Finance Minister Adopts Rwanda Model To Modernise Local Infrastructure

Finance Minister, Professor Mthuli Ncube has said that modern road networks were a critical component in the development of any economy.

He, therefore, urged rural district councils to adopt the Rwanda model in infrastructure development which provides that the number and length of feeder roads developed annually is a monitored deliverable for local authorities.

Another model he also adopted from Rwanda is that of making Local Authorities compete in service delivery.

Ncube was speaking to delegates at a recent local authorities conference in Victoria Falls where he said:

As RDCs you must keep records of all road networks both trunk and feeder roads. We always need feeder roads so rural farmers can get to the market while children are able to go to school and women can seek health services at clinics even during the rainy season. So what you need to do as RDC chairs is to keep an eye on the number of feeder roads in your district because you take care of 70 percent of the population.

Ncube also said that modern road networks would also impact on other infrastructures.

The current status of most roads in Zimbabwe is not inspiring with some describing them as “death traps”.

Calls for roads rehabilitation have been made by people from all walks of life as numerous accidents have been attributed to the bad state of the roads.
