Officer Commanding National Traffic, Senior Assistant Commissioner Isaac Tayengwa has said that the Zimbabwe Republic Police (ZRP) National Traffic Branch has come up with an 11-point plan to improve relations with motorists. motorists have complained about the conduct of police officers and accused the police of using roadblocks to extort money from motorists. In a Statement, Tayengwa said:
We derive this from Section 219 of our Constitution. As a branch, we have come up with an 11-point commitment plan which is aimed at improving our relations with the public as follows:
- We will not abuse our authority by engaging in corruption;
- We shall exhibit appropriate police customer care practices;
- We shall not withhold motorists’ driving licences without the written consent of the owner;
- We shall use discretion judiciously and be sensitive to motorists’ genuine plights; and
- We shall collect no more or less than what is provided in the national deposit fines schedule
- We shall not detain motorists at roadblock sites unnecessarily;
- We shall not inconvenience law-abiding motorists;
- We shall not cause congestion or accidents ourselves during traffic enforcement, but facilitate smooth flow of traffic and pedestrians;
- We shall all work towards building trust between the police and the general public; and
- We shall always display our name tags so that the public know who they are dealing with.
- We shall be transparent, accountable and respectful in all our dealings with our collective audience.
Let me take this opportunity to express our gratitude for the feedback we receive from the public as they help us to make corrections and improve our service delivery.

If what has been said is violated who do we call? We must be given contacts of those in authority in each province so that we can be in a position to call and inform of the broken law by officers. We know officers are always targeting foreign vehicles.

Mr President please don’t allow these guys back on our roads until the motoring public is satisfied that Chihuri’s guys are now reformed. I can assure you that at the moment all those who were benefiting from these illegal and illicit operations are finding extremely difficult to adjust to the basic meals which civilians had become accustomed to. Poorest service from the ZRP. Why would we have 7 roadblocks in a small town like Hwange?? You need to know your responsibility, revenue collection for Zimra only. It will be hard for the majority of you guys to adjust to proper motorist handling considering your “Mugabe & Chihuri” attitude of thinking that all motorist are ignorant of their fandamental rights. Your body language in joint operation with the excellent ZDF speaks volumes of your corrupt conducts that you have known since long back

How about obeying court judgements? Two judgements by Justice Bere and another on traffic fines have not been implemented. Is the police above the law?
The performance of the police the world over is measured by the reduction in the commission of crimes and never on the amounts raised. If the number of tickets issued increases it points to ineffective policing. Targets only works for a product which is bought voluntarily not for taxes, fines or rates which are forcibly extracted from the the citizens. Government has to address a number of issues, retrain the traffic section as everyone should be a licenced driver, avoid spot fines, all revenue to be banked into the Central Revenue Fund and the police should finance its operations from the budgetary allocations of Treasury and never raise it from the motorist. Most functions of vehicle policing should be delegated to the Metropolitan Police restricting the police to highway trafficking. Roadblocks should be manned by officials from various Ministries, VID, CVR etc and not be the prerogative of the police
