Requirement For Businesses To Test Employees For COVID-19 A Fertile Ground For Corruption - Magaisa

The government directive which makes it mandatory for companies to test employees for COVID-19 before they resume operations creates a fertile ground for corruption, an analyst has said:

United Kingdom-based constitutional law expert, Alex Magaisa, said limited access to testing kits in Zimbabwe opens the door for rent-seeking. He wrote:

The idea that businesses can only open if they have done #COVID19 [testing] is intended to balance the need to allow economic activity while reducing the spread of #COVID19 BUT in a corrupt society with limited access to testing kits, it opens room for rent-seeking and corruption.

Those who enforce the rules use their power to collect rents (bribes) from those who want to open their businesses but have no access to testing kits because of cost or for other reasons. The employees are sandwiched in the middle of this corrupt transactional relationship.

This will cause more harm to the rest of society. It has been said before but this pandemic brings it to the fore: Corruption Kills. I once said the combination of poverty and #COVID19 created a perfect storm. Add corruption into the mix and you have a devastating hurricane.

The Lockdown Level 2 regulations allow for the resumption of formal commercial and industrial operations, with all businesses required to test all employees before resuming work.

Employers are required to coordinate with the authorities to organise the tests, which can be done at the workplace.
