement Deal But A Lease Agreement - Report

Contrary to what had been previously implied and reported that Landela Trading, was importing busses on behalf of the government, the government is, in fact, leasing the busses from Landela Trading, Business Times reports.

A well-placed source that reportedly spoke to the publication about the bus deal said the deal was never a procurement deal but a lease agreement, and the agreement was meant to save the government from spending millions in importing the busses:

Zupco buses are not procurement but a lease. So the matter did not go through the Public Procurement and Disposal of Public Assets Act and you are being hoodwinked into thinking that those buses belong to the state. The assets do not belong to the State and the State only receives and pays for a service.

Landela imported 162 busses and it had previously been reported that it imported the busses on behalf of the government and made a huge profit from the deal. Landela which is supposedly liked to businessman Kuda Tagwirei has been buying mines and getting licences to buy gold from miners.
