White farmers who lost their land during Zimbabwe’s chaotic land redistribution exercise have made some changes to the government’s proposal of paying the US$3.5 billion compensation through a 10-year commercial paper.
The former farmers rejected the proposal and have made some changes to suit the age profile of the supposed beneficiaries.
Speaking to <a href="https://businesstimes.co.zw/ex-farmers-turn-heat-on-govt/">Business Times</a> on Wednesday, Commercial Farmers Union (CFU) president Andrew Pascoe said they are currently engaging members to get their views on the Government proposal. Said Pascoe:

We made some new changes to the government’s proposed deal and currently, we are carrying out surveys with our members to see if they agree to the new proposals.
</blockquote>
In 2020, the Government pledged to compensate the former farm owners in phases.
The first installment of US$1.75 billion was supposed to be paid in 2021 and the balance was to be paid in four equal installments of US$437.5 million per year.
The Government failed to fulfill the promise to the formers farmers and has shifted goalposts on several occasions.
Moreover, critics argue that the compensation does not go far enough to address the harm caused by the land reform programme.

White Former Farmers Scrutinize Compensation Deal

Zimbabwean white former farmers have rejected the Government’s new compensation proposal of paying in government securities over a 10–year period.
When the agreement was signed in 2020, the government initially wanted to offer payment terms of 20 years but has since decided to expedite the process.
A source privy to the information told <a href="https://businesstimes.co.zw/ex-farmers-reject-govt-deal/">Business Times</a> that the former farm owners want urgent cash payment as most of them are now in their 80s. Said the source:
<blockquote>
Ex-farmers have rejected the Treasury Bonds as they need cash payments with much shorter periods which allow them time to plan with their money due to their age profiles which are between the 80s and 90s.
For that reason, they are not taking any deal which does not include cash in the shortest possible time.

In February this year, Finance and Economic Development Minister Mthuli Ncube, said the compensation will be financed through a Treasury bond, which will have prescribed-asset status and not be liable to any form of taxation as a way to entice investors.
He said farmers will hold a referendum on the matter soon and the bond will be issued once outstanding details are finalised.
Finance and Economic Development deputy minister Clemence Chiduwa told <a href="https://businesstimes.co.zw/ex-farmers-reject-govt-deal/">Business Times</a> that engagements between the parties are continuing. He said:

At the moment, I am not aware of this position but what I know is that there were some engagements this week and an agreed position will be reached soon as both parties continue to engage to find common ground for compensation to take place.
</blockquote>
Business Times said they could not get a comment from Commercial Farmers Union president Andrew Pascoe as his mobile number went unanswered.

Former Commercial Farmers Reject Revised Govt Deal

Some white former farmers who lost land during Zimbabwe’s fast-track land resettlement programme have criticised the Commercial Farmers Union (CFU) leadership for allegedly failing to be firm during their engagements with the government.
<a href="https://businesstimes.co.zw/divisions-rock-ex-farmers/">Business Times</a> reported sources as saying aggrieved farmers accuse CFU leadership of being “too weak” to deal with the issues at hand.
The farmers suspect that the leadership may have been persuaded by the government into accepting compensation outside the agreed timeline of 5 years.
Two years ago, the government tabled a US$3.5 billion offer to the former farmers.
But four months ago, the government gave the former farmers four months to decide on a 20-year bond that would see the government paying US$70 million per year as compensation for their assets expropriated during the land reform exercise.
An aggrieved former farmer who spoke to Business Times said CFU leadership accepts “everything” tabled by the government. Said the former farmer:

We are saying we don’t want the bonds as they take time to recoup our money but the leadership is taking time to tell the government that we don’t want them.
Why do we have to wait for December to tell the authorities that bonds are not viable given our age?
The problem is that some of our leaders still have pieces of land which they were removed from and they don’t share the same pain we have.

The CFU president Andrew Pascoe is reportedly still farming at his Ivordale Farm located 45km East of Harare along Nyamapanda road.
Recently, former CFU president Charles Tuffs urged the former farmers to exercise patience and “give the government a chance”.

A group of war veterans has demanded that President Emmerson Mnangagwa’s government cancel the Global Compensation Agreement (GCA) signed with local farmers’ representative groups within 48 hours or face a court challenge.
The group of ex-combatants has threatened to approach the High Court seeking an order to stop the government from paying the proposed US$3.5 compensation to white former commercial farmers.
In a letter to Lands Minister Anxious Masuka, titled, ‘Demand for Suspension For Its Discriminatory’, the war veterans pressure group’s legal representative, Kanoti and Partners Public Interest Lawyers, said:
<blockquote>Clients instruct that we demand on their behalf, we hereby do, that within 48 hours of receipt of this letter issue out a response(s) to ourselves together with a public statement admitting that the recent July 2020 compensation claim for farm improvements agreement between government and former settler white races progeny citizenry was discriminatory.
On the grounds of race and constituted cruel, inhuman and degrading treatment upon the indigenous black race citizens of this nation coming as the agreement did ahead of/ or for having prioritised settler white race concerns as against the local black race’s own long outstanding pre-colonial and also post-colonial sufferance under the machinations of the occupying settler white race and therefore that government is withdrawing from or suspending performance.
Clients are shocked government acted in the manner it did and view the agreement as a sell-out understanding.</blockquote>
Masuka on Wednesday told NewZimbabwe.com that the government was simply doing what the national constitution dictates.
He chided the war veterans, saying their apprehension was uncalled for and unnecessary.

War Veterans Give Mnangagwa 48-hour Ultimatum To Reverse Former Farmers Compensation Pledge

The Zanu PF Bulawayo youth province has axed its district co-ordinating committee (DCC) secretary for youth affairs Munashe Mtutsa for allegedly undermining President Emmerson Mnangagwa after he questioned Government policy to compensate white former commercial farmers.
Mtutsa reportedly slammed the government’s move as a “stupid neo-liberal decision” in a WhatsApp group for ZANU PF members. He allegedly wrote:
<blockquote>This is one of the stupid neo-liberal decisions with no iota of ideological clarity or basis. A move made to impress Western countries thinking that this will reduce or have sanctions removed.
This is an insult to the thousands of people who perished in Zambia, Mozambique and Zimbabwe for the liberation of this country. It’s akin to urinating on the tomb of the unknown soldier.</blockquote>
Bulawayo acting provincial youth chairperson Sibongile Sibanda announced Mtutsa’s sacking, saying the youth support Mnangagwa “100%”.
In July this year, the government agreed to a US$3,5 billion infrastructure compensation deal with white former commercial farmers who lost their farms during the chaotic land reform programme which started in 2000.

ZANU PF Official Axed For Criticising 'Stupid' Govt Policy

<blockquote>Zimbabwe government’s Global Compensation Agreement with two farming organisations raises serious concerns
Patrick Chinamasa, acting secretary for information and publicity in President Emmerson Mnangagwa’s ZANU-PF government, has announced that, through the signing of the government’s “Global Compensation Agreement” on 29 July 2020, there is now acceptance from white commercial farmers that there will be no compensation for land from the Zimbabwe government.
Chinamasa emphasised that by agreeing on the amount of compensation for improvements, the time frame for payment and the modalities for raising the resources, ZANU-PF wished it to be known that it no longer considered the Commercial Farmers’ Union (CFU) and the Southern African Commercial Farmers’ Alliance- Zimbabwe (SACFA-Z) to be anti the land redistribution programme.
Further to these comments published in the state-owned Herald newspaper on 5 August 2020, Chinamasa stated that white farmer organisations were now no longer against the taking of their members’ farms. He called for the Commercial Farmers’ Union and other farmers organisations to demand the unconditional lifting of sanctions imposed by the United States.
“As we go into the future, ZANU PF expects the voice of the two organisations in calling for the unconditional lifting of the sanctions to be loud, clear and unambiguous,” he said.
Chinamasa noted that the conclusion of the Global Compensation Agreement was “an acceptance by white commercial farmers that with respect to compensation for land, they should look elsewhere and not to the people of Zimbabwe nor to the Zimbabwe government.
“In terms of section 72(7) of our Constitution, the obligation to pay compensation for land was placed squarely on the shoulders of the former colonial power, the British,” Chinamasa added.
As SADC Tribunal Rights Watch (SADC-TRW), we wish to distance ourselves from the Global Compensation Agreement that the CFU, SACFA-Z and the Valuation Consortium were under extreme pressure to sign – and within a minimal time frame.
However, in the government’s apparent haste to have the agreement signed, even Zimbabwe’s own constitution has been violated in the laid down procedure for the compensation process.
Although the reasons for the pressure were not clear, numerous legal experts and dispossessed farmers, many of them living in dire straits in Zimbabwe or scattered around the world, urged caution and highlighted legal shortcomings in the proposed draft agreement.
SADC-TRW was also concerned that dispossessed farmers were not given prior sight of the actual agreement document before being asked to vote in a referendum on whether or not to accept the agreement, which was presented to them as the last option for compensation from the government.
The reality is that the government is broke and although the parties have agreed to a sum of US$3.5 billion, there is no money available or pledged, and the farming organisations are expected to work with the government to raise it internationally.
Chinamasa is a lawyer and was former Justice Minister during the landmark Campbell case (Mike Campbell (Pvt) Ltd et al. v. Republic of Zimbabwe), which was lodged with the SADC Tribunal in 2007. He has been trying to find ways to circumvent the 2008 SADC Tribunal judgment for the last 12 years.  
Chinamasa has made it clear that he believes the Global Compensation Agreement is a great triumph in undermining this historic and binding judgment of the Tribunal. 
SADC Tribunal judgment – key points
The Tribunal held that the Zimbabwe government had violated the Southern African Development Community (SADC)’s Treaty by denying access to the courts and engaging in racial discrimination against <a href="https://en.wikipedia.org/wiki/White_people_in_Zimbabwe">white</a> farmers whose lands had been confiscated under the <a href="https://en.wikipedia.org/wiki/Land_reform_in_Zimbabwe">land reform program. </a>
The Tribunal also held that the Zimbabwe government had violated the SADC Treaty by denying access to local courts and engaging in racial discrimination in the confiscation of the land.
With respect to the question of who should pay compensation, the Tribunal stated that in international law it is the expropriating state that should pay compensation.
Regarding compensation for the land, the Tribunal noted: “It is difficult for us to understand the rationale behind excluding compensation for such land, given the clear legal position in international law. It is the right of the Applicants under international law to be paid, and the correlative duty of the Respondent [the Zimbabwe government] to pay fair compensation.”
The Tribunal stressed that [the Zimbabwe government] cannot rely on its national law and its Constitution to avoid an international law obligation to pay compensation. The Tribunal was unanimous in its decision that fair compensation should be paid by the Zimbabwe government for land it had unilaterally taken.
It is important to note that more than 75 per cent of title deeds were transferred after independence in 1980 after the government had issued “certificates of no present interest”.  This meant that the government had the first option on any sale. If it did not want a farm for resettlement, it issued a certificate and the farmer could sell his land on the open market.
The Zimbabwe Democracy and Economic Recovery Act (ZDERA)
The Zimbabwe Democracy and Economic Recovery Act (ZDERA) requires that the Zimbabwe government compensates farmers fairly according to the SADC Tribunal judgments, the rule of law and international precedents, guidelines and norms. 
Chinamasa claims that President Mnangagwa is leading the way in adhering to the Constitution, particularly Chapter 1, Section 295, subsection 3 (a) that obliges the State to pay compensation for the improvements that were on the land when such land was acquired.
However, the Constitutional Provisions that Chinamasa says President Mnangagwa is respecting in the “deal” are the very same Constitutional Provisions struck down by the SADC Tribunal judgment.
Indeed, if individual farmers do sign up to this “deal” over the next nine months – the timeline agreed to – those farmers will be locked into a process which strips them of any further claims or rights that are derived from the landmark SADC Tribunal judgment of 28 November 2008.
This will be tragic given that everything farmers and their families had worked for and invested in over decades – some cases for up to four generations – was taken from them. They lost their entire farming enterprises and livelihoods, including expensive equipment and machinery, standing crops in the ground, livestock and wildlife.
In addition, they lost their homes, household possessions and in many cases cottages built for elderly parents for whom the farms were their source of retirement income. Even the very lives of farmers, family members and farm workers were taken during the frequently brutal land nationalisation process. 
Despite the fact that the SADC Tribunal regional human rights court was shut down by the SADC heads of state in 2012 at the instigation of President Mugabe, all judgments made by the Tribunal remain in force and are legally binding.
Should farmers heed the minister’s call to lobby for the dismantling of the sanctions measures and the stipulations of the Zimbabwe Democracy and Economic Recovery Act (ZDERA), they will be siding with a government that is steeped in corruption and continues to perpetrate shocking human rights abuses and to violate the rule of law and property rights.
Ironically, the dispossessed farmers will find themselves in the invidious position of supporting the very tyranny that has left them and their fellow Zimbabweans in the dire position that the majority are currently enduring.

The opposition ZAPU has accused President Emmerson Mnangagwa’s government of hypocrisy after it signed a US$3.5 billion compensation deal with white former commercial farmers on Tuesday.
The government undertook to compensate the former farmers for improvements on the land they lost during the 2000 land reform programme.
ZAPU spokesperson Iphithule Maphosa queried why the ruling ZANU PF party decided to “appease” its “masters” yet it “stole” ZAPU properties in the 1980s. Maphosa said:
<blockquote>The amazing hypocrisy in the Zanu PF refusal to acknowledge and deal with crimes against Zapu in the period 1982 to 1987 makes a mockery of their attempts to appear benevolent and magnanimous in the eyes of their masters in the West.
Zanu PF stole Zapu properties. The reasons for the act were unsustainable then and never have been other than that, like the original land grab, they had the power of arms to do so.</blockquote>
Using the Unlawful Organisation Act under (Caveat number 15 of 82) the ZANU PF-led government seized properties belonging to ZIPRA, the military wing of ZAPU during the armed struggle.
The properties were under ZIPRA’s holding company Nitram, and the government alleged that it had discovered arms caches at a farm, precipitating the Gukurahundi genocide.

ZAPU Slams 'Hypocritical' Zanu-PF Over Farm Compensation Deal

Linda Masarira, the leader of an opposition political party, LEAD, has asked the rationale behind the government’s move to compensate white former commercial farmers whose land was expropriated during the land reform programme.
Reports indicate that the government has started paying RTGS $ 55 000 dollars to the former farmers.
The move has not gone down well with Masarira <a href="https://twitter.com/lilomatic/status/1142541988400680961" rel="noopener noreferrer" target="_blank">who took to microblogging site Twitter to interrogate the move. She wrote:</a>

The Minister of Finance and Economic Development, Mthuli Ncube, revealed that the government has to date paid US$64,4 million to 93 former white commercial farmers.
The payments are for infrastructural development that was done on the farms by the former farmers before they were repossessed for redistribution by the government.
While presenting a Ministerial Statement on the State of Economy in Parliament on Wednesday night, Ncube said:
<blockquote>As outlined in the Transitional Stabilisation Programme, Government is committed to finalising compensation for all former farmers affected by the land reform programme.
Government is also engaging development partners and other bilateral countries with a view to mobilising the requisite resources.
Since 2009 to date, US$64, 4 million was paid to 93 former commercial farmers as compensation for immovable improvements.
In 2018 alone, US$12 million was paid towards the same to 29 farmers. In the 2019 National Budget, we set aside US$53 million for the same purpose.</blockquote>
Ncube added that the process to identify former white farmers who will benefit from compensation is now complete.
He argued that the restitution of the former farmers was a noble idea in keeping with the Constitutional requirements of the country.

Govt Pays US$64.4 Million To White Former Farmers - Ncube

The Commercial Farmers Union revealed that about 900 white former commercial farmers have registered for compensation for improvements done on their farms before they were seized by the government.
The Zimbabwean government embarked on compulsory land acquisition at the turn of the millennium resulting in the majority of white farmers losing their farms.
The government, through the Ministry of Finance, has set aside $53 million dollars for the exercise, a figure that is far too low compared to the white farmers’ estimated US$10 billion.
CFU director, Ben Gilpin on Thursday revealed that the applicants will be notified of the payment modalities by the 10th of May. Said, Gilpin:
<blockquote>We have about 900 farmers who have responded to the call and registered.
We are now verifying with the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement.
Those people will be notified of the final outcome around the 10th of May and working with the Ministry, payment modalities will be known.</blockquote>
The Constitution of Zimbabwe provides for compensation to indigenous Zimbabweans whose agricultural land is acquired by the State.
President Emmerson Mnangagwa recently affirmed the government ‘s position that the land reform is irreversible.

900 White Former Farmers Register For Compensation

The MDC says the government of Zimbabwe has an obligation to compensate white former commercial farmers after close to two decades since the government seized their properties.
Last week the government announced that it has started the registration process of the former farmers so that compensation will be disbursed for the development that was done on the land.
In a telephone interview with Newsday, MDC spokesperson Jacob Mafume said:
<blockquote>Compensation is a given. It should be given. The problem with Zimbabwe is that we create our own normal.
In the rest of the world, it is abnormal to grab someone’s farm and then discuss issues to do with compensation later. There must be no discussion about this.
These are discussions that tend to be secular and create an impression that we are unruly.
We have to, as a nation, begin to operate through norms and standards that the rest of the international community operates under.
We need to stop creating unnecessary debate on issues that are normal because how do you even discuss what is supposed to be normal.
We have to own up to our obligations as a country, where we have the money we compensate, and where we don’t we find ways of dealing with it (compensation).
At the end of the day, we cannot behave like an 18th-century army that grabs people’s property, pensions, and so forth and behave as if it’s
normal.</blockquote>
Meanwhile, South Africa’s firebrand opposition leader, Julius Malema has chided President Emmerson Mnangagwa for the move to compensate the farmers, saying that doing so is a betrayal of the liberation struggle.

MDC Supports Compensation Of White Farmers

President Emmerson Mnangagwa said that the government will not be paying compensation to all white commercial farmers who lost land during the chaotic land reform programme, but only those who are old.
In an interview with The Sunday Mail at State House, Mnangagwa revealed that the government is in talks with the British so that they could contribute to the programme to compensate white farmers. He said:
<blockquote>And currently, it is estimated that the compensation may run to something like $3 billion. We are looking at the old white farmers, as we make payment; we don’t pay compensation to those who are fit.
When we feel we do not have resources no one compels us to do anything. But fortunately, now we are having discussions; the commercial farmers and Government on one side, we are now having discussions with the British side also for them to contribute to this compensation.</blockquote>
Mnangagwa said that US$3 billion would be required for the programme, while the former farmers put the figure at $10 billion. Reports indicate that the government has set aside $53 towards the exercise.

Govt To Compensate Only Old White Farmers - ED

A senior government official has condemned South African opposition leaders in general and Julius Malema in particular over their tendency to criticise the Harare regime at every turn.
Permanent secretary in the Ministry of Information, Media and Broadcasting Services, Ndvaningi Mangwana chided Economic Freedom Fighters leader Julius Malema for “speaking too fast and thinking too slow”. Said Mangwana:
<blockquote>South African opposition parties have this Big Brother mentality that makes them behave like some super-transnational parties.
They have no respect for national boundaries and attendant sovereign autonomy of neighbours. At least our own do their grandstanding on national issues.
He comments without understanding. He is not a bad guy, but ill-informed comments make one sound like a dunce.
A lot has been said and debated over the last few days, regarding compensation for former farm owners.
For the avoidance of doubt, the Government of Zimbabwe’s position is to compensate for farm improvements and not the land.
This is a consistent position captured in both our Constitution and enabling laws.</blockquote>
Mnangwana’ remarks follow Malema’s statement to South African media last week where he claimed that President Emmerson Mnangagwa has sold out the country’s liberation struggle by deciding to compensate white farmers. Malema said then:
<blockquote>It’s a sell-out position. The way he (Mnangagwa) is going about it, he is not going to finish his term.
That country is swimming in a pool of poverty; they can’t afford basic things like primary health, proper education and infrastructure.
He gets money and goes to give it to people who are not deserving. He is reversing the gains of the revolutionary struggle. It’s unsustainable.</blockquote>
Recently, leader of South Africa’s opposition in Parliament, Federal leader of the Democratic Alliance, Mmusi Maimane threatened to take Zimbabwe to the United Nations and International Criminal Court over the government’s January brutal crackdown on protestors.

Zim Govt Angered By SA Opposition Parties's 'Disrespect'

The government says South African opposition leader, Julius Malema’s moral compass is twisted after he questioned why President Emmerson Mnangagwa was compensating white former commercial farmers whilst Zimbabweans lack basic necessities of life.
Malema on Wednesday told South African media that Mnangagwa is a sell-out. Speaking to Newsday over Malema’s jibes, Information ministry secretary Ndavaningi Mangwana claimed that the government is morally bound to compensate the white farmers for the infrastructure they built on the land:
<blockquote>Mr Malema’s comments are ill-informed and they betray a failure to grasp Zimbabwe’s policy regarding land reform.
But that’s quite understandable because when one plunges into the domestic affairs of a neighbour based on tittle-tattle on social media, their chances of getting it very wrong are amplified as is the case here.
Zimbabwe’s policy is a very fair one. Our policy is not to compensate for land, but for farm improvements. The money set aside by the government in the budget is to pay for that.
Now if anyone believes that it’s right not to compensate for a house, an irrigation system, barn, borehole or school, then their moral compass is skewed and we have to question their sense of right and wrong.</blockquote>

Julius Malema's Moral Compass Is Twisted - Zim Govt

Commander-in-chief of the Economic Freedom Fighters (EFF), a South African opposition party, Julius Malema has labelled President Emmerson Mnangagwa a sell-out for agreeing to compensate white former commercial farmers.
Malema said Mnangagwa is worse than his predecessor, former President Robert Mugabe who left office In 2017 under heavy pressure from the military. He said Mnangagwa may not be able to finish his five-year term.
Speaking to reporters in Johannesburg, South Africa, Malema said:
<blockquote>I can tell you now he won’t finish his term. The way he’s going about it, he’s not going to finish his term.
That country is swimming in a pool of poverty; they can’t afford basic things like primary health care, good education and infrastructure.
They get money and they go and give to people who are not deserving of such money. It’s a sell-out position, it’s unsustainable.</blockquote>
The government announced on Monday that it is set to release an initial $53 million dollars toward compensating the former farmers for infrastructure developments undertaken on the land.
However, the Commercial Farmers Union says the government needs to raise over US$10 billion to compensate the former farmers.
Malema said that the EFF does not agree with Mnangagwa because the white farmers do not deserve compensation. He said:
<blockquote>We don’t agree with Mnangagwa. They (white farmers) don’t deserve any compensation, and therefore anyone who compensates them for stolen land is a sell-out.
So Mnangagwa is a sell-out. He must know that he’s bad, he’s a sell-out. We thought he was going to bring fresh air in Zimbabwe but he’s continuing to be worse than what we’ve experienced before. He’s a sell-out and he must know that.</blockquote>

Julius Malema Brands ED A 'Sell-out' For Compensating White Farmers

The government has posted an update on the compensation of white farmers who lost land to the fast track land reform exercise that took place at the end of 90s and early 2000s.

<h3 style="text-align: center;">Implementation of Compensation of Former Farm Owners by the Government of the Republic of Zimbabwe.</h3>
1. As stated in the Transitional Stabilisation Programme (TSP) (October 2018-December 2020), the Government of the Republic of Zimbabwe under the New Dispensation, is committed to finalise compensation to all former farm owners who were affected by the Land Reform Programme. This is being done in accordance with the country’s Constitution and Zimbabwe’s obligations under the Bilateral Investment Promotion and Protection Agreements (BIPPAs).
2. In this regard, the Ad Hoc Compensation Working Group, comprising Government officials and representatives of former farm owners, is currently working towards the computation and establishing the Compensation Quantum figure for farm improvements based on an agreed method of valuation. Given the significant progress made to date, it is anticipated that this comprehensive farm improvements valuation exercise will be completed by the end of May 2019.
3. The completion of the work of the Ad Hoc Compensation Working Group will enable Government and former farm owners, in conjunction with cooperating partners, to progress towards closure of the land issue.
4. Reflecting Government’s commitment to compensate former farm owners for farm improvements and recognising that a large number of farmers are still to he compensated, Government allocated RTGS$53million in the 2019 National Budget for interim advance payments. These interim advance payments will be made to former farm owners affected by the land reform program and who are in financial distress.
5. The process to identify and register former farm owners who want to participate in the interim advance payments scheme has now commenced and is being coordinated by the Commercial Farmers Union (CFU), and the Compensation Steering Committee (CSC) representing former farm owners.
6. The registration process and the list of farmers should be completed by the end of April 2019, after which the interim advance payments will be paid directly to former farm owners by the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement. Government will put in-place institutional arrangements to expedite the disbursements for these interim advance payments.
7. In the meantime, Government’s accelerated farm valuation exercise for farm improvements is expected to be completed by end April 2019. This will pave the way for both parties to reach an agreement on the Compensation Quantum figure for farm improvements by end of May 2019.
8. Consultations on sustainable options for mobilizing the requisite compensation resources are being explored in conjunction with the International Financial. Institutions and other Stakeholders.
