Fertiliser Company Official Faces Arrest For Contempt Of Parliament

Parliament’s Public Accounts Committee has directed the clerk of Parliament Kennedy Chokuda to issue a warrant of arrest against F. Morland, the Managing Director of Fertiliser, Seed and Grain (Pvt) Ltd), a former funeral parlour.

This is in connection with Morland’s failure to appear before the Tendai Biti-led Committee hearings even though he availed himself for hearings by the Lands Committee. Said Biti:

We are extremely disappointed that whilst FSG was quick to avail itself to the Lands Committee, they avoided attendance at this meeting…in wilful default.

We are therefore directing Clerk of Parliament Kennedy Chokuda to issue a warrant of arrest against F. Morland Managing Director of FSG for defaulting on October 14, 2019, and today (27th October 2019.

FSG, alongside Sakunda Holdings, has been contracted by the government to supply farming inputs for the Presidential Input Scheme and Command Agriculture Programme.

In April this year, the Parliamentary Portfolio Committee on Public Accounts was told that the Ministry of Finance paid US$400 million to FSG yet Treasury officials said they did not know who the directors of the company were or where it was located.
