The Zimbabwe Electoral Commission (ZEC) has denied claims by some civil servants who worked as election officers during the 23 August 2023 Harmonised Elections that are still owed money for services rendered to the Commission.
During elections, ZEC hires officials from the Ministry of Primary and Secondary Education including other government agencies.
The affected civil servants spoke to <a href="https://cite.org.zw/civil-servants-claim-zec-owes-them-money-for-august-elections/">CITE</a> on condition of anonymity and claimed that ZEC only paid them 80 percent of what they were owed for their services. One of the concerned teachers said:

Presiding officers received their remaining balance of US$360 when initially they were paid US$320.
We were told that only 20 percent is remaining, but to our surprise, the presiding officers received more than 20 percent so it is not clear how much we are supposed to be paid.
</blockquote>
Contacted for comment by CITE, ZEC Chief Elections Officer (CEO), Utloile Silaigwana queried why those officials who claim to have grievances chose to go to the media instead of visiting ZEC offices. Said Silaigwana:

I am not aware because they did not come to me claiming they were not paid and second, we have clear channels of communication where we communicate.
How do I know these people are genuine? What if these people just want to tarnish the image of ZEC?
We normally engage people who are employed by the government and they know exactly that if they have issues they do not run to the press but inquire at our offices. Civil servants do not act like that.
We always communicate with civil servants every time and those who we hired know the amount they should be paid.
I cannot respond fully because I do not have enough information on who these people are.
By right, we have to know the station they were deployed in and their EC numbers so that we can check.
What if it’s someone from the streets who wants to tarnish ZEC’s image? How do I know?

Silaigwana insisted that civil servants who were hired by ZEC for the 23 August general elections were paid for their services.
He said ZEC has official lines of communication with the Public Service Commission (PSC), adding that the same procedures used in the past will apply in hiring staff for the December 9 by-election.

ZEC Denies Claims That Civil Servants Are Owed Money For August Elections

All CCC candidates who were recalled last month filed nomination papers for re-election on Tuesday in defiance of self-proclaimed party interim secretary general Sengezo Tshabangu who initiated the expulsion from Parliament, reported <a href="https://www.zimlive.com/recalled-ccc-mps-all-file-for-re-election-in-double-candidate-shocker/">ZimLive</a>.
Tshabangu also fielded his own candidates under the CCC banner.
The nomination court sat in Bulawayo, Matabeleland North, Matabeleland South, and Harare provinces to receive applications from aspiring candidates for nine National Assembly constituencies.
Nine of the recalled CCC MPs were elected directly through the ballot while the other five MPs were beneficiaries of the proportional representation dispensation.
In Bulawayo, the recalled MPs namely Desmond Makaza (Mpopoma-Mzilikazi), Eric Gono (Lobengula-Magwegwe), Nichola Watson (Bulawayo South), Obert Manduna (Nketa) and Pashor Raphael Sibanda (Cowdray Park) successfully filed their papers.
Tshabangu also fielded his candidates in these constituencies, namely, Charles Moyo (Mpopoma-Mzilikazi), Tendai Nyathi (Lobengula-Magwegwe), James Sithole (Bulawayo South), Ambrose Sibindi (Nketa) and Vusumuzi Chirwa (Cowdray Park).
ZANU PF will be represented by Dzingai Kamamba (Mpopoma-Mzilikazi), Menziwa Dube (Lobengula-Magwegwe), Raj Modi (Bulawayo South), Albert Mavhunga (Nketa), and Arthur Mujeyi (Cowdray Park).
Former legislator, Prince Dubeko Sibanda, who was recalled by Douglas Mwonzora, and then by Tshabangu, also filed to regain his seat in Binga North under CCC.
He will contest against Judith Sibanda (CCC) and Chineka Muchimba (ZANU PF).
In Lupane East, former MP Bright Vanya Moyo (CCC) will contest for the seat with David Nyathi (CCC) and Phathisiwe Machangu (ZANU PF).
Recalled Beitbridge West constituency MP, Morgan Ncube also filed under CCC.
In Mabvuku-Tafara, Tshabangu did not field a candidate. Recalled CCC legislator Febion Kufahakutizwi will run against gold dealer Pedzisayi “Scott” Sakupwanya (ZANU PF), who lost to the same opponent in August.
Mwonzora’s MDC-T, which failed to win a single seat during by-elections held in March last year and harmonised elections this year, boycotted the polls.
The by-elections are set for 09 December this year.

Recalled CCC MPs File For Re-election As Tshabangu Fields Parallel Candidates

The Zimbabwe Human Rights Association (ZimRights) has condemned cases of politically motivated violence and intimidation of voters in the Gutu West constituency allegedly by ZANU PF Forever Associates Zimbabwe (FAZ) activists.
 The Gutu West by-election will be held on 11 November 2023 bringing the National Assembly of the 10th Parliament up to its full membership of 280 seats.
Elections in the constituency could not be held on 23 August following the death of one of the nominated candidates, Christopher Mutonhori Rwodzi.
In a Press statement issued this Tuesday, 07 November, ZimRights identified one Rashiel Bere from Ward 6 as one of the perpetrators of voter intimidation. Reads the statement:

The Zimbabwe Human Rights Association (ZimRights) notes with concern the rising cases of political intimidation and violence in Ward 41, Gutu West Constituency ahead of the national assembly by-elections scheduled for the 11th of November 2023.
ZimRights community human rights monitors have documented and reported an increase in this phenomenon. The alleged perpetrators are members of the ruling party (ZANU-PF) and its affiliates.
Political Intimidation is the use of threats, coercion, or attempts to intimidate for the purpose of interfering with the right of another person to vote or to vote for the person of their choice.
ZimRights community human rights monitors in Masvingo received allegations that ZANU-PF member, Rashiel Bere from Ward 6, Mukwasi primary school, also a member of the Forever Associates Zimbabwe (FAZ) organization is moving around with ZANU-PF aspiring candidates intimidating villagers and threatening to burn their houses if they vote for the opposition party.
This worrying trend threatens to derail citizens’ participation in democratic processes, resulting in voter apathy and anarchy.
Political intimidation poses a threat to democracy, human rights, social cohesion, and progress.
Rashiel Bere who is also allegedly selling out opposition party supporters in ward 41 Gutu West to the FAZ organisation advised all women and elderly people to act illiterate and not vote in the upcoming elections but submit their names to FAZ so that FAZ votes on their behalf.
In another case reported from the Chatsworth shopping center in Gutu, a CCC member was beaten by ZANU-PF supporters after he was seen wearing a CCC T-shirt.
The victim said one of the men who assaulted him is the young brother of ZANU-PF MP Candidate John Paradza, well known as (Boss Para).
This is a sad confirmation of the findings of the ZimRights 2022 State of Peace Report, which highlights that over 50% of Zimbabweans are living in fragile peace, fearing the elections.
It is against this background that ZimRights condemns, in strongest terms, the acts of political intimidation as it is in violation of citizens’ right to form, join, and participate in the activities of a political party and to make political choices freely as protected by Section 67 of the Constitution of Zimbabwe.

ZimRights Concerned Over Rise In Cases Of Political Violence In Gutu West

Opposition political parties in Zimbabwe are divided over participating in by-elections slated for 09 December 2023, amid concerns that voter apathy is deepening in the southern African country.
The by-elections were triggered by the recalls initiated by the Citizens’ Coalition for Change (CCC)’s self-proclaimed interim secretary general <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a>.
The United Zimbabwe Alliance (UZA) party led by <a href="https://pindula.co.zw/Elisabeth_Valerio">Elisabeth Valerio</a> said that it will not participate in the 9 December by-elections despite some opposition political parties such as ZAPU declaring that they will field candidates for the polls.
In a statement released this Tuesday, 07 November, UZA National Spokesperson Elvis Dzvene said the party prefers inclusive dialogue to address the country’s “political crisis” and the implementation of reforms. Said Dzvene:

The United Zimbabwe Alliance (UZA), will not participate in the December 9 by-elections.
This decision was reached after extensive consultations with our National Directorate, our members, and our supporters across the country.
We have also taken into account the views of other democratic forces, civil society organizations and the international community.
Our decision is a principled one, driven by the belief that real change must come through reforms that guarantee fairness, transparency and justice in the Zimbabwe electoral process.
We emphasize that this decision is not an attempt to shirk our democratic responsibilities, but a bold stand against a flawed system.
We urge other political actors, both major and minor, to consider joining in this collective effort to demand the change that Zimbabwe so desperately needs.
</blockquote>
UZA said it has decided to boycott the by-elections because it does not have confidence in the Zimbabwe Electoral Commission (ZEC) that it will hold credible elections. Said Dzvene:

We do not have confidence in the Zimbabwe Electoral Commission (ZEC), which has proven to be biased and has not implemented any meaningful electoral reforms since the disputed 2023 harmonized elections.
The August 2023 elections were condemned by local and international observers as neither free nor fair, yet ZEC has not addressed the issues of intimidation, militarization of staff, lack of transparency and the shambolic voters’ rolls that marred the elections.
</blockquote>
Dzvene said the party does not recognise the by-elections as legitimate due to the unconstitutional and undemocratic recall of CCC’s elected representatives.
The opposition party also said that participating in the by-elections will not advance the cause of democracy and the welfare of Zimbabweans.

UZA Resolves To Boycott 09 December By-elections

The Nomination Court will sit today, 07 November, to receive papers from aspiring candidates for the 09 December by-elections.
The Government has set aside a US$5.3 million budget for the Zimbabwe Electoral Commission (ZEC) to conduct the by-elections.
Nine National Assembly seats are up for grabs after they were declared vacant following recalls of CCC MPs last month.
ZEC deputy chairperson, Rodney Kiwa told <a href="https://www.herald.co.zw/nomination-court-sits-today/">The Herald</a> on Monday that they are ready for the by-elections. Said Kiwa:
<blockquote>
Everything is set for the Nomination Court sitting scheduled for tomorrow (today), if we fail to deliver we as an organisation will have failed.
All other required materials like ballot papers, stationery, tents, lights and ink are available.
The commission has heavily invested to meet the requirements of the upcoming by-elections.
</blockquote>
Each National Assembly candidate is expected to pay a US$1 000 nomination fee.
The by-elections will take place in Beitbridge West, Binga North, Bulawayo South, Cowdray Park, Lobengula-Magwegwe, Lupane East, Mabvuku-Tafara, Mpopoma-Mzilikazi, and Nketa constituencies.

Nomination Courts For 09 December By-elections Sitting Today

The opposition ZAPU has resolved to field candidates in the 09 December 2023 by-elections after CCC led by Nelson Chamisa said it will boycott the polls.
In a statement, ZAPU spokesperson Msongelwa Ndlovu they will not boycott the elections to avoid giving a “free lunch” to the ruling ZANU PF party. Reads the statement:

After exhaustive internal consultations, ZAPU commissioned teams in Bulawayo to engage community leaders, residents, vendors and residents associations to seek their views regarding the impending by-elections.
We did this to ensure that our final decision would not be mistaken for an endorsement of the recalls and or sanitization of those who are actually behind these recalls.
After these successful consultations, the party has decided to heed the call of those who have told us never to give free lunch to the architects of these illegal recalls.
Pursuant to this, ZAPU will be fielding candidates in all affected constituencies subject to rigorous internal processes.
We are calling on all progressive forces to rally behind our candidates and defend the democratic space so molested by malevolent miscreants.
</blockquote>
By-elections will be held on 09 December 2023 after CCC’s self-styled interim secretary general Sengezo Tshabangu recalled 15 CCC members of the National Assembly, 09 senators and 17 Councillors.

ZAPU Resolves To Field Candidates For 09 December By-elections

Citizens Coalition for Change (CCC) president Nelson Chamisa has accused the party’s self-proclaimed interim secretary general <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a> of being a weapon used by ZANU PF to destroy the opposition from within.
Speaking in an interview that was released on Wednesday, Chamisa claimed that Tshabangu was not a member of the CCC.
Chamisa also revealed that CCC will not participate in the upcoming 09 December by-election, saying the recalls of the party’s MPs and councillors which were initiated by Tshabangu and triggered the by-elections were criminally conducted. Said Chamisa:
<blockquote>
I have told you that. I’m sick and tired of commenting about ZANU or FAZ. I’m not a member of ZANU. I’m not a member of FAZ.
I’m sure if you want a proper comment about those people, that name – the moment you mentioned it, you remind me that I’m talking to the wrong person because you see Tshabangu or Twabam guy is not a CCC member, he belongs elsewhere. He is being imposed on the CCC to particularly achieve certain ends.
</blockquote>
Chamisa said ZANU PF was complicit in the recalls in order to distract CCC from its call for fresh elections following the disputed 23 and 24 August Harmonised Elections. He said:
<blockquote>
(ZANU PF) knows that we defeated them in the election. They want us to focus internally and not focus on the issue.
They want us to take our eyes off the need for a proper election and focus on these stupid and useless by-elections that have been created unlawfully, criminally and unconstitutionally and we will not waste our time on unconstitutional things.
The fact that we have a Speaker who chooses to act not just in error but on the basis of a crime, a ZEC that chooses to act on the basis of a crime and a ‘president’ of a country who chooses to act on the basis of a crime makes it a criminal syndicate. Zimbabwe has become a big crime scene when it comes to tearing apart the constitution of the land.
</blockquote>
Chamisa insisted that CCC will not field candidates to participate in the by-elections. He said:
<blockquote>
We don’t participate in crime. It would be a different ball game had this position or these vacancies been created by a proper case of law and the course of law.
You can’t choose to criminally produce and impose a fraudster, (have) a bogus recall, which is not from CCC.

Tshabangu Not A CCC Member, He Belongs To ZANU PF - Chamisa

CCC has reiterated that Sengezo Tshabangu’s activities are illegal and that Parliament and the Minister of Local Government should disregard them, reported <a href="https://cite.org.zw/ccc-says-tshabangus-activities-illegal-will-announce-own-signatories/">CITE</a>.
This comes after Tshabangu wrote a letter to the Zimbabwe Electoral Commission (ZEC) submitting a list of what he said were the designated officials authorised to countersign papers for the party’s approved candidates for the upcoming by-elections.
By-elections will be held on 09 December 2023 after Tshabangu recalled 15 CCC members of the National Assembly, 09 senators and 17 Councillors.
CCC spokesperson Promise Mkhwananzi said Tshabangu is not authorised to act on behalf of the party and that his activities are illegal. Said Mkwananzi:
<blockquote>
As we have stated, Tshabangu’s activities are an ongoing act of criminality and illegality, thus all there is, and we continue to advise the speaker of Parliament to disregard Tshabangu and all the things that he is doing, they are not part and parcel of CCC.
The signing thing is neither here nor there, what is there is that Tshabangu is not the person that is supposed to sign. We have got people that were signing for our candidates in the election. We will communicate in due course.

According to a letter dated 23 October 2023 addressed to ZEC’s Chief Elections Officer, Tshabangu, Mbuso Siso, and Jabulani Ncube are the CCC officials designated to countersign nomination papers for the party’s candidates.

CCC Rejects Signatories Announced By Tshabangu

The opposition Zimbabwe African People’s Union (ZAPU) is yet to make a decision about contesting in by-elections slated for 09 December 2023 following the recall of Citizens Coalition for Change (CCC) Members of Parliament and councillors.
Speaking on <a href="https://cite.org.zw/zapu-to-engage-supporters-over-by-elections/">This Morning on Asakhe hosted by CITE</a>, ZAPU spokesperson Msongelewa Ndlovu said that some party members are in favour of participating while others are pushing for a boycott of the polls. He said:
<blockquote>
One section of the membership is saying we should never allow ZANU PF a free lunch anywhere and anytime in the country.
This section of our membership is saying they will bring about contestation by hook or crook, they will find us ready to contest them underwater, on the hill mountains and in the air.
This is the section of the party that says we must defend the rights of the people at any cost.
But there is also a view that says if we allow ZANU PF to detect when and where to contest, we will possibly sanitize this madness.
This section of the membership says we should act in solidarity with the people whose leaders they elected have been denied that leadership.
</blockquote>
Ndlovu said his party has resolved to engage people in the affected constituencies.
He also said ZAPU has fielded candidates in constituencies left vacant after the 23 August 2023 general elections, excluding those resulting from recalls initiated by Sengezo Tshabangu. Said Ndlovu:

There are two sets of by-elections. There are by-elections that came as a result of residual leftovers from the 23 August harmonized general election.
We have already fielded candidates and gone to the nomination courts for some of those by-elections, including one in Nkayi for council and the other one in Matabeleland North where we already have candidates.
What we are saying about the Sengezo Tshabangu by-election is that it is a matter that we need to deliberate on vigorously but make sure that whatever we do, we align our view with the views of the people.
Whether we should give ZANU-PF a free lunch in Matabeleland and other regions or ensure that we act in solidarity with the affected people and ensure that we render these so-called by-elections a sham that they are.

Tshabangu is a CCC member who claimed to be the party’s interim Secretary General and used the “position” to write letters to Parliament and the Minister of Local Government recalling 14 MPs, nine senators and 17 councillors.

ZAPU Members To Deliberate On Fielding Candidates In By-elections

The Citizens Coalition for Change (CCC) leader Nelson Chamisa has said his party will not participate in by-elections set for 09 December 2023 describing them as a “‘Muppet Show”.
The by-elections will be held to fill 14 National Assembly and 17 local authority vacancies created by recalls of CCC elected officials instigated by a man called <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a> who declared himself as the party’s interim secretary general.
Tshabangu, who has been described as a CCC cluster leader in Binga, has effectively hijacked the party and this week wrote to the Zimbabwe Electoral Commission (ZEC) stating that only he and two others are authorised to approve CCC candidates for the by-elections.
In an interview released on Wednesday, Chamisa said his party will not participate in “crime”. <a href="https://www.zimlive.com/chamisa-says-ccc-candidates-to-boycott-december-9-by-elections/">ZimLive</a> quoted Chamisa as saying:
<blockquote>
We’re not interested in side shows, the main show is the issue of having a proper government, a proper election, a legitimate government in Zimbabwe. All these things are sideshows.
As you look at us, do we look like characters that would participate in a Muppet Show?
We should not waste time on unconstitutional acts; on criminal acts. We don’t participate in crime.
It would be a different ball game had this position been created by a proper case of law.
But you can’t criminally produce an imposter, a fraudster, a bogus recall that is not from CCC.

The recalled MPs and councillors are challenging the legality of the process in court and the matter will be heard at the High Court on 02 November.
Chamisa also accused ZANU PF of selectively choosing to act on Tshabangu’s recalls while aware that he was not working for CCC.
On 03 October 2023, Tshabangu wrote letters to Parliament and the Minister of Local Government recalling 14 MPs, nine senators and 17 councillors.

CCC To Boycott By-elections, Says Chamisa

<a href="https://www.pindula.co.zw/Sengezo_Tshabangu/">Sengezo Tshabangu</a>, the man claiming to be the interim secretary general of the opposition <a href="https://www.pindula.co.zw/Citizens%27_Coalition_for_Change/">Citizens Coalition for Change (CCC)</a> says he will be in charge of screening and endorsing prospective candidates for the forthcoming December 9 parliamentary by-elections.
Sengezo Tshabangu, who recalled 15 CCC legislators claiming that they were no longer party members, told <a href="https://www.voazimbabwe.com/a/sengezo-tshabangu-i-will-endorse-clear-ccc-candidates-for-forthcoming-by-elections/7321641.html">VOA Zimbabwe</a> he has a list of candidates for the by-elections following a presidential proclamation on the election dates. He said:

This right to recall will give us the authority endorse and sign for the candidates. So, the party is going to use the same criteria they used because we have the data base. We know who in this particular ward, in this particular constituency was the favorable candidate (in the selection process). Those candidates are there in our database. It’s a question of cut and paste and then putting in candidates who were selected by the people.

Sengezo Tshabangu denied claims of being used by the ruling party and stated that opposition members often label anyone opposing their views as a Zanu PF supporter. He warned CCC party activists against interfering with the candidate selection process for the upcoming by-elections.

Expelled CCC parliamentarian <a href="https://www.pindula.co.zw/Prince_Dubeko_Sibanda/">Prince Dubeko Sibanda</a> accused Sengezo Tshabangu of being an imposter and challenged his claim of being the interim secretary general in court. Sibanda stated that Tshabangu has not provided evidence to support his position in the party’s top leadership. He criticised Tshabangu’s actions and referred to them as mere daydreaming. Sibanda is currently contesting his recall in the High Court.

Sengezo Tshabangu Says He'll Oversee Screening & Endorsement Of CCC Candidates For By-Elections

The opposition Citizens Coalition for Change (CCC) has slammed the move by President Emmerson Mnangagwa to proclaim the date for by-elections to replace nine opposition MPs who were controversially expelled from Parliament after they were recalled by the self-proclaimed CCC interim secretary general Sengezo Tshabangu.
In a statement, CCC the proclamation by Mnangagwa is illegal and underscores his intention to destroy the authentic opposition in Zimbabwe.
CCC also questioned the legality of the proclamation considering that the recalled MPs have approached the courts seeking to have the recalls rescinded, and a ruling is yet to be delivered. Reads the statement:

It has come to our attention that Mr. Mnangagwa has issued a proclamation to announce a date for by-elections to replace our party members who were elected by the citizens, even under a rigged and fraudulent electoral environment.
This proclamation is in response to an illegal recall initiated by a ZANU PF imposter, named Sengezo Tshabangu, who falsely claims to be the interim secretary general of our party, led by President Nelson Chamisa.
The illegal proclamation is a clear indication of Mr Mnangagwa’s involvement in the illegal recalls of our elected members.
Mnangagwa’s intention is to decimate the authentic opposition in Zimbabwe, following his defeat by President Nelson Chamisa in the recently concluded rigged and fraudulent elections
This precedent was set by the speaker of parliament, Advocate Jacob Mudenda, who reduced his administrative duties to a mere conveyer belt, in contrast to the requirement of the Administrative Justice Act read together with Section 129k of the constitution of Zimbabwe.
Zimbabwe is now facing an unprecedented constitutional and political crisis. This has proved the most glaring manifestation of state institutions captured by Mr Mnangagwa.
As a matter of fact, the CCC, led by President Chamisa, has not recalled any party member. Additionally, the CCC does not have an interim secretary general position.
Furthermore, Sengezo Tshabangu, the imposter, is not a registered CCC member as he is absent from our official registers.
Lastly, we have reported this imposter to Milton Police Station with reference number SSS1290.
Therefore, we reiterate that the recalls are illegal, and a by-election date cannot be determined for a matter that is currently before the courts.
The party will explore all available solutions to protect the nation from the unnecessary anguish of going through another election immediately after a contentious one.
We will continue to provide updates to the nation regarding the measures that the Movement is undertaking to safeguard it from further contention.

CCC Says Proclamation To Hold By-elections Is Illegal

Self-exiled former ZANU PF member <a href="https://pindula.co.zw/Walter_Mzembi">Walter Mzembi</a> has advised the Nelson Chamisa-led CCC to withdraw from Parliament and boycott the upcoming by-elections.
This comes after President Emmerson Mnangagwa proclaimed 09 December 2023 as the date for by-elections in nine National Assembly constituencies left vacant following recalls by self-proclaimed CCC interim secretary general Sengezo Tshabangu.
Posting on X, Mzembi said if the Nelson Chamisa-led party participates in the upcoming by-elections, it will have endorsed “Mambara of the Year” (in reference to Tshabangu), as the leader of CCC. Said Mzembi:

Participation in the forthcoming By-Election ;
1. Endorses ” Mambara of the Year ” as Leader of CCC. In fact, he is being assisted in this blitzkrieg!

3. All legislators missing his Congress will be recalled or sanctioned. 
4. There will be calibration and balancing of these expulsions, to align to the new Budget year; collect money first from the Treasury and fire those non-aligned. 
5. There may be a beeline of new allegiances to the one who recalls. 
6. The SADC Report will be history after the By-Elections which will be run differently and used as a future reference. 
7. 2/3 Majority is already in the bag so is the One Party State!
The Chinese model of coopted opposition is upon us. Denial is the biggest issue now and soon some “clapping” is required to wake some of us up, especially elected officials from this horrible dream that their dalliance with the opulence of Parliament was just but a mirage!

Meanwhile, journalist Hopewell Chin’ono said ZANU PF did not initiate the CCC recalls but has simply taken advantage of factionalism with the opposition party. Said Chin’ono:

Tshabangu has handlers inside CCC who are disgruntled as they have said on numerous occasions both directly and indirectly.
They say they are disgruntled with how their party has been personalised by Nelson Chamisa. We shouldn’t be lazy to ascribe everything to ZANU PF.
ZANU PF is only making it easier for the CCC faction because ZANU PF controls the state. ZANU PF is predatory, it is taking advantage of the fights in CCC because a divided CCC is a manna from heaven for ZANU PF. Chamisa knows that is happening!

Mzembi Advises CCC To Withdraw From Parliament And Boycott By-elections

President Emmerson Mnangagwa has announced that by-elections will be held on 09 December 2023 to replace nine Citizens Coalition for Change (CCC) National Assembly lawmakers who were recalled earlier this month.
The vacancies arose after the legislators were recalled by <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a>, who declared himself interim secretary general of the CCC party.
According to Statutory Instrument 188 of 2023, Proclamation 8 of 2023, the Nomination Court for the by-elections will sit on November 2023. Reads the proclamation:

HIS EXCELLENCY THE HONOURABLE EMMERSON DAMBUDZO MNANGAGWA, President of Zimbabwe and Commander-in-Chief of the Defence Forces of Zimbabwe.
WHEREAS, in terms of section 129 (k) of the Constitution of Zimbabwe, the seats of members of Parliament for Beitbridge West, Binga North, Bulawayo South, Cowdray Park, Lobengula- Magwegwe, Lupane East, Mabvuku-Tafara, Mpopoma-Mzilikazi and Nketa have become vacant by reason of ceasing to be members of CCC of Morgan Ncube, Prince Dubeko Sibanda, Nicola Jane Watson, Pashor Raphael Sibanda, Ereck Gono, Bright Moyo Vanya, Febion Munyaradzi Kufahakutizwi, Desmond Makaza and Obert Manduna on 9th October, 2023, who were the elected members of Parliament for the respective constituencies;

By-elections To Replace CCC MPs Recalled By Tshabangu Set For 09 December

The <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission/">Zimbabwe Electoral Commission (ZEC)</a> has announced that by-elections will be held in four wards across the country. These by-elections were necessitated by the deaths of some of the candidates in those wards before August 23, 2023, harmonised elections. In a statement seen by Pindula News, ZEC said the affected wards are Kusile RDC Ward 13, Nkayi RDC Ward 11, Vungu RDC Ward 14, and Zvimba RDC Ward 23.
ZEC Chief Elections Officer, Utloile Silaigwana said the Nomination Court will convene on Tuesday, October 10, 2023, to receive nominations for the vacant wards. If necessary, a poll will take place on Saturday, November 11, 2023. Read the statement:

Zimbabwe Electoral Commission (ZEC) Announces By-Elections In Four Wards

The ruling ZANU PF party has expressed confidence in victory in the general elections scheduled for 2023.
This follows the party’s victory in by-elections held in several wards across the country on 03 December 2022.
Out of the five wards that were up for grabs, ZANU PF won three while the opposition Citizens Coalition for Change (CCC) led by Nelson Chamisa bagged the remainder.
Addressing the media at the ZANU PF headquarters in Harare on Thursday, party National Political Commissar Mike Bimha, said:

ZANU PF participated in the recent by-elections with a clear intent to win in all the wards because there is growing confidence in the way the ruling Party is handling and managing national issues.
The Party has been renewing and creating sustainable relationships with rural and urban communities and generally responding to critical issues that matter to the people around the country.
The broad array of policy initiatives put in place by government since 2018, created a sense of new beginnings and new possibilities for everyone.
The development approach that emphasises local and project-based programmes impact positively on livelihoods both in rural and urban settings resulting in a sense of hope and anticipation.

Bimha said, unlike opposition political parties that rely on “empty rhetoric” ZANU PF has been improving the lives of ordinary Zimbabweans in tangible ways. He said:

The political landscape is changing in favor of ZANU PF for a lot of reasons but most importantly coz other political outfits rely on empty rhetoric at the expense of tangible deliverables resulting in ZANU-PF winning resoundingly improving its share of the vote.
The recent by-election results in Binga, Ward 20, Gweru Urban, Ward 5 and Mberengwa, Ward 28 are a mirror held up to Zimbabweans so they can see the shift of political attitudes in favor of the ruling Party.

He said people in urban areas have now realised that opposition parties have nothing to offer, hence ZANU PF’s improved performance in towns and cities. Said Bimha:

ZANU PF Confident Of Victory In 2023 General Elections

The national spokesperson of the opposition Citizens Coalition for Change (CCC), Fadzayi Mahere, has said her party was performing above many people’s expectations.
In reference to the CCC, Mahere said, “The new baby is 11 months old” but performed “well” in by-elections held in the country so far. She added:

It won the lion’s share of this year’s by-elections despite violence, intimidation, banning of rallies, persecution of members, unlawful arrests, deprivation of resources &amp; sponsored attacks. How many likes for the new CCC baby yatambudza Zanu?

In response to Mahere’s remarks, self-exiled former minister of Information, Publicity and Broadcasting Services, Professor Jonathan Moyo cited Pedzisai Ruhanya who had earlier said CCC has a huge task ahead of the 2023 elections. He said:

It is childish for a by-election loser to claim, “chakutambudzai chinhu chevanhu”. Atambudzwa nekuhwina ma by-elections ndiani!? By-election results have your worried backers thinking: “the opposition (CCC) has a lot of ground to cover with only 6 months to go”.

Jonathan Moyo, Fadzayi Mahere Comment On By-election Results

The Zimbabwe Electoral Commission (ZEC) has announced the suspension of by-elections for wards 6, 8, 10, 15, and 23 of Binga Rural District Council scheduled for Saturday 03 December 2022.
In a statement on Friday, 02 December, ZEC chief elections officer Utloile Silaigwana said the High Court ordered the suspension of the by-elections after the nominations of five of the candidates were challenged in court. Reads the statement:

The Zimbabwe Electoral Commission would like to inform members of the public that the High Court has ordered the suspension of by-elections for wards 6, 8, 10, 15, and 23 of Binga Rural District Council scheduled for Saturday 03 December 2022.
This follows urgent chamber applications by Collen Mudenda who challenged the nominations of John Simunene Sikabotu, Kingson Mpofu, Mathias Mudenda, Joseph Mwembe, and Wilson Siampolomba on the grounds that they were disqualified from contesting as candidates in terms of Section 119(2) (h) of the Electoral Act.
The Section states that a person shall be disqualified from being nominated as a candidate on the nomination day or the day of an election when he or she is in default with the payment of any levy, rate, charge, or tax due and payable to the council concerned for more than 120 days.
The High Court ordered that the Commission should not proceed with the by-elections for the five wards pending the hearing of the cases which was postponed to 4 January 2023.
However, despite this High Court order, by-elections for ward 20 of Binga Rural District Council, wards 4, 5, and 18 of Gweru Municipality, and ward 28 of Mberengwa Rural District Council will go ahead tomorrow 3 December 2022 as scheduled.

ZEC Announces Suspension Of Some Binga RDC By-elections

The High Court has barred the Zimbabwe Electoral Commission (ZEC) from holding by-elections in five wards under Binga Rural District Council that were scheduled for 03 December 2022.
The by-elections have been suspended due to objections filed against the nomination of CCC candidates who are alleged to owe the local authority debts of over 120 days.
High Court judge Justice Tawanda Chitapi on Friday, 02 December, granted an application by Collen Mudenda who was seeking the court to bar Mathias Mudenda, who was cited as the first respondent, and ZEC, which was cited as the second respondent, from going ahead with the elections. Ruled Justice Chitapi:

The elections set for 3 December 2022 for the election of Councillors for Wards 6, 8, 10, 15, and 23 of Binga Rural District Council be and are hereby suspended.
</blockquote>
Meanwhile, ZEC said all other by-elections scheduled for 3 December will proceed.
The by-elections will be held in Binga Ward 20 and in Gweru in wards 4, 5, and 18.

High Court Suspends Five Local Government By-elections In Binga

The opposition MDC-T led by Douglas Mwonzora has disputed remarks made over the weekend by its national chairperson, Morgen Komichi, who said the party will contest upcoming by-elections after boycotting all by-elections held after 26 March 2022.
Komichi told an online publication that the party had fielded representatives in all the vacant wards. He was quoted as saying:

This time around we are going to take part in the upcoming by-elections. We have already identified through consensus our candidates. We are urging Zimbabweans to vote for the MDC-T.
</blockquote>
However, in a statement released on Monday, MDC-T spokesperson Witness Dube refuted Komichi’s comments saying the party’s position on by-elections has not changed. Dube said:

The MDC’s position on by-elections remains that we will not be participating in any by-election until after our current restructuring exercise and congress preparations are completed.
A report by an online newspaper on the 31st of October 2022 suggesting that we will be participating in the upcoming by-elections is not the correct party position but simply statements attributable to our National Chairperson Morgen Komichi.

Following the 26 March by-elections in which the MDC-T failed to win a single seat, the party’s leadership took a decision not to participate in any future by-elections.

We Have Not Changed Our Stance On By-elections - Mwonzora's MDC-T

The opposition MDC-T led by Senator <a href="https://www.pindula.co.zw/Douglas_Mwonzora">Douglas Mwonzora</a> has made a U-turn on participation in by-elections.
Following poor performance during the 26 March by-elections, MDC-T resolved not to partake in any by-elections choosing to wait for the 2023 elections.
The party’s National Chairperson, Morgen Komichi, however, said the party will field candidates in forthcoming local authority by-elections after having a relook at the earlier position, he told NewZimbabwe.com in a recent interview.
He speaks as the Zimbabwe Electoral Commission (ZEC) last week announced that the nomination court will receive nomination papers for Binga, Victoria Falls and Gweru by-elections on November 3, while polling will be held on December 3.
Komichi, also known as Baba Abrahama in political circles, says they will participate this time. He said:

This time around we are going to take part in the upcoming by-elections. We have already identified through consensus our candidates. We are urging Zimbabweans to vote for the MDC-T.
Our party is the only political party which can bring real change in Zimbabwe. Our people have suffered a lot under ZANU PF.

In Binga, the by-elections will be held in Wards 6, 8, 10, 15, 20 and 23 while in Gweru the elections are set for Wards 4, 5 and 18. In Victoria Falls, Ward 8 will have by-elections. 
The posts arose mostly as a result of recalls of incumbent councillors and Members of Parliament (MPs) by the MDC-T.

Mwonzora-led MDC-T Changes Stance On By-elections

Nomination courts are set to seat next week for candidates seeking to fill local government vacancies in Binga, Gweru and Victoria Falls.
The vacancies were largely created by the mass recall of councillors by the Douglas Mwonzora-led MDC-T with Binga set to have the most number of by-elections.
The MDC Alliances were recalled by Mwonzora on allegations of working with the MDC-T’s rival, the Nelson Chamisa-led Citizens Coalition for Change (CCC).
In a notice, Zimbabwe Electoral Commission (ZEC) chief elections officer Utoile Silaigwana said the by-elections will be held on 3 December.
He said six wards were vacant in Binga, three in Gweru, and one in Victoria Falls. Said Silaigwana:

In relation to the election of the councillors for the said wards, nomination courts shall sit on Thursday 3 November 2022 commencing from 10 AM to 4 PM at the offices of the chief executive officer for Binga Rural District Council, for the purposes of receiving nominations of candidates for election as councillors for the vacant wards 6, 8, 10, 15, 20 and 23 and the offices of the town clerk for Gweru Municipality, Gweru, for purposes of receiving nominations of candidates for election as councillors for the vacant wards 4, 5 and 18.

 These are likely to be the last by-elections ahead of the 2023 general elections as ZEC recently announced that any vacancy that arises on or after 1 November will not be filled through a by-election.

Police have urged political parties to conduct their activities peacefully ahead of six local authority by-elections set for Saturday, 22 October 2022.
The ward-based by-elections will be held in Matobo, Insiza, Guruve, Mutare Central, Buhera and Chirumhanzu.
ZRP’s Senior Staff Officer (Press and Public Relations], Assistant Commissioner Paul Nyathi, reminded political parties that they should shun all forms of violence to ensure that law and order are maintained in the country. He said:

The Zimbabwe Republic Police assures the public that it has adequately deployed Police officers to ensure that the Local Authority By-Elections scheduled for the 22nd of October 2022 in Matobo, Insiza, Guruve, Mutare Central, Buhera and Chirumhanzu are held peacefully.
The Police urge political parties and supporters to conduct their campaigns and activities peacefully to ensure that the voting process will be conducted in a peaceful manner, as outlined by the Zimbabwe Electoral Commission.
Political parties must be responsible and shun all forms of violence in order to contribute towards the maintenance of law and order in the country.
Members of the public are implored to report anyone who engages in violence or disregards the electoral rules and regulations at any nearest Police station or contact the National Complaints Desk on (0242) 703631 or WhatsApp 0712 800 197.

Shun Violence During By-elections - Police

The Zimbabwe Electoral Commission (ZEC) has expressed its readiness to hold six local authority by-elections across the country on Saturday, 22 October 2022.
ZEC will conduct elections in Ward 4 Insiza Rural District Council (RDC), Ward 2 Matobo RDC, Ward 24 of Buhera RDC, Ward 4 Guruve RDC, Ward 18 Mutare Municipality and Ward 6 Takawira RDC tomorrow.
The run-up to the by-elections has been marred by politically motivated violence which rocked Matobo and Insiza, Matabeleland South where suspected ZANU-PF supporters attacked an injured CCC activists and also damaged vehicles.
Despite the violence, ZEC spokesperson Jasper Mangwana told <a href="https://cite.org.zw/zec-expresses-readiness-for-saturdays-by-elections/">CITE</a> that they are ready to conduct the -by-elections. He said:

ZEC is ready. Printing of ballot paper and distribution of materials for the 6 by-elections to be held over the weekend is in progress.
Preparations are going on well and the commission hopes that by Thursday all materials will be in place.
I am urging all contesting candidates and the electorate to conduct their electioneering peacefully.

ZEC Ready For Saturday's By-elections - Mangwana

The Zimbabwe Electoral Commission (ZEC) says the holding of National Assembly and Local Authority by-elections will be suspended on 1 November 2022 pending the 2023 General Elections.
In a notice, ZEC chairperson Priscilla Chugumba said vacancies that occur on or after 1 November 2022 will be suspended in line with Section 158(3) of the Constitution. Said Chigumba:

Section 158(3) of the Constitution provides that polling in by-elections shall take place within ninety days of the vacancies occurring unless the vacancies occur within nine months before a general election is due to be held. 
The last general election held in 2018 was held on 31 July 2018. It is therefore anticipated from a reading of section 158(3) of the Constitution that general elections will be held on a date to be set during the month of either July or August 2023.
Members of the public are thus notified that the filling of vacancies that occur on or after the 1st of November 2022 will be suspended pending the conduct of the 2023 general elections.

The Douglas Mwonzora-led MDC-T recently recalled two Victoria Falls councillors accusing them of defying party protocol and siding with rival opposition, CCC.
The affected councillors are Ward 7 councillor Thuso Moyo and Josepha Dzangai of Ward 8.
Since a controversial Supreme Court ruling in March 2020 on the MDC-T succession dispute, the opposition party has recalled scores of councillors.
The announcement by ZEC means that any MP or councillor elected on an MDC Alliance ticket or ZANU PF for that matter, in 2018, who is recalled from 1 November going forward will have to wait for the general elections to contest for the seat again.

ZEC To Suspend By-elections Pending 2023 General Elections

The opposition CCC has started conducting a “post-mortem review” of recent by-elections to ascertain areas that need change and improvement.
CCC national spokesperson Fadzayi Mahere said the party has noted electoral malpractices in areas such as Mberengwa and Nyanga during the by-elections conducted on 08 October 2022. She said:

We’ve consistently said that each by-election is a dry run for 2023. We’re keenly aware of the assisted voting, political violence, banning of CCC meetings and voter intimidation that take place in Mberengwa and Nyanga. ZANU PF will never win a free and fair election in Zimbabwe.
We’ve begun our post-mortem review of these elections to examine how to sharpen our response to electoral manipulation in these areas.
We have a model of how to win rural elections that has worked in places like Binga and Bulilima which we are scaling across the country.

Mahere urged citizens to register as voters and vote in huge numbers and also defend their votes to guarantee “change” in Zimbabwe. She said:

As we work on the heavy lifting to ensure a big win in 2023, we continue to push hard for electoral reforms as we strengthen our mass mobilization program.
We must register to vote, turn out to vote in our millions and defend the vote so we win Zimbabwe for change in 2023.

CCC Conducts "Post-mortem Review" Of By-elections

ZANU PF has won two of the contested Rural District Council seats in Nyanga and Mberengwa.
The Zimbabwe Electoral Commission (ZEC) conducted the by-elections on Saturday, 08 October 2022 after the seats fell vacant following the deaths of ZANU PF councillors Matongo Collins and Ravasingadi Zhou.
ZANU PF retained both seats with huge margins.
In Nyanga Ward 27, ZANU PF’s Simon Nyazenga garnered 376 while CCC’s Artwell Tichiwangani received 123 votes.
In Mberengwa Ward 15 Albenias Nkonzo of ZANU PF garnered 765 while Cornias Dhongijena of CCC got 165.
Speaking after the results were released, CCC deputy spokesperson Ostallos Siziba conceded that the party has a lot of work to do. <a href="https://www.newzimbabwe.com/zanu-pf-wins-nyanga-and-mberengwa-by-election/">He said:</a>

More work must be done to close the gap. This was a by-election for a ZANU PF seat despite intimidation and patronage networks.

ZANU PF Wins In Nyanga And Mberengwa By-elections

President Emmerson Mnangagwa is reportedly angry with ZANU PF members over the party’s loss in two by-elections held in Kwekwe in March.
Former State Security Minister, Owen “Mudha” Ncube, who is believed to be a close ally of Mnangagwa, recently told ZANU PF supporters in Kwekwe that the President was not happy with the results. Said Ncube:

I want to tell you, that not only the party but also the President is unhappy with the by-election results. The President is displeased that the party lost Kwekwe Central and Mbizo.
You are the ones who caused us to lose. How do you explain a situation whereby, in Mbizo three-quarters of the people who voted were ZANU PF members, but the party went on to lose?
That issue is still fresh. In Kwekwe the issue is also still fresh. We gathered that there are people in the structures who gave our people US$5 not to vote in the by-elections, it is well known.

Mnangagwa Angry Over By-election Defeats In Kwekwe

CCC is confident of victory in the upcoming Matobo Ward 2 by-election after it snatched two council seats from ZANU PF in Bulilima last week.
The seat fell vacant following the death of ZANU PF councillor Tom Moyo.
The election will be held on 22 October, with CCC’s Sindiso Ngwenya up against Liberty Nyirongo of ZAPU and Frederick Siwela of ZANU PF.
In by-elections held in Bulilima on 3 September, CCC won two out of three seats in wards 1 and 16 which were previously held by ZANU PF.
In an interview with CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a>, CCC candidate Nonhlanhla Mlotshwa said the same methods used in Bulilima will be employed as they approach the by-election. She said:
<blockquote>
The same method that we used in Bulilima is the same method that we will continue to use, we will use those methods we won’t change anything.
[However], we saw some people being bused to polling stations, especially in ward 14 which was very sad and we saw that in Malalume, 10 per cent of the votes were assisted voters, some of those voters didn’t need assistance at all.
The euphoria is everywhere, from Bulilima coming to Matobo, everyone wants to win, and everyone wants change.
I strongly believe we are going to win, I think we are the only party out of these three parties that is fielding a woman, so it means it’s time for women and it’s time for change.
