Corruption Starts At The Top And Makes Everyone Either Culpable Or Complicit," ED's Advisor

Dr Shingi Munyeza a member of the Presidential Advisory Council (PAC) has claimed that corruption in Zimbabwe starts with political elites and the culture cascades down to the general populace.

He was responding to Pedzisai Ruhanya who had applauded Munyeza for stating that corruption was already sinking Zimbabwe when coronavirus emerged. Ruhanya added that “at the heart of the rot is the party/state/military complex” hence the need to address leadership issue if the country’s economic crisis is to be resolved.

In response, Munyeza said:

I agree that this corruption starts right at the top and makes all of us either culpable or complicit. Be need to reboot and reset starting with leadership across the board.

Zimbabwe is ranked among the countries with the highest rates of corruption globally. When President Mnangagwa ascended to power in 2017, he acknowledged that there was rampant corruption and embarked on an anti-corruption campaign that saw him instituting a new Zimbabwe Anti-Corruption Commission (ZACC) which he later gave arresting powers.

Mnangagwa’s critics, however, say that the Commission has so far targeted “small fish” leaving out “sharks” and has been catching and releasing corruption suspects while those convicted are Mnangagwa’s political enemies.
