Govt Cannot Afford Policy Dissonance Over Retirement: Zanu-PF Official Speaks on Tobaiwa Mudede

Zanu-PF Representative in the United Kingdom and Europe, Nick Mangwana has called on the government to have uniform policies saying it cannot afford to have policy dissonance again. Mangwana was referring to an article which appeared in State media which quoted Public Service, Labour and Social Welfare Minister Petronella Kagonye saying that Registrar-General Tobaiwa Mudede was not going anywhere despite the fact that he was well past the retirement age of 65 years. In the article Kagonye is quoted as saying:

It is important for us to consider social trends and keep abreast with global and continental trends. Our laws must remain relevant and devoid of discrimination against age in this particular context, otherwise, we perish for want of vision.

Mangwana, however, noted that this was at odds with what Finance and Economic Planning Minister Patrick Chinamasa said in his budget statement last week. Said Mangwana:

[The] government can’t afford policy dissonance again. Hon Chinamasa says Civil Servants over 65 to be retired. Hon Kagonye says when it comes to Mudede that’s age discrimination! We can’t have rules for one person and another 4 the rest of us. Especially 1 with archaic views not fit for today.

However, it seems that the article in which Kagonye talks about Chinamasa has been overtaken by events. The minister made her statements last week before the budget had been presented by Chinamasa. In his budget statement Chinamasa had said:

A number of public officials continue to be engaged in the public service well beyond their retirement age.

In this regard, from January 2018 Government will, through the Service Commissions, retire staff above the age of 65. 114. Staff that retire will be assisted with access to capital, to facilitate their meaningful contribution towards economic development, including taking advantage of allocated land, for those who are beneficiaries of the land reform programme.
