Full Text: Chamisa Requests Urgent Meeting With Full Zec Commission

MDC Alliance president Nelson Chamisa has written to the Zimbabwe Electoral Commission (Zec) requesting for an urgent meeting to discuss matters related to the election. We publish below, the letter from Chamisa’s Chief Election Agent Jameson Timba to Zec Chairperson Justice Priscilla Chigumba. The letter is dated the 5th of July.

RE: REQUEST FOR A MEETING

Further to my meeting with you of 2 July 2018 in which I raised several issues pertaining to the elections for and on behalf of President Adv. Nelson Chamisa, a Presidential candidate for the scheduled July 30, 2018, elections, I would like to formally request for a meeting between him and the Commission to discuss and agree on the following:

a) The transparent and to design and layout of the Ballot paper

b) The arrangements for the transparent observation and inspection of the printing of the ballot papers and inspection of the indelible ink as previously agreed to

c) Arrangements and mechanisms for stakeholder/candidate participation in the transparent storage and security of the printed ballot papers

d) Arrangements and mechanisms for stakeholder/candidate participation in the secure and transparent distribution of the ballot papers to polling stations

e) Provision of the Biometric voters roll compiled in terms of s.9 of SI 85/2017 to be used during the elections in the PDF format that you have already committed to but that you have to-date refused and/or neglected to release

The request for the above is being made cogniz.ant of the fact that our supreme law, in terms of s156 clearly envisages a verifiable, secure and transparent election. In addition, our supreme law is also clear in s155 that a candidate must have reasonable access to all material and information necessary for them to participate effectively. Further, our supreme law in terms of s 62(1) gives rights to a candidate or citizen to access any information held by the state.

Currently, the candidate I represent is hamstrung to participate in the elections effectively unless the above issues are resolved hence infringing on his fundamental rights.

Please, may you kindly advise when the meeting can be held taking into account the urgency of the issues and the time left before the elections.
