A 2017 report by the Auditor- General Mildred Chiri noted most local authorities’ failure to provide adequate services such as water, and sewer reticulation is due to the exponential growth in population. Several towns and cities cited in her report include Chinhoyi, Chegutu, Kariba, Kwekwe and Harare. Regarding Chinhoyi and Chegutu municipalities, Chiri said
Chinhoyi Municipality has a daily water supply of 15 megalitres against a demand of 30 megalitres, and Chegutu Municipality water reservoirs have a carrying capacity of 12, 5 megalitres in contrast to an expected 22, 5 megalitres.
