New Defensive Driving Fees Higher Than Lowest Paid Civil Servant Salary

The Traffic Safety Council of Zimbabwe (TSCZ) has through Statutory Instrument (SI)221A of 2019 gazetted new fees for its services that will see drivers paying $1,500 for a defensive driving course. The SI reads in part:

It is hereby notified that the Transport ministry has in terms of section 38 of the TSCZ Act (Chapter 13:17), made the following regulations … The service and other fees prescribed by the minister are set out in the schedule.

Below are the prices for the TSCZ services.

  • Student driver’s book  – $10 to $40
  • Driving schools – $525 to register
  • Driving schools – $230 to renew registration.
  • Heavy vehicle drivers – $750 for the skills improvement course
  • Heavy vehicle drivers – $1 000 for transport management and fleet control course.
  • Instructors for driving schools – $1 100
  • Instructors for driving schools -$4 100 for a duplicate certificate.

Meanwhile, many Zimbabweans are struggling to pay for either learners or driver’s licences for a light motor vehicle, which now costs $100 from $20.

The lowest-paid government worker is currently being paid ZW$1023, a salary they have since said was not sustainable.
