The mother of the late Wedza police station Officer in Charge Inspector Maxwell Hove, who was allegedly shot dead by <a href="http://www.pindula.co.zw/Jaison_Muvevi">Jaison Muvevi</a>, has blamed her son’s death on obsolete Zimbabwe Republic Police (ZRP) equipment.
Hove (43), as well as apostolic sect member Cripsen Kanerusine (62) and Munashe Mujani (20) —a shop attendant, <a href="https://zero.pindula.co.zw/gunman-shoots-4-killing-officer-in-charge-wedza-prophet-and-another-person/">were shot dead by Muvevi</a> in Wedza on January 13.
A video circulating on social media shows Inspector Hove’s emotional mother telling senior ZRP officials at the late top cop’s burial in Chinda Village in Mberengwa, that the outdated police vehicle and gun involved in the frantic shooting incident which also left another officer seriously injured, is to blame for her son’s death.
Said the mother:

I am a bereaved mother whose heart bleeds for her son’s death. Forgive me, but you have to listen to me, I am very hurt because my son could not escape from the police vehicle he was in because its door could not open.
How is it possible that the door of a police station vehicle failed to open? Even if you were in my shoes, you would be hurt under such circumstances as a mother. Maybe if the door of the vehicle had opened, the story could have been different.
If that vehicle had doors expected of a police vehicle, maybe my son would be alive.
Secondly, I was told the gun he was using failed to discharge. The ZRP needs state of the art firearms not those of the Ian Smith era that are outdated. Provided modern weapons, our police officers will feel safe in the conduct of their duties.

Muvevi is currently in police custody and appeared in court today facing three counts of murder and attempted murder.

Mother Of Murdered Wedza Cop Blames Outdated Police Equipment For Son’s Death

Police officers have reportedly been ordered to attend civic education meetings coordinated by the ruling party where they undergo ZANU PF ideological reorientation.
During the civic education meetings, ZANU PF officials are reportedly pleading with police officers to vote for the ruling party in the upcoming general elections.
ZRP national spokesperson Assistant Commissioner Paul Nyathi confirmed the training to NewsDay but professed ignorance of ZANU PF’s involvement. He said:

I can confirm that the police are undergoing [civic education] training.
But as to the allegations [that ZANU PF is facilitating], I am not aware.

NewsDay reported that on Monday, 16 January, police officers from various provinces spent the day attending the “training” programme in Murewa and Chivhu in Mashonaland East province.
ZANU PF officials promised to improve cops’ welfare if it wins this year’s general elections.
The ZANU PF officials were accompanied by police commissioners and superintendents.
Police officers were made to sing ZANU PF songs and chant its slogans, reported NewsDay.
Junior police officers are reportedly angry with the development, accusing high-ranking officials of using them for their own benefit.
A message posted by a police officer on one of their WhatsApp groups read:

They (the chefs) get cars, hefty salaries, they live in mansions apa basa ravo ndere kuco-ordinator vopa maorders chete (their job is only to co-ordinate and give orders) What about us?

University of Zimbabwe (UZ) political science lecturer Eldred Masunugure said State institutions should be non-partisan. He said:

If it is really happening that police are under Zanu PF training, it is unconstitutional.
It is up to the affected stakeholders to challenge that in a court of law. It is clear-cut political interference.
Political parties, watchdogs, or prospective candidates should challenge that.
That is an (un)ambiguous abuse of the Constitution.

Police Officers Forced To Chant ZANU PF Slogans | Report

The Zimbabwe Republic Police (ZRP) says the ZWL$1.5 billion allocated to the force for the procurement of equipment in the 2023 national budget is not enough considering that the country is headed for general elections next year.
Elliot Ngirande, the ZRP deputy commissioner general, said Treasury allocated ZWL$1.5 billion for the procurement of ammunition, which was far much less than the ZWL$6.8 billion requested by the ZRP.
He made the remarks on Tuesday while addressing the Parliamentary Portfolio Committee on Defence and Home Affairs on the 2023 national budget presented last week by Finance Minister Mthuli Ncube. Said Ngirande:

Given the impending general elections in the year 2023, the organisation has to adequately prepare for the usual public disorder situations.
… the police service is a critical stakeholder (in the 2023 elections), the proposed budget seeks to ensure that police operations are enhanced in order to achieve a peaceful environment conducive to the conduct of free and fair elections.
The pre-election period is normally associated with a hive of political activity as contesting parties scramble to mobilise support.
Police deployments are anticipated to increase in order to adequately police political gatherings.
This budget item caters for the acquisition of replacement firearms and replenishment of ammunition to adequately equip all Policeestablishments.
Arms and ammunition are a critical component in police duties which include VIP and VVIP guards and escorts, counter insurgents, hostage rescue, and escorts of precious minerals and other valuables, tracking and escorting dangerous and armed criminals, as well as protection of vital installations.

ZRP RECRUITMENT EXERCISE
The Zimbabwe Republic Police is recruiting suitably qualified candidates who are Zimbabwean citizens, physically fit to join the Organisation as General Duty Constables and train for a Diploma in Police Studies at Morris Police Academy, an affiliate of the University of Zimbabwe.

A number of people have been making a living out of selling second-hand clothes that are imported from neighbouring Mozambique, Zambia and other countries.
Many Zimbabweans cannot afford new clothes as the majority are not employed or a being paid paltry salaries that cannot meet all their necessities.
Resultantly, they have turned to businesses that sell second-hand clothes, who are usually informal traders, to clothes themselves and their families.
The development has had a toll on formal traders who are the taxpayers who contribute to the national fiscus.
Formal traders pushed the government to take action on informal traders, the hard-to-tax sector, or risk the closure or flight of formal traders.

ZRP Intercepts Bales Of 2nd-Hand Clothes In Dumped Car

A 32-year-old police officer has appeared before the courts after he was arrested for taking a bribe from an illegal beer outlet.
The cop, Charles Maruta, allegedly arrested the complainant who was operating an illegal beer outlet but upon arrival at the Police Station, he demanded a bribe in exchange for his release.
It is the state’s case that the complainant gave Maruta 30 United States dollars and was released from police custody.
The complainant, however, then filed a police report leading to Maruta’s arrest. Maruta was charged with bribery and criminal abuse of duty.
During his court appearance this Wednesday, Maruta was granted a ZW$10 000 bail and remanded to the 5th of April.
Corruption has been rampant in the country despite calls by the government for public officials and the nation at large to refrain from underhand dealings.
The incumbent case is considered petty corruption as there are reports that some senior government officials have been stealing millions of dollars at the expense of the whole nation.
Last year, then-Health Minister Dr. <a href="https://zero.pindula.co.zw/breaking-ed-fires-obadiah-moyo/">Obadiah Moyo was dismissed from office</a> after he had been accused of abusing US$60 million which was set aside for the procurement of COVID-19 equipment.
It is estimated that Zimbabwe is losing about US$3 billion every year through illicit deals and the smuggling of mineral resources including gold and diamonds.

32-Year-Old Police Officer Arrested For Taking A Bribe

Police in Mashonaland West have dismissed claims which say they have arrested a wife basher who was recorded by a relative beating his wife over a sim card recently.
Provincial police spokesperson, Inspector Margaret Chitove said the information about the arrest was false and misleading. Shea said:
<blockquote>We have not arrested the said man and all our police stations in Chinhoyi have not recorded that arrest. Our Victim Friendly Unit, central charge office and crime unit have not recorded the arrest.
We are, however, working with all the stations in the province to be sure, but as far as we are concerned, the message currently circulating is misleading.</blockquote>
Inspector Margaret Chitove also said police had also not recorded the death of any woman who has committed suicide from related marital problems.
A message currently circulating on Whatsapp claims that the man was taken to a local police station while the woman who recorded the video was said to be on the run.
The message also claims that the wife died after committing suicide.

The video clip attracted wide criticism from people across all walks of life including Women’s Coalition of Zimbabwe (WCOZ) provincial coordinator, Ms Jane Mazhambe who also urged people to report any gender-based violence to the police.
In the video, a relative of the unidentified man who also recorded the video is heard advising the man not to kick the woman on the head.

Police Deny Reports Saying They Arrested Wife Basher

The Zimbabwe Republic Police (ZRP) has expressed concern over reports that some members of the public were wearing face masks branded with the ZRP logo.
ZRP issued a statement noting that those caught on the wrong side of the law would be charged under Section 66 of the Police Act, Chapter 11. Reads the statement:
<blockquote>This headquarters had noted with great concern that some members of the public are putting on masks inscribed with a police logo and a badge.
Members of the public are tarnishing the image of the organisation by abusing the facemasks inscribed with a police logo and a badge STOP Section 66 of the Police Act Chapter 11.10 states that any person who wears any uniform or distinctive barge or button of the police service or anything or anything which may reasonably be mistaken for any such uniform CMM badge or be as likely to deceive CMM barge unless he is a member of the police force entitled to wear such uniform CMM barge or button shall be guilty of an offence and liable to a fine not exceeding level five or imprisonment for a period not exceeding six months or to both such fine and such imprisonment STOP.</blockquote>
The ZRP directed producers of police inscribed masks to “stop forthwith” adding that facemasks inscribed with a police logo and badge are to be confiscated from police members and the public.
ZRP added that it has no branded face masks yet, adding that those wearing such masks were merely impersonating the police.

Seven men have been arrested in Matebeleland South after they allegedly robbed a police officer and his colleague at knifepoint on Monday around 10 PM.
The development was confirmed by Matebeleland South provincial police spokesperson Chief Inspector Philisani Ndebele who said the incident occurred in Mawabeni area.
Philisani said the two complainants who were travelling along the Bulawayo-Beitbridge Highway stopped at Mawabeni area for a recess and they were attacked by the gang which fled with US$75, R250, $450, a car battery, cell phone and driver’s license.

The complainants tried to flee in their vehicle but the gang pursued them and blocked their vehicle. The first complainant who is the police officer who was driving the vehicle managed to escape and left his companion behind.

The matter was reported to the police who attended the scene and the second complainant was ferried to the nearest hospital where he was treated and discharged</blockquote>

Gang Of Seven Arrested For Robbing A Police Officer

Zimbabwe Republic Police on Thursday arrested a gang that was allegedly manufacturing counterfeit money in Bulawayo, the second-largest city in Zimbabwe.
Cite reports that the raid at a house in Northend suburb came after an 18-year-old woman identified as Chantelle Sibalwa was arrested after trying to use a fake US$1000 to buy a takeaway meal at a Chicken Inn outlet along Fort Street.
Sibalwa was taken to the police station and later to her place of residence where counterfeit money and equipment believed to be used in the manufacturing process was found at the place.
Bulawayo police spokesperson Inspector Abednico Ncube confirmed the incident.
<blockquote class="wp-block-quote">We confirm that we investigated a case where fake money was used, some arrests were made including the recovery of the computer that was used to print the fake money.</blockquote>
An internal police memo notes that Sibalwa produced from under her mattress, a bunch of fake notes in the following denominations; 12 × US$100-00, 4 × US$50-00, 11 × US$10-00, 13 × US$5-00 and 17 × R100-00. The total amount of fake notes recovered was US$2265-00 and R1 700-00.
It also notes that police recovered an HP Diskjet printer Serial number CN442175TZ, bond paper, rulers and razor blades which are believed to be the equipment for manufacturing fake notes.
Chantelle implicated her boyfriend’s young brother, Onesmus Zimunya, who was also arrested after he was found with a fake US$10 in his pockets.
Inspector Ncube urged members of the public to be wary of illegal foreign currency dealings as counterfeit money could have found its way through those channels.

Zimbabwe Republic Police Arrest Suspected Counterfeit Money Manufacturers

The Herald, a Zimbabwean state-run publication has said the United Nations has always allowed governments to suspend citizens’ right to assembly on certain grounds including when public health is at stake.
The publication reports when the Zimbabwean government is seeking to thwart the planned anti-government protests slated for this Friday on the basis that they will worsen the spread of the coronavirus.
The Herald cites the United Nations’ International Covenant on Civil and Political Rights, signed by 173 countries which it says has always allowed the suspension of some rights and freedoms.
It also cites the “general comment,” a document written by Christ of Heyns which notes that the UN agreement sets the protesters’ and police’s expected behaviour during a crisis. The document reads in part:
<blockquote>The protection of ‘public health’ ground may exceptionally permit restrictions to be imposed, for example, where there is an outbreak of an infectious disease and gatherings are dangerous.</blockquote>
There is an impasse between the state and organisers of the anti-corruption protests who are saying the citizenry has the right to assemble and protest against rampant corruption in the country.

The Zimbabwe Republic Police has notified its members that all vacations and off and leaves have been cancelled except for those on maternity leave.
The notice stated that police officers will be deployed on the 31st of July. Reads the notice:

The Zimbabwe Republic Police has said that it will be extra vigilant to make sure that individuals who are not authorised to enter into central business districts are blocked.
National police spokesperson Assistant Commissioner Paul Nyathi said they will be thorough on exemption letters to make sure they are not bogus. He said:
<blockquote>For companies or organisations, employees should have letters from the chief executives or general managers stating the place, days and times of reporting on and off duty. The contact details of the chief executive officer should also be indicated in the letter.
Ministries and parastatals at national level need an exemption letter from directors and above stating the duty, place, days and times of reporting. At provincial level, an exemption letter from the provincial head stating the duty, place, days and times of reporting. The letter should also indicate contact details of the responsible person.
Commercial farmers should have an offer letter or lease agreement and an exemption letter certificate from their local police officer in charge while communal farmers should have a supporting letter from the headman or village head stating the business to be done, the date, time, place and an exemption letter from the officer in charge. The contact details of headman or village head to be indicated.</blockquote>
These demands follow the recent review of lockdown regulations by president Mnangagwa at the backdrop of a surge in coronavirus infections.

The Zimbabwe Republic Police (ZRP) has appealed to victims of assault to come forward and report the abuse.
ZRP said in a statement:
<blockquote>Two videos have surfaced on social media where 3 women are seen assaulting a hapless woman who is stark naked and is pleading with the women to stop the abuse.
The second video depicts a young man who is drenched in mud, with his hands tied behind the back.
A man is seen assaulting the young man with a switch and forcing him to confess to a theft involving batteries. We are appealing to the victims or anyone with information to come forward and report these acts of violence.
Reports can be lodged at the nearest police station or telephone 0242703631.</blockquote>

Police Appeal To Victims Of Assault To Come Forward

The government, through the Ministry of Ministry of Information, Publicity &amp; Broadcasting, has provided information regarding a clash in the Harare CBD between police and some members of the public on Saturday 11 May.
According to the government, the clash started after ZRP officers had arrested a suspected cellphone thief. The officer were pelted with stones resulting in the damage of their vehicle. The suspect fled.

<blockquote>Today around Corner G Silundika and First Street, Police arrested a suspected cellphone robber but were pelted with stones and other missiles leading to the suspect escaping with the cuffs. A police car was damaged and tearsmoke was deployed. 2 suspects are now in custody.</blockquote>
The information ministry did not clarify if indeed anyone had been shot by the police.
Yesterday, <a href="https://news.pindula.co.zw/2019/05/11/vendor-shot-in-alleged-clash-between-zrp-officers/">information posted on social media</a> suggested that the police had clashed with street vendors resulting in one individual being shot.

Government Clarifies On Police Shooting Incident In Harare

A street vendor was apparently shot and injured by the ZRP police offers during a clash between the police and the vendors. A tweet by a former ZINSAU student leader Makomborero Haruzivishe on Saturday afternoon claimed that the vendor had been shot as police “fought vendors off the streets”.
It’s not yet clear how the clash started and how the individual ended up getting shot.

Vendor Shot In Alleged Clash Between ZRP Officers and Harare Vendors

The Zimbabwe Republic Police has arrested two people who were part of a  gang of four,  suspected of stealing a vehicle on May 4 in Harare’s Central Business District. The police said in a statement:
<blockquote>Two accused persons were arrested for Theft from Motor Vehicle which occurred in Harare Central Business District on 04 May 2019 at around 1600 hours. The two accused persons were part of a gang of four when they approached a motorist who was seated in his vehicle.</blockquote>
In another case, police arrested two suspects for smuggling an excavator and tractors from Mozambique. The police statement reads as follows:
<blockquote>Police in Manicaland has arrested two suspects for smuggling an excavator and a Tractor from Mozambique to Zimbabwe through an illegal crossing point in Katiyo.
Police received information from an informer and acted swiftly to the tip-off and managed to arrest the duo and recovered a Massey Ferguson 4×4 tractor, a trailer, bowser and a yellow excavator parked at a certain estate.
We urge the public to refrain from engaging in nefarious activities such as smuggling as this impact negatively on the economic development of the country.
Perpetrators of crime will be dealt with in accordance with the law. Meanwhile, the ZRP applauds members of the public for their co-operation in supplying information that led to the arrest of the suspects in Manicaland.</blockquote>

Police Nab 2 For Smuggling Tractor, Excavator From Mozambique

Zimbabwe Republic Police (ZRP) has appealed to the public to help in the fight against crime.
Speaking at the official launch of the reinvigoration of the Harare Suburban District Client Service Charter in Hatcliffe on  Friday, Harare Suburban District’s Chief Superintendent Smart Matongo said the police welcome public participation. Said Matongo:
<blockquote>ZRP has an open door and welcomes public participation in policing. Such a platform encourages the mutual exchange of ideas, the chief aim being that of facilitating a crime-free society. Your ideas and participation in policing is an important treasure which has perennially allowed us as the ZRP to grow in providing the highest international standard of policing. While crime knows no boundaries, I urge you all to work together with local police, put resources together, share information to expose crime and criminals in your communities and ensure that they are brought to book.</blockquote>

Police Urges Public To Assist In Fighting Crime

Transport and Infrastructural Development Minister Joel Biggie Matiza announced that those unable to register their cars owing to a shortage of number plates should obtain Temporary Identification Cards (TICs) for indefinite use as Government works on addressing the matter.
TICs were usually 14 days. Said Matiza:
<blockquote>Any newly-imported vehicles may not be driven on our public roads until and unless they have some form of acceptable and displayed identification documents such as Temporary Identification Cards (TICs). The validity period of Temporary Identification Cards has with immediate effect, and in consultation with the Commissioner-General of the Zimbabwe Republic Police, been relaxed to run for an indefinite period from the date of issue, and until further notice from the statutory standard 14 days. Again and in consultation with the Commissioner-General of the Zimbabwe Republic Police, Government has decided to allow the use of Temporary Identification Cards throughout the country without confining usage to a specific and or confined route, again for an indefinite period from the date of issue until further notice. The foregoing official documents (TICs) are readily available at the Motor Industry Association of Zimbabwe (MIAZ) in all the major cities in the country and at all major border entry points and there should not be any excuse whatever for failure to display them while on our roads.</blockquote>

Number Plates Shortage: Govt Urges Use Of Temporary Identification Cards (TICs)

The Zimbabwe Republic Police (ZRP) and the Zimbabwe Defence Forces (ZDF) have issued a joint press statement on reports of soldiers beating up people in high density suburbs.
Police say that they have received reports on only 3 incidents. Two of the cases involve soldiers’ houses being stoned by unknown assailants.

<blockquote>JOINT STATEMENT BY ZIMBABWE DEFENCE FORCES AND ZIMBABWE REPUBLIC POLICE 
The Zimbabwe Defence Forces and Zimbabwe Republic Police wish to inform the nation that we have noted with concern media messages/ footage detailing alleged assaults by soldiers. We wish therefore to categorically state that we condemn all forms of violence in whatever form and assure the nation that any such cases which have been brought to the attention of the police will be investigated without fear or favour. Investigations on reported cases are underway as we continue to monitor the situation. 
We confirm that only three cases have been reported to the police one at Machipisa, Chitungwiza and Mabvuku police stations respectively. The first case was perpetrated by unknown assailants who were driving a white pickup and wearing civilian attire who stormed a house and beat up the occupants. 
The second one was perpetrated against a soldier who had his house stoned in Chitungwiza by unknown assailants and a similar modus operandi was used in Mabvuku where another soldier’s house was also stoned by unknown assailants. 
We urge members of the public who have witnessed such incidents, fallen victim or have knowledge of the assaults to report to the police on the following hot line numbers 0242 748836, 703631 or any nearest police station for swift action to be taken by authorities. 
We have set up standby teams that are ready to swiftly respond to such incidents. Where possible, without endangering yourself please try, to capture images of such assailants. Some of these individuals might be criminals masquerading as soldiers. We assure the nation that we are ready to protect the through efficient discharge of our duties.</blockquote>

Matabeleland North provincial police spokesperson, Assistant Inspector Siphiwe Makonese has revealed that the ZRP has completed a regional operation targeting fugitives, who abused women and children. The operation titled Operation Basadi was conducted together with the South African Police Service (SAPS) run from May 7 and 9. Said Makonese
<blockquote>We are working in partnership with the South African Police Service. There was a resolution passed by Sadc, where this operation was to be carried out targeting persons wanted for crimes against women and children.
The province had many unresolved cases of crimes of passion including, domestic violence, murder, human trafficking, child marriages, child and drug abuse, online sexual abuse, rape and other sexually related abuses like indecent assault and exposure and most offenders are on the run. We shall see after gathering all the information how many we managed to arrest or get a lead.</blockquote>

Police Complete Regional Operation Targeting Fugutives Who Abused Women, Children

At least two people died after a police officer opened fire near Seke Road flyover today. This was after a kombi driver refused to comply with the directive banning Kombis in CBD. 
Reports suggest that at least 3 police cars were torched by citizens in protest. Some journalists are detained at Harare central police station. Reports state that trouble started when a police officer approached a kombi plies the Chitungwiza-Harare route at the Seke road flyover.  After firing a warning shot the police officer then fired and hit an elderly man who had nothing to do with kombi and he died instantly.  After firing another warning shot the police officer struck again and caused a second death while a lady vending groundnuts was wounded by gunshot. Unconfirmed reports say a third person died on the way to hospital.

UPDATED: Police Fire Gun Shots In CBD, Two Dead

The Zimbabwe Republic Police (ZRP) has been named as one of the worst police forces in the world, something which may not come as a surprise to many locals and tourists who have visited the country. The ZRP has been roundly criticised by locals for its indiscriminate use of spikes and has been accused of extorting motorists at the numerous roadblocks.  President Robert Mugabe himself has also spoken against corruption from traffic police officers.
According to the World Internal Security and Police Index (WISPI) which was produced by the International Police Science Association (IPSA), the ZRP was ranked at position 102 out of 127 nations with a score of 0.438. The best-ranked force in the world was Singapore with a score of 0.898 while the best-ranked police force in Africa was Botswana with a score of 0.685. It was followed by Rwanda which had a score of 0.683. Globally Botswana and Rwanda ranked 47th, and 50th respectively.

The aim of the WISPI is to, firstly, measure security provider performance across the four domains of internal security: capacity, process, legitimacy and outcomes.

Video: Police Fire At Protesters In Harare CBD

A police officer was beaten by an angry mob for causing an accident after he grabbed the steering wheel from the kombi driver. An unnamed passenger told The Chronicle that a police officer had ordered a kombi driver to drive to Drill Hall Police Station but changed his mind and seemed to ask for a bribe. The driver did not to cooperate, resulting in the cop grabbing the steering wheel.
The Bulawayo United Public Transporters Association (Bupta) kombi uprooted a pillar and crashed into a glass display at a hardware shop at the corner of Third Avenue and Lobengula Street in Bulawayo around 10AM. Witnesses said the commuter omnibus which had been impounded by police at a check point near McKeurtan Primary School “dangerously zigzagged across the road” as the driver and the unnamed cop wrestled for the steering wheel. The driver is said to have sustained minor injuries. Bulawayo provincial police spokesperson Inspector Precious Simango yesterday said she was yet to receive a report of the issue.
