President Paul Kagame has announced that Rwanda will allow all Africans to travel to that country without the need for a visa. This move is aimed at promoting the free movement of people and trade within Africa, similar to the Schengen zone in Europe.
President Paul Kagame made the announcement in Kigali on Thursday, highlighting the potential for Africa to become a unified tourism destination, Associated Press’ Emmanuel Igunza reported. Currently, 60% of tourists visiting Africa are from outside the continent. Said Kagame during the 23rd Global Summit of the World Travel and Tourism Council:

Any African, can get on a plane to Rwanda whenever they wish and they will not pay a thing to enter our country” 
We should not lose sight of our own continental market. Africans are the future of global tourism as our middle class continues to grow at a fast pace in the decades to come.

Once implemented, Rwanda will become the fourth African country to remove travel restrictions for Africans. Other countries that have waived visas to African nationals are Gambia, Benin and Seychelles. Kenya’s President <a href="https://www.pindula.co.zw/2023/10/30/president-ruto-says-kenya-will-remove-visa-requirements-for-african-visitors-this-year/">William Ruto announced Monday plans to allow all Africans to travel to the East African nation visa-free</a> by December 31. Said Ruto at an international summit in Congo Brazzaville:

The African Union (AU) launched an African passport in 2016, with the aim of promoting the free movement of people within the continent. However, so far, only diplomats and AU officials have been issued the passport. The AU also launched the African Continental Free Trade Area, which aims to create a single market for the continent and boost economic development.

President Kagame Announced All Africans To Travel To Rwanda Without Visas

Rwanda’s President Paul Kagame has confirmed that he will run for a fourth term in 2024.
The 65-year-old former rebel leader has been considered the country’s de facto leader since the end of the 1994 genocide.
Kagame was returned to power – with over 90% of the vote – in the 2003, 2010 and 2017 elections.
Speaking to <a href="https://www.jeuneafrique.com/1483925/politique/paul-kagame-le-probleme-nest-pas-entre-moi-et-tshisekedi-mais-entre-tshisekedi-et-le-m23/">the French-language magazine Jeune Afrique</a>, Kagame said he was ready to serve Rwandans for as long as he can. He said:

I am happy with the confidence Rwandans have shown in me. I will always serve them as long as I can. Yes, I am indeed a candidate.
</blockquote>
Human rights groups accuse Kagame of ruling in a climate of fear, stifling dissent and freedom of expression.
In 2022, HRW’s Central Africa director, Lewis Mudge, <a href="https://www.bbc.com/news/world-africa-62105226">told the BBC</a> that “Rwanda is a country where it’s very dangerous to oppose the government, let alone to be a political opponent”.
The Rwandan government has denied involvement in the killings of prominent opposition figures while in exile.
In 2014, Kagame warned that those who betray the country will face “consequences”.
Jeune Afrique asked Kagame what the West would think about his decision to run again and his response was:

Personally, I no longer know what corresponds to Western values. What is democracy? Is the West dictating to others what they should do? But if they violate their own principles, how do we listen to them?
Seeking to transplant democracy to someone else is already a violation of democracy in itself. People are supposed to be independent and should be allowed to organise themselves as they wish.

Despite leading his then-rebel group, the Rwanda Patriotic Front (RPF), which came to power in 1994, Kagame only became president in 2000 following the resignation of Pasteur Bizimungu.
In 2003, Rwanda adopted a new constitution giving the president a seven-year tenure renewable once.
But this was amended in a referendum in 2015 where 98% of the vote approved the changes.
The changes allowed the president to run for a third seven-year term and then serve two further five-year terms starting in 2024.

The United States of America has said it banks on Rwanda’s influence on the March 23 Movement (M23) to encourage the militant group to genuinely pull back from the Democratic Republic of Congo. In August this year, Rwandan troops attacked soldiers inside DR Congo and aided the M23 rebel group with weapons and support, a United Nations group of experts said. DRC repeatedly accused Rwanda of backing the M23, which stems from the long fallout from the 1994 genocide in Rwanda and has captured swathes of territory in recent months. Kigali repeatedly denied supporting M23. From State Secretary Antony J Blinken’s remarks, it is apparent that the U.S. is of the view that Rwanda supports M23. Pindula News presents an extract from Blinken’s press statement:

QUESTION:  DRC: You mentioned – you mentioned the DRC in your remarks. You met with President Tshisekedi. If not mistaken, you didn’t meet with President Kagame. What was the reason for not meeting with him? Does that indicate any sort of pessimism with controlling the M23 situation in the eastern DRC?
SECRETARY BLINKEN:  Great.  Shaun, thank you very much.  Let me say this a little bit more broadly before addressing the specific conflicts that you point to.  As I said a moment ago, the approach that we’ve taken – actually from day one of this administration – has been to support and empower African-led solutions to challenges the continent faces, including the conflicts that you’ve alluded to.
And from day one – whether it’s Ethiopia, eastern DRC, Somalia, Sudan – the State Department has been deeply engaged and we’ve lent our support, our assistance to the African Union, to the EAC, to other regional groupings, to individual countries to try to help solve these challenges.  That’s been the approach we’ve taken.  We believe that whenever and wherever we can find African-led solutions to these challenges, we’re going to be better off, they’re going to be more sustainable.  And I’m proud to say that our diplomats have played, I believe, important roles in helping to move some of these forward.
So with regard to Rwanda and the DRC, first of all, I spoke to President Kagame on the phone just before the summit and we had a good conversation, just as I had a chance to speak here in Washington to President Tshisekedi.  And I can say this:  There is a two-track approach that are – and these tracks are pretty much joined – the Nairobi Process and then the efforts that Angola is leading that led to an agreement in Luanda, where all sides made commitments to, in effect, pull back and de-escalate the situation.  And that’s an important agreement and, if and as it’s implemented, I think it offers tremendous promise for ending the current conflict and hopefully leading to more durable stability in the eastern DRC.
Now, a big part of that is M23 genuinely pulling back, and there, we are looking to Rwanda to use its influence with M23 to encourage that and to move that forward.  At the same time, any militarized nongovernmental group needs to stand down, and that includes groups like the FDLR, and we are looking for all sides to use their influence to ensure that that happens.  Rwandan forces need to pull back.
So the challenge now is implementation of what was actually agreed, and that’s what we’re working on with the leaders in question, but also, critically, with those who are playing a leading role in trying to reduce tensions and resolve conflict – notably, Kenya, Angola, the EAC, et cetera.
So I have some hope that we now have an agreement and a process that can lead to that result.  That’s what we’re working on, and we’ll continue to engage directly with the president of the DRC, the president of Rwanda, and with all of the others in the region who are leading this effort.

Rwanda has responded to the alleged renewed provocation by the Armed Forces of the Democratic Republic of the Congo (FARDC) saying the development is contrary to claims by DRC that it was committed to a peaceful resolution to the conflict in that country. In a statement seen by Pindula News, Rwanda rejected claims that it was sponsoring rebel groups in DRC. Read the statement:

Contrary to the assertions of the President of DRC that his country is focused on a diplomatic solution to the insecurity in eastern DRC, recent statements and actions show that the DRC Government is decided on a course of continued military escalation. Furthermore, FAROC continues to operate alongside irregular armed militias, including FDLR.
FARDC’s buildup to renew attacks on M23, a Congolese armed group, is in violation of the agreed regional security mechanisms, including the Nairobi and Luanda processes. Continued public incitement on the basis of ethnicity, use of heavy weaponry, targeting of Rwanda’s border zone, and baseless accusations against Rwanda are unacceptable.
Despite continued provocations by DRC authorities and armed forces, Rwanda reiterates its firm commitment to contributing to a sustainable, peaceful regional security solution within the agreed regional frameworks. However, the continual, unjustified attempts to make Rwanda a scapegoat for the internal political problems of DRC will continue to be categorically rejected.

The current crisis erupted in November 2021, when the largely defunct March 23 Movement (M23) militant group carried out strikes on military positions of the FARDC in the villages of Chanzu and Runyonyi in North Kivu Province, just west of the Ugandan and Rwandan borders. 
The longstanding rivalry between Uganda and Rwanda in the DRC and the Great Lakes region is a key driver of the current crisis. There is a profound level of mistrust at all levels, between the DRC and its neighbours, particularly Rwanda, Uganda, and Burundi, as well as between all of these neighbours.

Rwanda Responds To "Renewed Provocation" By DRC Armed Forces

President Emmerson Mnangagwa has said Rwanda President Paul Kagame helped Zimbabwe secure US$800 million in funding for its rural electrification programme.
Mnangagwa made the comments in Chiredzi on Saturday afternoon while addressing thousands of villagers during a ZANU PF “Thank You Rally”.
The President added that Kagame will attend the unveiling of the rural electrification programme at the end of this month. He said:

We have a programme which is coming at the end of this month. President Kagame of Rwanda is visiting us for this occasion.
This is after I spoke to him to say, fellow brother, our country Zimbabwe is under sanctions but we have a programme to ensure everyone has access to electricity wherever they are.
President Kagame then spoke to his friends and he secured US$800 million. So that’s the facility he is coming to launch.

Mnangagwa said the current shortages of electricity in southern Africa have been caused by economic growth. He said:

If you go to Rwanda and see what President Kagame has done in the villages, it is well organised. Over there (in Rwanda) they work in unity with government assistance.
That way, there is no family left behind because every household is assisted out of poverty.
There is a shortage of electricity in the country and the SADC (Southern African Development Community) region.

Paul Kagame Mobilises US$800 Million For Zimbabwe’s Rural Electrification

The first batch of Zimbabwean teachers assigned to Rwanda is set to travel in mid-October. 224 teachers will be leaving for the East African nation.
Zimbabwe and Rwanda signed a <a href="https://zero.pindula.co.zw/rwanda-recruits-teachers-from-zimbabwe/">Memorandum of Understanding</a> last year which will see Zimbabwean teachers to the central African country to cover a skills gap.
The minimum requirements for the educators were a bachelor’s degree and post-graduate qualification, according to a recruitment manual that was jointly agreed to facilitate the hiring.
Leona Musekiwa and Faith Mukunditsa who are among the top education experts travelling to Rwanda under a government-to-government agreement told ZBC News that they will perform diligently. Musekiwa said:

I am very excited, I never thought I would make it this far. I want to thank our President for opening this opportunity for us and trusting us to be ambassadors to Rwanda. I am very happy.

First Batch Of Zimbabwean Teachers Set To Leave For Rwanda

Rwanda has scrapped a requirement for face masks in public, easing its strict coronavirus restrictions.
Rwanda’s vaccine rollout has been among the fastest in Africa, and around a third of its 13 million people have got booster shots. The prime minister’s office said late Friday:

Wearing face masks is no longer mandatory. However, people are encouraged to wear masks indoors.
Citizens and Rwanda residents must be fully vaccinated in order to access public places (including public transport). Fully vaccinated means having two doses and a booster when eligible.

The authorities also announced that visitors will no longer have to take PCR tests, but can take antigen tests instead before travelling and after arriving.
Since the pandemic, Rwanda has implemented a rigorous testing and contact tracing regime, recording 1 459 COVID-19 deaths. A number of countries have removed the face mask requirement as coronavirus cases decreased.

Zimbabwe has started working on bilateral arrangements with Rwanda to export local teachers to the east-central African country, a senior government official has said.
Public Service, Labour and Social Welfare Minister Paul Mavima said the government was excited to co-operate with Rwanda on the exportation of teachers.
This comes after Rwandan President Paul Kagame called for the importation of Zimbabwean teachers.
Kagame was speaking during the Zimbabwe-Rwanda Investment and Trade Conference in Kigali last week where he called on the two nations to work closely and provide teachers to his country.
Mavima expressed excitement over Kagame’s proposal saying Zimbabwe should benefit from human capital development. He said:

I’m really glad that the Rwandan President has called on us to provide teachers. We are going to work as quickly as possible to come up with that bilateral arrangement.
And this one would serve as a model that we can use in other areas. We have medical professionals who are going abroad, we have social welfare officials who are going abroad, we have engineers who have gone to many places.
We need to have a formal programme that makes sure that our country is benefiting from human capital development. By the way, the development of human capital is a national responsibility.
We put money into training teachers, nurses and engineers, and we should, as a country, also benefit when our people go abroad.

He said countries such as China and Cuba, among other nations, benefit from exporting their skilled workers.
Mavima also said through a bilateral agreement, Zimbabwe could earn foreign currency by taxing professionals working in other countries. He added:

This would be the first of its kind so that next time when we export our human capital, we would already have a model which we can base on. It’s unlike in situations where people migrate individually and go to other countries.
This time it’s going to be a bilateral arrangement; we will know how many teachers we have sent there.
We will also know what conditions of service they are going to work under, what kind of protection they have, what kind of taxation system, how do we have a system that part of their taxation in Rwanda benefits Zimbabwe in a formal manner.

Zimbabwe Ready To Export Teachers To Rwanda

A Rwandan court has sentenced Yvonne Idamange, a Rwandan Youtuber known for her critical YouTube comments on President Paul Kagame, to 15 years in prison.
The prosecution sought a 30-year sentence and a Ksh. 663,300 fine but the court handed the mother of four a 15-year jail term and also fined her around Ksh.221100.
Ms Idamange was found guilty on all six charges she faced, including inciting insurgencies or public uprisings and defaming genocide commemoration artefacts.
She was also convicted of spreading rumours, assault and causing bodily harm, obstructing the work of law enforcement agencies, and issuing a bouncing check.
According to the Judge, the accused published several videos on YouTube with the intent of inciting insurgencies, causing instability, and tarnishing the image of the government and its leadership.
The court determined that Idamange made false and disparaging claims with the intent of inciting people to rebel against the government, as well as intentionally made claims about the life of the President of the Republic, knowing full well that they were false.
In one of the videos, Idamange claimed that the Head of State “died a long time ago” and that citizens should protest at Village Urugwiro, demanding to see his body. Idamange went on to call the government a “bunch of bandits.”
The court also heard Idamange claim that COVID-19 had become a new tool for the government to repress people, replacing the 1994 Tutsi Genocide, and that the government had turned Genocide memorial sites into tourist attractions.
Idamange reportedly refused to cooperate with police officers when they arrived to arrest her on February 15 and when they finally gained entry, she assaulted one of the officers with a bottle, injuring him in the process.

Rwandan YouTuber Handed 15-Year Jail Term For "Inciting Insurgencies"

Rwandan President Paul Kagame’s remarks on Zimbabwean teachers at the inaugural Rwanda Zimbabwe Trade and Investment Conference on Wednesday, have set social media on fire with some professionals showing interest in working in the tiny central African nation.
A video clip captured by the Rwanda Broadcasting Authority’s Rwanda Television, circulating on Facebook, Twitter, Instagram and WhatsApp, shows Kagame telling Zimbabweans that he is interested in hiring the country’s teachers.
Zimbabwean teachers are currently demanding salary increases of up to US$580. An ordinary family of six in Zimbabwe now needs ZWL$39,924 to cover its monthly expenses, according to the Zimbabwe National Statistics Agency (ZIMSTAT).
Kagame is quoted by Rwanda TV as saying:

I heard the presentations made to us, very important things we can do together, what each country offers so on and so forth. I want to emphasize one thing. I think there is a deputy CEO of RDB (Rwanda Development Board) who mentioned in passing what Zimbabwe can offer in the area of education. He talked about equipment or something.
Before equipment, I want people. I think Zimbabwe can offer us good teachers. So please work on that as a sense of urgency … You can find whatever number you find of quality teachers. I think we can absorb.

Zimbabwe’s education is highly rated worldwide. Zimbabwe Can Offer Us Good Teachers - Rwanda President Paul Kagame

A former Rwandan army colonel convicted for his role in the 1994 genocide during which about 800 000 people were massacred has died in Mali, where he was in prison.
Théoneste Bagosora, 80, was a senior figure in Rwanda’s ministry of defence at the time of the killings.
A UN-backed criminal tribunal sentenced him to life in prison, but the sentence was later reduced to 35 years.
His son Achille told the BBC he died at a hospital in Bamako, where he was being treated for heart issues.
Most of the people who died during the civil war were from the Tutsi ethnic group.
The massacres began after a plane carrying Rwanda’s then-President Juvenal Habyarimana was shot down on 6 April 1994, killing everyone on board.
Bagosora was arrested two years later in Cameroon, where he had fled to after Paul Kagame’s Rwandan Patriotic Front seized power.
In 2008, the International Criminal Tribunal for Rwanda found him guilty of crimes against humanity, and for orchestrating the murder of several political figures, including Prime Minister Agathe Uwilingiyimana.
At his trial, Bagosora maintained he was a victim of propaganda by Rwanda’s current Tutsi-dominated government.
Canadian General Romeo Dallaire, head of the UN’s peacekeeping force during the genocide, described Bagosora as the “kingpin” behind the killings, and alleged that the former colonel had threatened to kill him.
Earlier this year he was denied a request for early release, and was due to finish his sentence at the age of 89.

Rwanda Genocide 'Kingpin' Théoneste Bagosora Dies In Prison

Rwanda President Paul Kagame has not appointed a 19-year-old as the Minister of ICT contrary to Monday reports by some publications.
A post shared multiple times on social networking platforms across East and West Africa claims appointed Patrick Nkuriza, 19, as the Minister of New Technologies and Development. Reads the post in part:
<blockquote>Indeed, this little genius has experienced a meteoric rise to the point of obtaining the baccalaureate at 14-years-old and subsequently obtaining a doctorate in digital telecommunication engineering.
Patrick is a real gifted person who has developed several applications which allow his country to make its activities very efficient in many economic fields.</blockquote>
<a href="https://www.standardmedia.co.ke/fact-check/article/2001389026/no-president-kagame-has-not-appointed-19-year-old-minister" rel="noopener noreferrer" target="_blank">The Standard</a> reports that Rwandan authorities have dismissed the report as false as no such installation had been made.
Rwandan Minister of Foreign Affairs Vincent Biruta regarded the reports as “fake news” adding that no cabinet appointments had been made lately.
Rwanda does not have the Ministry of New Technologies and Development as alleged by the report but has the <a href="https://minict.gov.rw/home/">Ministry of Information and Communications Technology and Innovation</a> which is currently held by 37-year-old Paul Ingabire.

Kagame Has Not Appointed 19-Year-Old As ICT Minister - Report

Zimbabwe is set to join Rwanda on the Launch of Rwanda-Zimbabwe Trade and Investment Conference which is scheduled for 24-26 March in Kigali.
The conference is meant to find ways of boosting trade and investment between the two nations.
Deputy Minister of Foreign affairs and international Trade Honourable David Musabayana welcomed the initiative, describing it as a multifaceted approach that will see the two countries complementing each other in their economic aspirations. He said:
<blockquote>The economic synergy that we are about to embark on with Rwanda is going to give the Zimbabwean economy the impetus for transformation.</blockquote>
Meanwhile, Rwandan Ambassador to Zimbabwe His Excellency James Musoni said that the partnership is the first of its kind in Africa. Musoni added that his country was prepared to share with Zimbabwe its experiences of sustained high economic growth for a mutually beneficial association.
Rwanda is one of the fastest-growing economies in Africa whilst the Zimbabwean economy has been lethargic and sometimes retrogressive over the past two decades.

Zimbabwe To Join Rwanda On The Launch Of Rwanda-Zimbabwe Trade And Investment Conference

Rwanda President, Paul Kagame has said that his administration is considering exempting citizens of countries in the Commonwealth, African Union and Francophone states from paying Visa fees when entering Rwanda.
His remarks echo calls by fellow African leaders to remove Visa requirements for citizens of African states.
Others also called for the removal of duty on commodities imported from fellow African countries as a way of promoting business amongst African countries.
The same system was implemented by <a href="https://www.schengenvisainfo.com/schengen-visa-countries-list/">Schengen countries, the largest visa-free zone where 26 European countries</a> abolished their internal borders, for the free and unrestricted movement of people, in harmony with common rules for controlling external borders and fighting criminality by strengthening the common judicial system and police cooperation.
Schengen Area covers most of the <a href="https://www.schengenvisainfo.com/eu-countries/">EU countries</a>, except the UK, Ireland and although not members of the EU, countries like Norway, Iceland, Switzerland and Lichtenstein are also part of the Schengen zone.

Kagame Says Rwandan Government Considering Suspending Visa Fees To Citizens Of These Countries

Rwandese President Paul Kagame said that Zimbabwe’s political leaders have to convince their subjects first before attempting to convince outsiders of the country’s trajectory.
Kagame said this on Wednesday while addressing the media on the eve of Rwanda’s 25th liberation commemorations in Kigali. He said:
<blockquote>The Zimbabweans are irreplaceable in dealing with their own country. It has to be practical.
I hope all of us understand. Even for us, we want to show we want results. We don’t want anybody to give us credit for nothing.
So, for us, it is to say we can be with you, and work with you and share whatever we can from outside but it’s a responsibility of the Zimbabweans as has been of Rwandans. When it comes to Rwanda, there is no question about it.
We want to do something and convince our own people, later on, convince these outsiders who, or sometimes who would never be convinced. The moment you are with your people, it’s a done deal.</blockquote>
Kagame also chided Western countries for their hypocrisy by expecting Zimbabwe to implement reforms and make progress while it is under sanctions that they imposed. He said:
<blockquote>When you are under sanctions, you are being denied the tools to apply, to actually change the situation.
So, you can’t be the same person who has applied the sanctions and then you say ‘I want you to change in a very short time’ …</blockquote>

Kagame Urges Zim's Political Leaders To Convince Their People First Before Engaging Outsiders

Rwanda’s President, Paul Kagame has said that Zimbabwe’s problems cannot be turned around overnight.
Local radio, ZiFM Stereo reports that Kagame pledged to assist Zimbabwe to transform and rise from its economic dungeons. He, however, said that most of the work needs to be done by the Zimbabwean citizens themselves.
His remarks come as Rwanda is celebrating its 25th Liberation Day today in Kigali. Zimbabwe President, Emmerson <a href="https://news.pindula.co.zw/2019/07/03/president-mnangagwa-arrives-in-kigali-rwanda/">Mnangagwa has since arrived in Kigali, Rwanda</a> ahead of the commemorations.
Rwanda is considered one of the fast-growing countries in Africa. It leads in sectors such as energy, transport and Information Communication Technologies.
This is despite Rwanda having a past darkened by a <a href="https://news.pindula.co.zw/2019/04/07/world-commemorates-international-day-of-genocide-in-rwanda/">Belgium influenced genocide that took place 25 five years ago</a> when ethnic groups, Tutsis and Hutus killed each other. About 800,000 people are estimated to have perished in the genocide, most of them, people of Tutsi origin.
Exiled Rwandans formed RPF party that waged a liberation struggle against the government that was killing the Tutsis. The coalition captured Kigali leading to the formation of a coalition government.
In 2000, Parliament voted out President Pasteur Bizimungu and RPF appointed then Vice-President and Minister of Defence, Major General Paul Kagame as the President of the Republic to lead the coalition government.
Kagame was in 2003, elected with a landslide majority to serve a <a href="https://rwandamission.ch/history/">term of seven years during which he made unprecedented socio-economic and political progress.</a> In 2010, Kagame was re-elected to serve a second term and on a platform of rapid development.

Paul Kagame the President of Rwanda and the chairman of the African Union (AU) has called on the internal community to support Zimbabwe because the country was on a path of progress. Addressing the 73rd Session of the United National General Assembly in New York on Tuesday, Kagame spoke of key political transitions being held in a peaceful manner and singled out Horn of Africa countries as well as Zimbabwe. Said Kagame
<blockquote>We gather here and work together to make the United Nations more relevant to all people. The positive developments in Africa over the past year merit this body’s attention.
…This year also provided examples of regional security affairs and key political transitions being handled in a peaceful and forward-looking manner. More effective consultation and leadership is reducing the need for external mediation, and this is how it should be.
The momentous developments in the Horn of Africa (Ethiopia, Eritrea, Djibouti, and even Somalia) are the most remarkable. The region’s leaders deserve our full support, as they set aside decades of mistrust and work toward a comprehensive settlement. It is important for the United Nations Security Council to collaborate closely with the African Union to accompany this process of normalisation.
In Zimbabwe as well, the next stages on the country’s path of progress warrant steady encouragement from the international community.</blockquote>
