Joram Gumbo accused of bias amid claims of rigging in ZanuPF Provincial Elections in Masvingo

Daniel Shumba and Mutero Masanganise have accused  Minister of Transport and Infrastructure development Joram Gumbo of bias and hinted claimed that rigging had taken place in the Zanu PF Masvingo Province internal elections.  The two released a press statement in which they accused Gumbo of being biased and misrepresenting information from the election.

Masanganise was one of the candidates for the provincial chairmanship, which he lost to Ezra Chadzamira.  Chadzamira polled 12 393 votes against Masanganise’s 4 888 after 64% of the districts reportedly voted. A total of 143 papers were spoilt, while 17 422 votes were cast.

However, all these figures are being disputed

We make this release and media statement on the back of news and media reports issued more yesterday by Comrade Joram Gumbo regarding the current Zanu PF Provincial Elections particularly in respect of the position of Provincial Chairman. We have noted with dismay the misconceptions, misrepresentations and clear bias towards a particular candidate by the Presiding officer. In this statement, we are not dealing with the substantive issues of the illegalities perpetuated during this election nor are we dealing with the litany of the irregularities and manipulation.

Only 34,5% of eligible voters participated in this election and not the alleged 63%.  Zanu PF Masvingo Province has more than 435 Party Districts with each having 120 Executive members-delegates translating to a minimum of 52 200 voters, yet only about 18 000 voted. It is, therefore, clear to all that the Presiding officer intended to mislead and misinform the public by creating an impression that there was a measure of proper election in terms of numbers. Two-thirds of eligible voters were unable to vote because of the following:-

a. The heavy rains across the Province

b. Election officers did not or refused to visit all voting centres

c. Manipulation of district structures

d. Interference by some Politburo members

e. Connivance between supervising Provinces and some members of Parliament 

The presiding Officer displayed from the onset his bias towards a certain candidate and has continued to canvass the public opinion by going public about a process which is yet to be concluded. We all wonder where the presiding officer got his 63% when the whole of Mwenezi District did not vote, Chiredzi District two-thirds did not vote, in Gutu district a fragmentation of few districts participated with Gutu north constituency not having a single vote, In Masvingo district only Masvingo Urban Constituency voted with an average of two Districts each having voted in the other four constituencies, Chivi South Constituency was affected by heavy rains, while there was a circus in Zaka East Constituency where the member of parliament was conducting elections.

 

The above and other details shall be presented to Zanu PF Party headquarters for onward review and determination. Accordingly, the perceptions created shall be dealt with through internal party structures, thus the public must ignore the partisan insinuations that had been created in yesterday’s media release. It is not in a Presiding Officer’s position to pronounce create perceptions on an election process that is still pending and awaiting review.
