Govt Moves To Tame Civil Servants

The government is in the process of changing laws that govern civil servants so that their conditions of service are aligned to the Constitution.

The laws will, among other things, make civil servants apolitical in the discharge of their duties, and curtail their right to strike.

This was revealed by Information minister Monica Mutsvangwa during a post-Cabinet media briefing in Harare on Tuesday. Said Mutsvangwa:

The amendment seeks to inter alia, align the condition of service for the civil service to the Constitution, provide the staff of the Civil Service Commission and the establishment of the National Joint Negotiating Forum for negotiations before engaging in collective job action.

The amendments also provide a mechanism for the implementation of collective bargaining rights and provide for political neutrality of the civil service.

The Cabinet also discussed the progress made to date in Chimanimani and Chipinge in restoring the areas to normalcy after the destruction caused by Cyclone Idai over a fortnight ago. The death toll was revised to 268 and expected to rise as there are still hundreds of people unaccounted for.
