The opposition Citizens Coalition for Change (CCC) has nominated five candidates to fill party list vacancies at the City of Bulawayo as well as the Epworth Local Board.
According to a notice by the Zimbabwe Electoral Commission’s (ZEC) Chief Elections Officer Utloile Silaigwana, four of the candidates will fill in vacancies in Bulawayo while one will fill in the Epworth vacancy.
Those who were recalled in Bulawayo are Cathrine Sarah Cronje, Tabeth Mhizha, Dorcas Sibanda and Zibusiso Tshongwe, while Anna Sande was recalled from the Epworth Local Board. Said Silaigwana:

The public is hereby notified, in terms of Section 39(6) of the Electoral Act [Chapter2:13], that the Citizens Coalition for Change (CCC) party has nominated registered voters in Column 2 to fill the vacancies in the specified local authorities that occurred following the recall of persons in Colum 3 who were members of the said local authorities by virtue of section 277(4) of the Constitution. The nominated for the City of Bulawayo are Mercy Furanayi, Velile Mpofu, Irene Moyo and Siboniso Moyo while at Epworth Melody Manondo has been nominated.

He said any voter wishing to object to the nomination of each of the persons who were nominated by CCC to fill the party list vacancies may lodge them in writing with the Chief Elections Officer, Mahachi Quantum Building, corner Kaguvi and Jason Moyo Avenue, Harare, or post them to P. Bag 7782 Causeway Harare, within 14 days from the date of publication of this notice, setting forth the reasons for the objection.

CCC Nominates Candidates To Fill Five Council PR Seats

Chikomba District Development Coordinator (DDC), Michael Mariga has lifted a suspension he imposed on four Citizens Coalition for Change (CCC) in Chikomba after they filed an urgent chamber application challenging the suspension.
The four CCC councillors are Collen Zvarevashe (Ward 11), Amos Reza (Ward 10), Fexil Zhakata (Ward 9) and Ishmael Maukazuva (Ward 12).
A letter seen by <a href="https://masvingomirror.com/mariga-lifts-chikomba-ccc-councillors-suspension/">The Mirror</a> dated 25 January 2024, addressed to the four councillors’ lawyers Mabundu and Ndlovu Legal Practitioners from Mariga’s lawyer Herbert Mutasa of Gill, Godlonton and Gerrans Legal Practitioners confirmed the lifting of the suspension. The letter reads in part:

We refer to the above matter and our telephone conversation earlier today. During the aforesaid telephone conversation, Ms Ndou told us that your clients will withdraw their urgent chamber application if a written undertaking is given on the terms that we proposed to you before.
Here now is our clients’ undertaking, your clients will not be hindered from discharging their duties as councillors for their respective wards and your clients’ allowances will not be withheld.

Mariga suspended the quartet after they applied a declarature to nullify all council committees at the High Court in Harare arguing that the committees were imposed by the council chairperson Israel Dhikinya without conducting elections thereby violating the Rural Councils Act.
The four CCC councillors then filed an urgent chamber application challenging the suspension.
In their application, the councillors argued that they did not receive any official communication notifying them of the suspension.
They also argued that Mariga does not have the authority to suspend them.
Meanwhile, the CCC councillors are continuing with their application to nullify all council committees.

Chikomba DDC Lifts CCC Councillors Suspension

Political analysts have warned Citizens Coalition for Change (CCC) Members of Parliament and ordinary members against leaving the party in solidarity with Nelson Chamisa as they not be part of his future plans.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200022797/cracks-emerge-in-chamisas-blue-movement">NewsDay</a> on Tuesday, 06 February, political analyst Ricky Mukonza warned that lawmakers and supporters leaving the CCC to follow Chamisa may find themselves in the political wilderness. Said Mukonza:

There is no doubt that Mr Chamisa is the most popular leader in the opposition circles at this point, however, the situation that is there is a very tricky one.
He quit CCC and those that claim to be loyal to him are following him. Some MPs have already resigned following him.
On the part of those that have resigned, it’s quite a risky move that they have taken because it’s not very clear whether they are part of the plan of Mr Chamisa.

Mukonza also warned Chamisa that if he forms a new party, he may have the same problems he encountered in CCC since he will be starting with some of the people he worked with in CCC. Said Mukonza:

There are no brand-new people. Mr Chamisa is going to move to the new political entity with the same people that were in CCC.
He may think that he will succeed in leaving behind those he thinks were problematic for him, but he may equally find the same problems with those that are going to join him.

Another political analyst Effie Ncube said that Chamisa and his colleagues should avoid the pitfalls that resulted in CCC’s implosion. He said:
<blockquote>
It’s important that the new movement, with its millions of supporters, avoids the pitfalls of division right from the outset. These are the fractures that end up bringing down organisations.
At this stage, conceptual clarity among top leaders is key so that there is unity of purpose. Grievances can grow if not proactively tackled.
</blockquote>
Professor of World Politics at the University of London’s School of Oriental and African Studies Stephen Chan said:
<blockquote>
Those who sacrificed their Parliamentary careers or left the CCC to follow Chamisa must not be left on the wayside.
The country will not follow him otherwise. He cannot begin again to think he can go it alone.
Otherwise, his new movement will again be seen as a one-man-band, and not as something led by a future president of millions of people in an entire country.
</blockquote>
Fadzayi Mahere and Allan Norman Markham, who were elected Mt Pleasants and Harare East MP respectively, in the 2023 general elections, resigned from Parliament in solidarity with Chamisa.

"You May Not Be In Chamisa's Plans", CCC MPs Warned Against Resigning

Harare mayor Councillor Jacob Mafume said that some councillors attend meetings under the influence of alcohol and drugs resulting in unnecessary disputes.
This comes after Citizens Coalition for Change (CCC) Ward 43 councillor, Blessing Duma, disrupted a council meeting presided over by Mafume on Friday last week.
<a href="https://www.newsday.co.zw/local-news/article/200022160/councillors-attend-meetings-drunk-mafume">NewsDay</a> reported that some councillors supported Duma after he was removed from the council’s influential audit committee.
Addressing the full special council meeting, Mafume accused councillors of attending council meetings drunk. He said:

As you all know when preparing to come for the meetings people take different substances.
So, certain substances then confuse the person and it takes time for the substance to subside so that they do well and will be able to hold the meeting properly.
</blockquote>
Mafume also said councillors did not understand the law resulting in them raising issues that were “legally untenable”. He said:
<blockquote>
Our understanding of the law is very different as councillors and sometimes our level of comprehension is different depending on the tools that we developed for ourselves before becoming councillors.
So, sometimes they misread or fail to understand the law completely and raise their hands to legally untenable mouth things.
On Friday, (there) was a robust debate by some who felt certain changes ought not to be done for one reason or the other. We welcome the vitality and the energy of debates.
People are free to contribute when there are debates, but then there are times when you feel that people are plotting to sink the council.
The constitution is very clear on how a councillor or a mayor leaves office.
And one of them is certainly not bypassing the motion in the chamber.

In September 2023, Masvingo City Council Town Clerk Edward Mukaratirwa banned employees from consuming the Kambucha/Kombucha drink during working hours on the advice of council doctors who established that the drink was an alcoholic substance.
The ban followed incidents in which some city workers reported to work drunk while others were openly drinking Kambucha at work claiming it has medicinal properties.
Kombucha is a beverage that was introduced not too long ago and some of its consumers consider it an energy drink with medicinal properties while others, mostly men, consider the beverage an aphrodisiac and consume it for its supposedly sex-enhancing properties.
In October the Ministry of Health and Child Care ordered an investigation into Kambucha to ascertain whether it has health benefits as claimed by its producers and consumers or is just an intoxicating concoction.

Harare Councillors Attend Meetings Drunk - Mafume

All four Chikomba Rural District Council Citizens’ Coalition for Change (CCC) councillors have been suspended by the Chikomba District Development Coordinator (DCC) Michael Mariga.
The CCC councillors were suspended allegedly for filing a High Court application to declare all council committees null, reported <a href="https://masvingomirror.com/chikomba-ccc-councillors-suspended/">The Mirror</a>.
The councillors, Collen Zvarevashe (Ward 11), Amos Reza (Ward 10), Felix Zhakata (Ward 9) and Ishmael Maukazuva (Ward 12) were suspended during a full council meeting at council offices. Reads the suspension letter:
<blockquote>
This note serves to inform you that this office is in sync with a High Court order following the suing of the council by four councillors.
Because of that order, you are being advised to stop calling for any council business the following councillors, Reza Amos, Collen Zvarevashe, Ishmael Maukazuva and Zhakata Felix.
Business for the above-mentioned will only resume after court settlement.
</blockquote>
The councillors approached the High Court in Harare seeking an order to nullify all council committees.
They claimed the committees were imposed by the council chairperson Israel Dhikinya without elections being conducted. Part of their application reads:

This application is an application for a decelerator in terms of Section 14 of the High Court Act (Chapter 7: 06).
Precisely the applicants are seeking to have this court declare the appointment of council committees by the 2nd respondent (Dhikinya) ultra vires the standing rules of the Rural District Council and a nullity.
On the 20th of September 2023, a council meeting was held whose agenda was to elect office bearers of different committees in the council …The 2nd respondent after the meeting went away to his office and unilaterally without the input of council members announced the names of all the elected committee members.

The four CCC councillors initially approached Chivhu Magistrates Court but withdrew the application after agreeing to resolve the matter in a full council meeting with ZANU PF councillors and the Chief Executive Officer (CEO) Bullen Chiwara.

Chikomba RDC CCC Councillors Suspended

Citizens’ Coalition for Change (CCC) councillors in Harare, who constitute the majority of councillors in the City, reportedly defied party leader Nelson Chamisa during the recent mayoral election.
Former mayor Jacob Mafume bounced back to the post after defeating Elvis Ruzani by a vote of 22 to 15.
He became the third mayor of Harare since the August 2023 elections following the recall of Ian Makone and his successor, Lovejoy Chitengu, by Sengezo Tshabangu, a CCC activist who claims to be the party’s interim secretary general.
Ruzane was reportedly Chamisa’s preferred candidate, but unconfirmed reports suggested that Mafume’s camp threatened councillors with recalls if they did not vote for him.
Posting on X, CCC spokesperson Gift Siziba said internal party processes had settled for Ruzane as the preferred candidate to take over from the recalled Chitengu. Wrote Siziba:

Mafume’s victory is an indication that Chamisa has lost control over Harare councillors, and that the councillors did not vote on principle but to preserve their posts and the benefits of being in council.
Tshabangu has recalled dozens of councillors arguing that they were imposed by party members close to Chamisa during the party’s controversial candidate selection process.
Harare’s revolving mayoral door raises concerns about stability and effective governance in the country’s capital.

Harare Councillors "Defy" Chamisa During Mayoral Election

The Zimbabwe Electoral Commission (ZEC) has cancelled the planned by-elections in Victoria Falls’ wards 9 and 11.
This comes after Citizens Coalition for Change (CCC) self-proclaimed interim secretary general Sengezo Tshabangu rescinded the recall of the affected councillors.
Victoria Falls’ Ward 9 and 11 councillors Mthunzi Mpofu and Daniel Moyo respectively, were among the 52 CCC councillors that Tshabangu recalled from 15 local authorities last month claiming they had ceased being party members.
The by-elections were scheduled to be done in February 2024.
In a statement, ZEC Chief Elections Officer Utloile Silaigwana said the by-elections in Victoria Falls had been cancelled. He said:

It is hereby notified that the advertised vacancies for the City of Victoria Falls wards 9 and 11 and the party list PR vacancies are no longer in existence following the recession of the recall of the incumbents by their sponsoring party.
Accordingly, the Zimbabwe Electoral Commission advises that all electoral processes in relation to the said advertised by-elections have been cancelled with immediate effect.

Tshabangu has recalled scores of CCC representatives in Parliament and various councils across the country claiming that they were imposed on the people in the run-up to the August 2023 elections.
Some of the recalled MPs took Tshabangu to court and the case was dismissed by the High Court.
CCC leader Nelson Chamisa and his supporters argue that Tshabangu is an imposter and is working with ZANU PF to decimate the opposition and give the ruling party a two-thirds majority in Parliament to amend the constitution.
On Thursday, the CCC Youth Task Force in Bulawayo has threatened street protests and demanded electoral reforms saying key State institutions such as the Zimbabwe Electoral Commission (ZEC), the judiciary system, and ZRP have been captured by ZANU PF.
Tshabangu has however denied the allegations, saying he is targetting “criminals around the president”.

Tshabangu Cancels Recall Of Victoria Falls Councillors

The Citizens Coalition for Change (CCC) said that it will consult its supporters on the way forward as the country’s main opposition party considers withdrawing from Parliament and local authorities to protest the disqualification of its candidates from participating in the 09 December by-elections.
ZANU PF won seven out of nine contested seats which were previously under the CCC.
The nine seats fell vacant after the party’s self-proclaimed interim secretary-general Sengezo Tshabangu recalled their representatives in October.
Addressing the media in Harare on Wednesday, CCC spokesperson Promise Mkwananzi said that the Citizens National Assembly (CNA), had resolved to consult its supporters on the way forward. <a href="https://www.newsday.co.zw/local-news/article/200020883/ccc-consults-supporters-on-parly-pull-out">NewsDay</a> quoted Mkwananzi as saying:

The assembly resolved not to recognise the unlawful conduct and outcome of the December 9 by-elections and directed the appropriate bureaus to seek the setting aside of the charade.
The assembly resolved to further consult the citizens on the party’s continued participation in Parliament and local authority.
Some processes are going to be unveiled to complement the parliamentary processes.
Importantly, we are going to see a lot of activities in constituencies that were denied the opportunity to vote for the candidates of their choice.
There are going to be activities taking place there, with voters demanding the right to vote and demanding their MPs back and demanding that if there is a by-election, people have a right to be voted for.
</blockquote>
Hatcliffe MP, Agency Gumbo said the party will not abandon court processes despite expressing concerns over what he called “an overarching effect of the Executive in the Judiciary.”
Meanwhile, another set of by-elections is scheduled for 03 February 2024.

CCC Says To Consult Supporters On Withdrawing From Parliament

The Citizens Coalition for Change (CCC) Masvingo City Councillors were threatened by the party’s director in the organising department, Farai Chinobva, for failing to attend the Ward 2 by-election campaign launch last weekend.
<a href="https://tellzim.com/chamisa-loyalist-threatens-masvingo-councillors/">TellZim News</a> reported that the launch was held at Gomba shopping centre in Runyararo West, to drum up support for recalled former Mayor Shantiel Chiwara.
It was attended by some local leaders and only one councillor, Bernard Muchokwa of Ward 9.
Speaking at the launch, Chinobva said councillors and the MP who failed to attend the events were loyal to CCC’s self-proclaimed Secretary General Sengezo Tshabangu. Said Chinobva:

Let me tell you this, the election has already been won, so what is left now is for you to go and work. However, there is something that I discovered here; I have seen that there are some who have been threatened with recalls and are now afraid to work for the party.
We have sellouts who prioritise being a councillor more than working for the party.
Chitando (Jeffreyson) called for the launch, and I have looked at the MPs and Councillors from this area; we know who is here and who is not.
Failure to come here means you have gone to Tshabangu; that is what it means, it’s clear.
You have been intimidated and cowed down, so you can keep your councillor post, but what I want to tell you is that Advocate Nelson Chamisa will get there soon.
</blockquote>
He went on to declare that the CCC official candidate was Chiwara, and not another candidate Roki Kamuzonda, whom he said belonged to the Tshabangu faction. Said Chinobva:

My issue here is that I want you to know that we have an official candidate and Tshabangu’s candidate.
Our candidate is Shantiel Chiwara, and Tshabangu’s is Rocky. I don’t know his surname; maybe it’s Rocky Tshabangu.
What is critical is that the citizens are clever and they won’t go for Tshabangu; the election is not between Shantiel and other candidates but between Chamisa and Mnangagwa.
So if you lose this Ward, it’s Chamisa who has lost; that is why I have brought the president (Chamisa)’s poster.
</blockquote>
Contacted for comment by TellZim on his remarks, Chinobva said failure to attend the launch was a personal decision.
He added that what he meant was that those who wanted to join Tshabangu were free to do so but as it stands they had no problems with any councillor. Chinobva said:

Failure by some councillors to attend the launch was their individual choice; some even sent apologies that they had gone to a funeral, church, and other commitments, so we don’t have any problems with our councillors.
However, what I meant that day was that those who wanted to join Tshabangu were free to do so.
</blockquote>
Contacted for comment by TellZim on Chinobva’s utterances, the newly elected Masvingo Mayor and Ward 4 councillor Alec Tabe said he had other commitments.
However, Tabe’s deputy and Ward 5 Councillor Daniel Mberikunashe, and Ward 8 councillor and chief whip Richard Msekiwa slammed Chinobva saying they were fully behind Chiwara and won’t be lectured by someone from Harare, who is not even a politician.

Chamisa's Loyalist, Farai Chinobva, Threatens Masvingo Councillors

Self-proclaimed Citizens Coalition for Change (CCC) interim secretary general <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a> has recalled five CCC councillors from the Chinhoyi Municipality, saying they have ceased to be members of the party.
The axed councillors include former mayor and Ward 12 Councillor, Dyke Makumbi, who has previously been recalled.
In 2020, Mukumbi, who was then Chinhoyi mayor, was recalled by the MDC-T together with his deputy including four councillors over alleged “unrepentant treacherous behaviour.”
The other councillors recalled by Tshabangu are Ward 10 Councillor Lovemore Kurwakumire, Ninion Verandeni (Ward 9), and proportional representatives Dorcas Marunga and Florence Masache.
In the August 2023 harmonised elections, CCC won 12 elected seats of 15 wards while ZANU PF got two seats, and the other one was won by an independent candidate.
The CCC Councillors who survived Tshabangu’s recalls so far are Good Sairos (Ward 1), Richard Vitirunyu (Ward 3), Garikai Dendera (Ward 5), Mayor Owen Charuza (Ward 6), Anorld Muronga (Ward 7) and David Malunga (Ward 8), deputy mayor Chipo Mhlotswa (Ward 14) and women’s quota representative Abigail Sauti.
Tshabangu communicated the recall of the affected councillors to the Ministry of Local Government and Public Works before the Nelson Chamisa-led party was granted a High Court interim interdict barring further recalls.

Tshabangu Recalls Five CCC Councillors From Chinhoyi Municipality

Sengezo Tshabangu, who claims to be the interim Citizens Coalition for Change (CCC) Secretary General, has written to the Speaker of the National Assembly and the Minister of Local Government, Public Works and National Housing, Winston Chitando, purporting to recall several CCC MPs and councillors.
In the letter dated 03 October 2023, Tshabangu said the elected officials have ceased to be members of CCC.
Tshabangu is a former MDC-T and People’s Democratic Party (PDP) official believed to have signed letters that produced CCC double candidates in the 23 August 2023 Harmonised Elections, according to <a href="https://x.com/zimlive/status/1709480604423614961?s=20">ZimLive</a>. He wrote:

Kindly be advised that the following Members of the National Assembly were elected under the Citizens Coalition for Change political party, and have seized (sic) to be members of the Citizens Coalition for Change political party.

CCC "Interim Secretary General" Sengezo Tshabangu "Recalls" Dozens Of MPs, Councillors

CCC councillors in opposition-dominated Marondera have sought to distance themselves from a statement issued by the Municipality of Marondera congratulating Vice President Constantino Chiwenga for his re-appointment by President Emmerson Mnangagwa.
The congratulatory message, which has been interpreted as an endorsement of Mnangagwa’s victory in the 23 August 2023 elections, reads:

However, in a statement, Marondera mayor, Ward 8 Councillor Abel Nyakarombo, distanced CCC from the congratulatory message, saying that it emanated from people who want to cause confusion in the opposition party. He said:

We, as CCC Councillors, have nothing to do with this wish. This is purely the hand of those who intend to cause confusion and divisions among us.
We, as deployees, remain guided by our leadership. We do not act independently from the Party to which we subscribe.
I want to make it categorically clear, that whoever manufactured this article will answer questions. As a municipality, we do not have any one of us who can act unilaterally.
We are bound by the spirit of working together without any trace of discord among us. Our best tools for us to be together are engagement, consultation and unity.
Anybody who makes decisions without consulting will be fighting our resolve to be a united front.
This is one unilateral decision. Which was taken without consultations and engagements. We have no input whatsoever on this piece.

CCC Dominated Marondera Council Disowns Chiwenga Congratulatory Message

Chinhoyi Ward 2 Councillor Patricia Chibaya (CCC) has died after a short illness. She was in her early 40s.
Chibaya was among the 20 Chinhoyi councillors recently sworn in at the Town House.
She died barely a month into her second term as a councillor.
According to a <a href="https://www.newzimbabwe.com/chinhoyi-ward-set-for-by-election-after-ccc-councillor-dies/">NewZimbabwe.com</a> report, Chibaya died on Wednesday at Chinhoyi Provincial Hospital where she was rushed for treatment for symptoms of a mild stroke and migraine.
Chinhoyi Mayor Owen Charuza expressed deep shock over Chibaya’s sudden death. He said:

It is correct that we have lost Cllr Chibaya, and we are still trying to come to terms with the devastating loss.
We are actually at her residence where people from all corners are flocking to confirm if indeed it is true. I am shocked.

Chibaya became a councillor in 2018 under the MDC Alliance ticket and was elected deputy mayor following the resignation of then Ward 6 Councillor, Mercy Mada in January 2023.
She shrugged off stiff competition from two other CCC councillors and one ZANU PF member to land the deputy mayor’s post.
Chibaya, former mayor Dyke Makumbi, and current deputy mayor Chipo Mlotshwa contested in the polls to replace Mada.
She garnered 6 votes ahead of her closest rival Makumbi who got 5, while ZANU PF’s Voster Mashevedzanwa got 2 and Mlotshwa received 1 vote.
Chibaya intended to contest for deputy mayor post again but CCC whipped members to nominate and vote for Mlotshwa instead.
In accordance with section 121 A of the Electoral Act (Chapter 2:13), a by-election must be held in the Ward to replace her.

Chinhoyi Ward 2 Councillor, Patricia Chibaya (CCC), Dies

Newly-elected City of Bulawayo Mayor Cllr David Coltart said he was astonished by the self-aggrandisement of some opposition councillors in the city over the past two decades.
Speaking at an engagement meeting with Civil Society Organisations (CSOs) on Tuesday, Coltart said some of his predecessors have been demeaning the values of opposition parties.
He claimed some opposition councillors undermined what the opposition stands for, by using their positions to get preferential access to stands and other benefits from the council. Said Coltart, as quoted by <a href="https://cite.org.zw/bulawayo-only-has-5-ambulances-needs-30/">CITE</a>:
<blockquote>
There are policies in place that a councillor may get one stand per five years, that’s OK because this is an honorous task, but that’s where it ends.
We must have total transparency. We need to have deep introspection as leaders, we cannot thrive to get on particular committees for particular benefits for ourselves. That has to end.
As councillors, we need to remember that we are elected to serve not to be served. I hope that that will be a dominant theme for the next five years.
We are not here to prioritize what benefits we might get for ourselves by virtue of our positions.
I have watched with astonishment and sat deep in thought in the last 20 years. The opposition in control of this council, has used its elective position to get preferential access to stands and other benefits and in so doing have completely demeaned the office of the councillor and the city council.
They have also undermined what we stand for as the opposition in this country.
We stand for being something different from the regime that has been in power for 40 years.
If we get into office and we do the exact same thing, we don’t just undermine the political party we represent, we undermine the very notion of democracy in our nation. And we undermine the people we love, the people we must serve.
If we don’t demonstrate a different standard of leadership, how can we expect a different standard from other people?
Maybe there are some recently elected individuals who may be seeing this as an opportunity for themselves, we need to set a new standard.

Coltart also revealed that he will forgo getting a new mayoral vehicle during his term of office and prioritise the acquisition of ambulances, fire engines, and refuse collection trucks for the local authority.

Self-aggrandisement Must End, Coltart Tells Opposition Councillors

Citizens’ Coalition for Change (CCC) leader Nelson Chamisa has claimed that the majority councils controlled by the opposition party are performing well “under difficult circumstances”.
CCC, formerly the MDC Alliance, controls the majority of cities in the country which are struggling to provide basic service to ratepayers.
Residents of towns and cities are being forced to endure water shortages, bad roads and accumulation of garbage that goes uncollected for months.
Speaking during a recent interview, Chamisa said opposition councillors in urban areas are performing well. He said:
<blockquote>
Well, they (councillors) have done so much in fact if our local authorities had not done what they are doing under difficult circumstances against all odds with all these impediments by now Harare would not be a city.
You would not be using the toilets you are using, flushing and the modern ablution systems.
You would be going in the bush system right now if we had not done what we did under difficult circumstances.
To have a semblance of some city status or town status must be credited to our councillors otherwise ZANU PF wanted to run this place down.

Zimbabwe’s economic meltdown has arguably had a significant impact on the availability and quality of basic services such as water, sanitation, healthcare, education, and infrastructure.
Meanwhile, in an unrelated matter, Chamisa scoffed at government critic Hopewell Chin’ono’s insinuation that CCC was as dead as a Dodo. Said Chamisa:

Our death is not going to be defined by an individual. I do not believe that he is the one who issues death certificates for institutions and organisations. We are alive and very strong.

CCC Councillors Have Fared Well - Chamisa

Local Government and Public Works Minister July Moyo has appointed a four-member tribunal to probe the allegations of misconduct against six suspended Chitungwiza Municipality CCC councillors.
Moyo said Chitungwiza Municipality would bear the costs of the inquiry.
The councillors are former mayor Lovemore Maiko, former deputy mayor Musa Makweza, CCC chief whip Richard Chamutsa, Peter Matiringe, Kudakwashe John and Chengetai Nyagondo.
The six were suspended on 10 October after they convened an “illegal” meeting on 07 October where Maiko was reinstated as mayor.
Chitungwiza had been without a mayor since March this year when Maiko was recalled by the Douglas Mwonzora-led MDC-T.
Efforts to hold elections to replace Maiko failed to take place since March after Harare Provincial Affairs and Devolution secretary Tafadzwa Muguti, acting mayor Kiven Mutimbanyoka and more recently a ZANU PF councillor Reginald Mashingaidze approached the High Court to block the move.
The councillors, however, went ahead and re-elected Maiko on 7 October leading to their arrest for convening an illegal council meeting.
Minister Moyo said a tribunal to investigate the CCC councillors would be chaired by Advocate Rachael Chibaya. Wrote Moyo:

July Moyo Probes Chitungwiza CCC Councillors

One of the longest-serving councillors in Mutare, councillor for Ward 9, Crispen Dube (CCC) has died. He passed away on Wednesday night.
Dube was re-elected councillor for Ward 9 several months ago after he had been recalled by the MDC-T led by Douglas Mwonzora.
CCC national spokesperson Fadzayi Mahere said Dube passed away at Victoria Chitepo Hospital in Mutare. She said:

We’ve received the sad news that Councillor Crispen Dube of Ward 9 Dangamvura Chikanga has passed away at Victoria Chitepo Hospital in Mutare.
He was recalled for his unwavering support of the CCC and won back the ward in the by-election. Sincere condolences to his family and loved ones.

Acting Mutare Town Clerk, Blessing Chafesuka confirmed Councillor Dube’s death to <a href="https://www.manicapost.co.zw/new-ward-9-councillor-dube-dies/">The Manica Post</a>. He said:

I can confirm the sad news of the passing on of Councillor Dube. It is a big blow to the city and we will be meeting later to discuss the issue. More details will be availed after our meeting.

CCC Councillor For Mutare's Ward 9 Dies

Beitbridge councillors, who are all CCC members, have accused the government of sidelining them during State functions held in the border town.
The complaint, which was raised at a full council meeting last week, follows the official opening of the upgraded Beitbridge Border Post by President Emmerson Mnangagwa.
Only Beitbridge mayor Munyaradzi Chitsunge was invited to the event but was made to sit in a public tent.
He was not even on the salutations list of officials who spoke, including Mnangagwa. Ward 3 councillor Takaendepi Mahachi said:

We are not recognised at State events taking place in our town. At the official opening of the upgraded border, we were left out and yet now we are being asked to attend the indaba to be addressed by President Mnangagwa.
Why do they know us now and yet when they come here they don’t recognise us?
</blockquote>
Councillor Morgen Ncube queried why Beitbridge councillors were snubbed at the event yet in Harare, the mayor and councillors were invited and even recognised during proceedings. He said:

They are even addressed. We are councillors of all people and not just those who elected us and if we are excluded it means those people have been left out, which is not proper.
They made it (border official opening) look like a ZANU PF function. They could have left us out at their private rally later held at Dulivhadzimo Stadium, but during a public function, officials should be mature to know we have people behind us.

Town clerk Loud Ramagkapola took the blame saying all Beitbridge councillors should have been included on the list. He said:
<blockquote>
We submitted a list including all councillors and these lists are vetted elsewhere.
We may have failed to follow up after the final list, but it is true that all Beitbridge councillors should have been included on behalf of Beitbridge residents.
These are the town fathers and we will in future liaise with the authorities responsible to include them.

CCC Councillors Accuse Govt Of Sidelining Them

CCC leader Nelson Chamisa has warned elected councillors against engaging in corrupt activities to line their pockets at the expense of ratepayers.
Chamisa made the call on 14 August while addressing thousands of party supporters during a “Thank You” rally at Mucheke Stadium in Masvingo.
CCC won all the four wards in the March 26 by-elections that were vacant in Masvingo urban.
The four councillors are Rocky Kamuzonda of ward 3, Alec Tabe of ward 4, Richard Musekiwa of ward 7, and Daniel Mberikunashe of ward 5. Said Chamisa:
<blockquote>
You must not go to council to fill your stomachs or to be allocated stands for your personal benefit. You must make sure you deliver to the people who elected you into office.
As CCC, we urge the electorate to recall all those elected individuals who pursue personal gains at the expense of ratepayers.
If an elected representative does not come back to the people who elected him/her, then just recall that person.
We do not want a situation whereby one is elected; vanishes only to resurface during election time.
I urge you to rebuke those leaders who appear in their constituencies or wards once a year like the Christmas holiday.
</blockquote>
Some of CCC’s new councillors’ lifestyles have reportedly dramatically changed for the better barely five months after coming into office.
Wards 3 and 4 councillors Rocky Kamuzonda and Aleck Tabe are now driving Isuzu double cab and Toyota D4D Hilux single cab respectively.
The two have, however, dismissed any corruption allegations saying they had their own hustles that enabled them to purchase such vehicles.
TellZim News reported sources as saying the two councillors were given residential stands in the leafy suburb of Rhodene even though local authority statutes say they should get stands in their wards.
