Government will not remove council salary caps despite threat of legal action

The government has reiterated that it will not remove salary caps imposed on Harare City Council (HCC) executives.  This is despite the HCC executives threatening to take legal action against the council.  HCC executives have been getting “mega-salaries” despite the fact that the council is failing to provide services.

Garbage trucks have been grounded for more than a month due to lack of fuel.  Water treatment chemicals are also being purchased on a daily basis due to lack of funds.

Local Government ministry permanent secretary George Mlilo said:

The salary cap remains. I do not know what their motive is with regard to this demand or what they intend to achieve”.

It is like they are trying to fish where there is no water really.

Harare Mayor Bernard Manyenyeni added:

…the reality is that council is sinking because of our human resources costs. Ideally, council salaries should be midway between the private and government sector….you find that we are paying more than the private sector and that is unjustifiable,” he said.

How do we justify these hefty salaries to residents? We simply have no leg to stand on when it comes to what executives are being paid,
