PAZ Condemns Police Refusal Of Passage To Commuters Without IDs

The Passengers Association of Zimbabwe (Paz) has condemned police’s refusal of passage to commuters without identification documents saying that it was an infringement of human rights provided for by the Constitution.

Paz president, Tafadzwa Goliati, said that police are an institution of law and people. Goliati said:

It is a common cause, that these arbitrary actions are infringing on constitutional rights of the travelling citizenry, without pre-advised justification.

In principle, such actions should surely exist where a State of emergency is in existence.

Contextually, then, the rights enshrined in the Constitution in Section 66 (2a) which stipulates that every Zimbabwean citizen has the right to move freely within Zimbabwe; Section 44 which states that the State and every person, including juristic persons, and every institution and agency of the government at every level must respect, promote and fulfil the rights and freedoms.

PAZ disappointment comes after the police last week launched roadblocks at which they stop public transport including ZUPCO buses and commuter omnibuses to search passengers.

Any passenger who was found without an ID was denied passage into the Central Business District.

Justice Minister, Ziyambi Ziyambi, last week justified police roadblocks saying they were necessary for the enhancement of peace and stability.

However, opposition MDC MPs said that the act was a violation of law considering that the constitution says that an ID can still be produced within seven days.
