Former Ministers that will not be part of Mnangagwa's new Cabinet

1. Jonathan Moyo

The former Higher and Tertiary Education Minister is a fierce critic of President Emmerson Mnangagwa. Professor Moyo is currently in exile and will likely not return for fear of his life following reports that members of the Zimbabwe Defence Forces (ZDF) raided his home in Harare.

2. Patrick Zhuwao

Zhuwao was Minister of Public Service before the military initiated Operation Restore Legacy. Robert Mugabe’s nephew is also a fierce critic of President Mnangagwa. He is currently in hiding in South Africa where ironically Mnangagwa went when he was ousted from both Government and Zanu-PF.

Mandi Chimene openly attacked Mnangagwa and at one time accused him of plotting to topple Mugabe and demanding that he be fired. However, Chimene was expelled from Zanu-PF on 19 November together with other members who supported the Mugabes.

4. Ignatius Chombo

The former Finance Minister is facing charges of fraud, criminal abuse of office and contravening the Prevention of Corruption Act. According to a report compiled by the Harare City Council, Chombo would use his influence as a minister to acquire residential stands, Part of the report reads:

Contrary to Council policy that an individual must not get more than one residential property from the Council, the Minister acquired vast tracts of land within Greater Harare and registered them in companies associated with him. It remains disturbing to note that the Minister (Dr Chombo) would identify pieces of land in the City, influence Council Officials to apply to him (Chombo) for Change of land use, and then sit over the same applications and approve the changes. He would then write to Council officials asking to buy the same stands and obviously get them. Land reserved for recreational activities would end up having Title Deeds in his company’s name.

 5. Saviour Kasukuwere

Kasukuwere’s whereabouts are unknown at the moment but it is unlikely he will return to Zimbabwe. He served as Local Government Minister in Mugabe’s cabinet.

6. Samuel Undenge

Apart from being ousted from Zanu-PF, Undenge was at the helm of the Energy Ministry when controversial businessman Wicknell Chivayo was given $5 million for the Gwanda solar project without submitting a bank guarantee from his private firm.

7. Walter Muzembi

The former Foreign Affairs Minister was in hiding until recently when he showed up in Parliament despite having been recalled following his expulsion from Zanu-PF. In October, Mzembi attacked Mnangagwa for comments he made at the memorial service for the late Masvingo Provincial Affairs minister, Shuvai Mahofa in Gutu.

8. Paul Chimedza

The former Masvingo resident minister was arrested at an army roadblock in Bubi while trying to flee to South Africa. Chimedza was also expelled from Zanu-PF.

9. Makhosini Hlongwane

Hlongwane was also expelled from Zanu-PF for being a member of the G40 Cabal. Hlongwane served as Minister of Sport.

10. Sandi Moyo

The former Bulawayo Provincial Affairs minister was expelled from Zanu-PF. Once a victim of Grace Mugabe, Sandi Moyo resigned from her position as Zanu-PF Women’s League deputy national secretary following demonstrations against her. Sandi Moyo at one time declared that her office would not entertain grievances or requests made by war veterans opposed to former President Robert Mugabe’s rule.
