Corruption As Zanu-PF Uses State Medicines Firm To Supply Constituency Ahead Of By-Election

A letter leaked online has exposed what could be evidence of Zanu-PF corruption in the use of state resources to aid it’s party operations. The letter shows that NatPharm, the state medicines company, was used to allocate medicines to Lupane East clinics at the request of Zanu-PF, ahead of a by-election.

The letter, which was apparently written and signed by health minister Dr. Obadiah Moyo, is addressed to Victor Matemadanda at Zanu-PF headquarters assuring him that medicines he had requested to be suppplied to clinics in Lupane East ahead of a by-election would be supplied by NatPharm.

Moyo says in the lettter that he had instructed the permanent secretary in his ministry to have NatPharm supply medicines to clinics in the constituency.

Dear Hon. Matemadanda,

RE: REQUEST FOR ASSISTANCE IN RESPECT OF THE LUPANE EAST BY-ELECTION CAMPAIGN 

Your letter of the 2nd July 2019 requesting for medicines for Lupaka, Gomoza, St Pauls, Lake Alice, Lusulu and Lupanda Clinics refers.

I have instructed the Permanent Secretary Dr Mahomva to activate NatPharm to supply the clinics mentioned with medicines.

NatPharm is a state entity created to procure, store and distribute medical drugs in Zimbabwe. There is currently a shortage of medicines in Zimbabwe at the time when the health minister is apparently making allocations based on a request by political party with an agenda to appease voters in an election.

The Lupane East is set to be held on 3 August and Zanu-PF is fielding Mbongeni Dube. The parliamentary seat became vacant after the death of Sithembile Gumbo.

Matemadanda, who is Zanu-PF Commissar, said this week at a rally that the seat is a walkover for Zanu-PF:

“Matabeleland North is a Zanu-PF stronghold and this seat is a walkover for the party. The President wants to see people from Matabeleland North well catered for. This administration is for peace, unity and development which is our strategy as a party,”
