The ruling ZANU PF party has accused civic rights groups, the United States of America, the opposition MDC and “ghost” social media accounts of spreading “fake news” claiming that there is a crisis in Zimbabwe.
ZANU PF acting spokesperson Patrick Chinamasa on Tuesday told reporters that sections of the local media have also been recruited to spread “malice” about the country.
Chinamasa challenged foreign countries to seek clarity on what is happening in Zimbabwe from the government instead of relying on “faceless” organisations. Chinamasa said:
<blockquote>We have noted the desire to present Zimbabwe as being in a crisis that is sponsored by civic rights groups working with the US and its allies to spread malicious fake news that Zimbabwe is in a crisis of human rights violations.
Working with the MDC and ghost social media accounts and trolls created by one person, these groups are taking every opportunity they get to spread lies against the situation in our country.
They also have recruited some sections of the local media to spread the malice, some who we know are paid to do that.
While we reiterate that there is no crisis in Zimbabwe, we call upon concerned countries to seek clarity from the Foreign Affairs Ministry, Information Ministry or ourselves or visit Zimbabwe and experience the beauty, love, unity, peace and stability of our nation rather than relying on faceless organisations like Tajamuka.</blockquote>

Reports Of Crisis & Human Rights Abuses Are Fake News - ZANU PF

The ruling ZANU PF party has accused some senior officials of “burning mid-night candle” in an attempt to cause disharmony between President Emmerson Mnangagwa and his Vice Presidents, Constantino Chiwenga and Kembo Mohadi.
Reading a statement after a politburo meeting held at the party’s headquarters in Harare on Wednesday, acting national spokesperson Patrick Chinamasa singled out Claveria Chizema for allegedly keeping fliers in her home carrying a message purporting that there was an impending coup in the party. Said Chinamasa:
<blockquote>The posters had a message that there was a coup coming and had the names of the people who were behind the coup, but these posters had false information.
She failed in her duties as a senior member of the party when she did not report this to the party security or national security and, therefore, she has been suspended to pave way for investigations.</blockquote>
Chizema was suspended from the politburo yesterday because of the fliers.
In the statement, Chinamasa warned party officials reportedly colluding with outsiders to divide the party that they will be dealt with in line with the standing rules of the party’s supreme constitution.

ZANU PF Suspends Politburo Member Over 'Coup' Fliers

<blockquote>ZIMRIGHTS MEMBERS MAKE POLICE REPORTS AGAINST MR PATRICK CHINAMASA FOR INCITING VIOLENCE
Today [29 July 2020], peace-loving ZimRights members across the country flooded various police stations to make reports against Mr Patrick Chinamasa for inciting violence.
On 27 July 2020, Mr Chinamasa addressed a Press Conference at ZANU PF Headquarters where he called upon ZANU PF supporters to attack anti-corruption protestors.
ZimRights members say that these statements are a threat to peace in their communities and are an attack on the right to protest as enshrined in section 59 of the Constitution.
In reports that have been filed in Matebeleland North, Mashonaland West, East, Central and in Chitungwiza, ZimRights members state that Mr Chinamasa’s statements are a criminal offence in terms of section 187 of the Criminal Codification Act (incitement to violence).
They are therefore asking for the prosecution of Mr Chinamasa for this crime. In other provinces including Harare and Masvingo, the police refused to receive the reports.
On 28 July 2020, ZimRights filed formal complaints against Mr Chinamasa with the Zimbabwe Human Rights Commission and the National Peace and Reconciliation Commission.

FULL TEXT: ZimRights Members Report Chinamasa To Police 'For Inciting Violence'

MDC Alliance vice president Tendai Biti has slammed ZANU PF acting spokesperson Patrick Chinamasa for labelling the opposition party a terrorist organisation.
Addressing journalists in Harare this Wednesday afternoon, Biti said ZANU PF is was the ruling party that deserved the “terrorist organisation” tag and it has to account for the whereabouts of political activist Itai Dzamara, who was abducted by gunmen in broad daylight several years ago.
Biti asserted that the opposition party has, since its formation in 1999, eschewed violence and sought peaceful democratic change in Zimbabwe. He said:
<blockquote>We are concerned about the deepening human rights crisis and the labelling of our party as a terrorist organisation by Chinamasa.
The attempt by Zanu PF to liquidate our party is regrettable. We’ve remained loyal to the value of democratic change.
If anything, it is Zanu PF that has conducted itself as a terrorist organisation that hounds and abducted citizens including Itai Dzamara, the MDCT trio and others. We remain loyal to the value of peaceful transformation of our nation.
We remain committed to the need for sincere dialogue to restore the social contract despite the increased temperature. We remain loyal to peaceful, constitutional change.</blockquote>
Biti said the MDC Alliance fully supports citizens who have planned anti-corruption protests for July 31st, saying it is a constitutional right for Zimbabweans to demonstrate peacefully.
He also demanded the release of prominent journalist Hopewell Chin’ono and opposition activist Jacob Ngarivhume who were both denied bail on charges of inciting public violence.

'MDC-A Is Not A Terrorist Organisation', Biti Hits Back At Chinamasa

At a press conference in Harare today, the ruling party spokesperson former cabinet minister Patrick Chinamasa rallied his party members and urged them to get ready to defend their sovereignty, peace, property and people.
Speaking at the press conference at the Zanu PF headquarters, Chinamasa said, in case law enforcement officers were not close by, Zanu PF members must get ready to fight back should the protestors who he called all sorts of names including hooligans and mercenaries go ahead and protest on 31 July.
Said the former Cyber Security Minister:
<blockquote>Zanu PF calls upon our supporters, cadres and sympathisers, wherever you are, to remain alert and ready to defend yourselves, defend our people, their property and most importantly defend peace in your communities against these malcontents, these hired hooligans and hoodlums who rejoice at burning properties and looting.
They must know that when they are being attacked, law enforcement agents might not be near. In those circumstances, their first line of defence is themselves and their families. They have a legal and constitutional right to defend themselves. Don’t ask for permission from anybody, it’s your constitutional and legal right.
Don’t be intimidated by hooligans and mercenaries. Don’t be like sitting ducks as you were in August 2018, don’t be sitting ducks as you were in January 2019, phoning us (to ask what you should do). No, this time no. Use any means at your disposal to defend yourselves.</blockquote>
Organisers of the protests have emphasised over and over again that the protests will be peaceful, but the government and the ruling party have remained adamant that the protests will be violent to the point of calling them anarchy and arresting those who are calling for them like Jacob Ngarivhume and Hopewell Chin’ono on charges of inciting public violence.

Zanu PF Members, Get Ready To Defend Yourself In Case Law Enforcement Agents Are Not Close By - Chinamasa To Zanu PF Members

The ruling ZANU PF has warned the citizenry against violating the lockdown regulations saying they will be responsible for unspecified consequences that will befall them.
The party’s acting spokesperson Patrick Chinamasa made the remarks on Wednesday during a press conference during which he applauded President Emmerson Mnangagwa for tightening lockdown restrictions. He said:
<blockquote>We applaud our president and our government, for this noble and informed decision of tightening lockdown regulations. We implore Zimbabweans to desist from being misinformed by merchants of propaganda, fake news peddlers who have suddenly gone overdrive to misinform our people by insinuating that we have a military curfew. We do not have a military curfew but a lockdown curfew which the president has declared and those who violate it will have themselves to blame.</blockquote>
Chinamasa added that Zanu PF will respond accordingly to anti-government protests adding that there was “neither vacuum nor vacancy at any level of those authorities from the lowest level of authority to the presidency.”
He speaks amid allegations by some that the regulations were meant to stop opposition protests – #ZANUPFMustGo and #31_July slated for later this month.
Mnangagwa cited the surge in the number of coronavirus cases as justification for tightening lockdown regulations.

"They Will Have Themselves To Blame," - ZANU PF Warns Lockdown Violators

The ruling party will hold an ordinary politburo meeting today, The Herald reports. The party will discuss a number of issues chief among them how the government responded to the COVID-19 pandemic gripping the whole world right now.
The meeting was confirmed in a statement by Patrick Chinamasa who said;
<blockquote>The Secretary for Administration, Cde Dr OM Mpofu wishes to advise all members that there shall be a Politburo meeting to be held on Wednesday 10 June, 2020 at the party headquarters commencing 1000hrs. All members are expected to be seated by 0945hours.</blockquote>
The ruling party will also discuss the state of the party after the country sustained diplomatic onslaught from some countries according to the publication.

Zanu PF acting Information Secretary, Patrick Chinamasa described the aborted party’s protest at the United States Embassy against the brutal killing of George Floyd as unnecessary at the time of fighting the coronavirus pandemic.
The march had been organised by the party’s Political Commissar Victor Matemadanda. In a statement released Wednesday night, Chinamasa said:
<blockquote>Zanu PF wishes to announce that the purported event organised by the office of the Party’s National Political Commissar Cde Victor Matemadanda to petition the US Embassy following the brutal killing of George Floyd has been aborted.
This is in line with the President and government directive for all Zimbabweans to abide by the national lockdown regulations in so far as the country is fighting to contain the spread of Covid19 pandemic. Needless political gatherings are, therefore, contrary to this directive and the nation must stand guided.</blockquote>
The Zimbabwe Republic Police had already blocked the demonstration and notified the party through a letter which observed that “gatherings of whatever purpose, are prohibited during this period save for those exempted in the statutory instrument.”
Observers had criticised the party’s purported event saying it should be demonstrating against rampant human rights abuses in Zimbabwe.

"Needless Political Gatherings Are Contrary To President's Directive," - ZANU PF On Aborted Demo

A ZANU PF official said that the ruling party is the only party that is people-centred, listens to people’s concerns and is interested in meeting them.
ZANU PF acting secretary for Administration <a href="https://www.pindula.co.zw/Patrick_Chinamasa" rel="noopener noreferrer" target="_blank">Patrick Chinamasa</a> told The Herald that the main challenger, MDC leader <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a>, spends his time organising disruption demonstrations and lobbying for more sanctions to be imposed on the country. He said:
<blockquote>It is like Zanu PF is the only party interested in meeting the people.
I do not see any other party which seems interested in meeting the people, addressing their concerns, listening to them and seeking to find solutions to their concerns.
Currently, no other party in Zimbabwe is people-centred, except Zanu PF. The main challenger is a party which spends most of its times organising demonstrations, travelling all over the world lobbying for the imposition of sanctions.</blockquote>
Chinamasa urged Chamisa to abandon his ‘antics’ and participate in meaningful dialogue under the <a href="https://www.pindula.co.zw/POLAD_(Political_Actors_Dialogue)" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD).</a>
The ZANU PF politburo member added that although sanctions had caused untold suffering to the people since their imposition two decades ago, the ruling party would not tire until their effects were mitigated.

'ZANU PF Is The Only Party Interested In Meeting The People'

Former Finance Minister, Patrick Anthony Chinamasa, (P.A.C) has said that continued use of the United States dollar kills the confidence of Zimbabweans in the local currency. Speaking in an interview with The Sunday Mail Deputy Editor, Lovemore Ranga Mataire, (L.R.M), Chinamasa said that foreign currency was only good for imports. Below are excerpts from the interview.
<blockquote>L.R.M: All that you said Cde Chinamasa could be right but you are aware that the success of any policy is dependent on confidence. How do we build confidence for the public’s acceptance of our local currency given the history of the 2008-2009 hyperinflation?
P.A.C: You cannot build confidence by doing the wrong things. The wrong thing is to continue using US dollars for transacting in domestic business; that is wrong. It came about because of necessities but cannot grow our economy. For our economy to grow, we need to use foreign currency only to import essential commodities that drive growth in the economy.
In this country, we are not an oil producer, so we need foreign currency to buy fuel, which currently is being used to buy “mazhanje”. You can’t have an economy of that nature. We need electricity because we are not producing it sufficiently.
Ultimately, take this from me; as a country we earn more foreign currency than a lot of other countries. I understand that we were hovering around US$2-3 billion in terms of our foreign exchange earnings but the figures that came out last year put it around US$5 billion, which indicates that there has been an increase in production.
So the issue is about how do we use that foreign currency. We cannot allow it to be in people’s pockets. We must do like what other countries do. Foreign currency belongs to the Central Bank and must be apportioned to sectors according to their importing needs- like mining, manufacturing where most of the equipment is obsolete. We need to completely retool and for that we need foreign currency.
Similarly, for agriculture to thrive, we need mechanisation and all that needs foreign currency. That is where our foreign currency should go and not to buy non-essential things. We need proper management of that resource because it is hard earned. Which are the industries earning it/ essentially, there are five or six commodities which earn foreign currency. Gold, tobacco, platinum, chrome ore, nickel, diamonds, all hard earned. Everybody selling in the streets has some foreign currency in his pocket; what is it doing there? Individually, it sounds as if it is insignificant but collectively, it is what can basically save this economy and spur it to greater growth.</blockquote>

"Continued Use Of US$ For Domestic Transactions Kills Confidence," Chinamasa

Former Finance Minister, Patrick Chinamasa has revealed that the restructuring process in ZANU PF that is ongoing would need some more time to be completed.
The restructuring follows a dissolution of Harare and Bulawayo party provinces by president Mnangagwa to address factionalism in the party. Unlike in Bulawayo, Harare has failed to meet the set timeframes.
Speaking to the Daily News, Chinamasa, one of the politburo members deployed in Harare said:
<blockquote>We are not going to rush because our main focus is to come up with genuinely existent structures so the fact that we are still at cell level does not matter.
We will need more time and we are happy with the progress we are making, slow as it is. Some of us have not been around and this has also affected our progress to some extent but you must also understand that we have only been establishing membership and not the leadership so now we are going to elect the cell leaders and move to the branches, the district and the provinces.
We cannot be compared with Bulawayo because we are talking about smaller structures there as compared to Harare where the districts are too many..</blockquote>

Patrick Chinamasa, ZANU PF Politburo member and former Minister of Finance has endorsed president Mnangagwa as the ZANU PF presidential candidate for the 2023 Presidential elections.
Chinamasa said that looking for a candidate each and every election is time consuming. He also said that it is important for president Mnangagwa to retain his post for the purposes of continuing the work he started.

Speaking to Daily News, Deputy Finance Minister Terence Mukupe dismissed speculation that there he does not enjoy a good working relationship with his boss Patrick Chinamasa.
This follows instances were Mukupe and Chinamasa have contradicted each other in terms of policy. Said Mukupe:
<blockquote>In fact, my boss and I work very well. Our relationship is excellent to the extent that he treats me like I am his own son. Those who are saying we do not see eye to eye are creating a non-existent feud. All is well at the ministry and I have never sought to undermine my boss.</blockquote>

Chinamasa Treats Me Like His Own Son: Mukupe

Deputy Minister of Finance and Economic Planning, Terrence Mukupe has claimed that Zimbabwe’s economic problems have been partly caused by incompetent Ministers of Finance with no background in finance. Mukupe inadvertently fired a broadside at his boss, Finance Minister Patrick Chinamasa. Speaking at Transparency International Zimbabwe event last week, Mukupe said,
<blockquote>
The problem we have in Zimbabwe is we have Ministers who are non-finance people making decisions on financial matters hence the country is in such a situation. The problem that we have had in Zimbabwe is we had a proper guy running the Finance Ministry and that was the late Bernard Chidzero and I think that was the last time our country had a surplus.
And then when you look at the decisions that the Finance Ministers have always been making whenever they have the issues with the budget, their default has always been to increase taxes. That is all you need to tell there has been limited capacity of thinking.</blockquote>

Bernard Chidzero Was The Only Competent Minister of Finance in Zim: Minister Mukupe

Parliament today approved the $153m China-Exim Bank Loan facility for the development and upgrading of the Robert Gabriel Mugabe International Airport. It was one of the deals sealed when President Emmerson Mnangagwa went to China.
Speaking in Parliament on Wednesday, Finance Minister Patrick Chinamasa said the loan will attract an interest of  2% per annum with a 7 year grace period and a tenure of 20 years. Chinamasa said the project is expected to yield the following benefits:

Parliament Approves $153 Million Chinese Loan To Upgrade Robert Mugabe Airport

Minister of Finance Patrick Chinamasa has said that it would have been shameful for Zanu-PF to have a 94-year presidential candidate at this year’s elections. This is despite the fact that the whole Zanu-PF had endorsed former president Robert Mugabe to be their presidential candidate until he was forced to resign when the military intervened in Zanu-PF politics in November. Chinamasa Says It Would Have Been Shameful To Go For Elections With A 94-Year Candidate

Responding to questions raised at a recent business meeting in Harare over the purchase of cars for traditional chiefs in light of tight fiscal measures unveiled in the 2018 national budget, Finance and Economic Development Minister Patrick Chinamasa said it is fulfilling a promise made a few years ago.
Said Chinamasa:
<blockquote>The issue of cars for traditional chiefs is also in line with the new government’s initiative to ensure it can have a concerted stakeholder input on the implementation of key socio- economic developmental policies.</blockquote>
This however against Chinamasa’s pronouncement that there were no funds to procure vehicles for chiefs which amounted to US$14 million. Said Chinamasa:
<blockquote>Hence, the 2018 Budget took account of value for money and affordability as guiding principles in the allocation of resources, and is unable to provide for the above vehicle requests.</blockquote>

Chinamasa Defends Decision To Buy Chiefs Cars

Minister of Finance and Economic Planning, Patrick Chinamasa has released a statement outlining the government’s position on dollarisation, after rumours that Bond Notes are going to be phased out and reports that the country was going to de-dollarise.
<blockquote>PRESS STATEMENT ON DE – DOLLARISATION
We refer to the article published by Sunday Mail on 14 January 2018 purporting that Government is phasing out Bond Notes. Let me reiterate the fact that Government has no plans to phase out Bond Notes.
As has been repeatedly advised by Government, the economic fundamentals are not yet appropriate or ideal for the transition from the use of the multiple currency systems that is supported by the surrogate currency in the form of bond notes.
The Government is quite aware that the most important economic fundamentals that the country’ would need to achieve before de-dollarisation begins are foreign exchange reserves sufficient to cover at least 3 months of imports, sustainable economic growth path and reducing fiscal deficit to sustainable levels.
Government is placing a lot of emphasis on these economic fundamentals including enhancing consumer and business confidence under the New Economic Order to ensure that the needed economic fundamentals are met in the medium term.

Full Text: Government Says US Dollar Is Here To Stay, Bond Notes Not Going Anywhere

Finance Minister Patrick Chinamasa announced that Government had turned down the request for new vehicles by Ministers, legislators and Chiefs. The request amounted to $169 million.
Chinamasa also said that Government had turned down a request for furniture by Government Ministries and Departments which would have amounted to over $50 million. Said Chinamasa:
<blockquote>As the country strives to mobilise funding for critical projects and programmes, it is imperative that we deploy the resources to priority areas that address the needs of the country in a cost effective manner. Treasury is in receipt of requests for procurement of utility and conditions of service vehicles amounting to $169 million broken down as follows: Parliamentary vehicles, $21 million; chiefs’ vehicles, $14 million, Independent Commissions, $9 million; Civil service members, including Ministers, $93 million; and utility vehicles, $32 million.
Furthermore, requests for procurement of furniture for Government Ministries and Departments amount to over $50 million. Clearly, the fiscus cannot sustain the above demands, if we are to achieve the objectives towards a ‘New Economic Order’. Hence, the 2018 Budget took account of value for money and affordability as guiding principles in the allocation of resources, and is unable to provide for the above vehicle requests.</blockquote>

Govt turns down MPs, Chiefs and Ministers' request for new vehicles

Here are some of the things that we loved from the budget presentation for 2018 made by Minister of Finance and Economic Planning, Patrick Chinamasa.
<ol>
<li>Exemption of taxes and levies on fuel imported for approved Power Generation Projects.  Power generation in Zimbabwe really needs to up as the country is importing a lot of power from South Africa’s Eskom Hydro Cabora Bassa (HBC) of Mozambique.</li>
<li>The government will set up toll-free lines to the Office of the President to allow citizens to report corruption.  If implemented well and with the appropriate political will this could help reduce corruption in the country.  But only if implemented correctly.</li>
<li>The government will retire all employees above 65 in order to rationalize the civil service. While this means the end of employment for some, we hope it will reduce the size of the civil service which has been consuming the majority of the country’s revenue.  At one time wages were 94 percent of the total budget.</li>
<li>The government will engage the USA, UK and EU at the highest level of debt clearance and support, as well as international financial institutions like the IMF, World Bank. We hope financial support from outside will hope the ordinary person who has been suffering really badly from the poor economy.</li>
<li>The government will abolish 3 479 youth officers posts. We agree happy about this as it reduces the size of the civil servants and may in the process reduce the number of alleged “ghost workers.”</li>
<li>Indigenisation law will be amended to limit 51:49 local ownership requirement to diamond and platinum mining only. All the other sectors are open to investment from all nationalities.  We hope this will allow investors who were too scared to invest in the country to come and invest in the country’s many sectors</li>
<li>The fuel benefits for government officers are to be reviewed and only one personal vehicle will be allocated to permanent secretaries of ministries.</li>
<li>Delegations for foreign assignments will be reduced and there will be no first class travel for government officials except for the Presidium.</li>
<li>The government has resolved to downsize the number of diplomatic missions from the current 46 embassies.</li>
<li>The local authorities will be required to allocate 70% of revenue to service delivery and 30% to wages.</li>

Finance and Economic Planning Minister, Patrick Chinamasa said that civil servants will know about their bonuses tomorrow after the presentation of the National Budget.
Said Chinamasa:
<blockquote>I can’t speak about bonuses right now. Don’t worry, everyone will know the position when I present the budget.</blockquote>
Meanwhile, Zimbabwe Teachers’ Association (Zimta) president Mr Richard Gundane welcomed the sacking of Lazarus Dokora and his replacement by Professor Paul Mavima.
