Some Biometric Voter Registration (BVR) machines in Bulawayo have been reported to be malfunctioning with some of the machines failing to indicate some of the polling centre names. This resulted in Zimbabwe Electoral Comission (ZEC) staffers having to manually write the polling centre names on the registration slips.
Some machines are also being affected by technical glitches resulting in them failing to record fingerprints. Former Minister of Education David Coltart revealed that the machine had been failing to record his fingerprints for at least an hour. Coltart tweeted

The glitch seems to have been fixed though and Coltart was able to register.

ZEC Biometric Voter Registration machines malfunctioning

MDC-T’s urgent High Court application to stop the commencement of voter registration as proclaimed by President Robert Mugabe is set to be heard today.
In its application, MDC-T argues that Mugabe should not have proclaimed voter registration dates before the Zimbabwe Electoral Commission (ZEC) procures Biometric Voter Registration servers which store data. MDC-T also argues that ZEC does not have enough BVR kits and has only received 400 kits which it is using for training purposes. ZEC is yet to receive 2600 kits. President Mugabe proclaimed that voter registration will start on from September 14 to January 15 next year.

MDC-T's bid to stop voter registration to be heard today

President Robert Mugabe has officially launched biometric voter registration at State House.
He urged Zimbabweans to go and register in their numbers in a process that is scheduled to end on 15 January 2017. The Zimbabwe Electoral Commission (ZEC) said that voter registration will start on Monday 18 Spetember and everyone should visit any of the 63 districts across the country to register.
MDC-T is taking President Robert Mugabe to court following his proclamation of dates for conducting biometric voter registration by the Zimbabwe Electoral Commission (ZEC) ahead of the crucial 2018 general elections.
Mwonzora argues that ZEC is not yet ready to register voters since it is still training people who will register voters. He also points out that ZEC has not yet received all the machines for conducting biometric voter registration and severs for storing the collected data.

President Mugabe officially launches biometric voter registration

MDC-T Secretary General Douglas Mwonzora told Studio 7 that they are taking President Robert Mugabe to court following his proclamation of dates for conducting biometric voter registration by the Zimbabwe Electoral Commission (ZEC) ahead of the crucial 2018 general elections.
Mwonzora argues that ZEC is not yet ready to register voters since it is still training people who will register voters. He also points out that ZEC has not yet received all the machines for conducting biometric voter registration and severs for storing the collected data. Other respondents to the MDC-T court application are ZEC and Justice Minister, Emmerson Mnangagwa.

MDC-T takes Mugabe to court to stop voter registration

Zimbabwe Electoral Commission (ZEC) chairperson Justice Rita Makarau said that biometric voter registration (BVR) for the 2018 elections will start in the middle of 2018.
She said that the dates proclaimed by President Robert Mugabe were meant to act as a guide as to when ZEC should have a voters roll. She said continous voter registration will commence after the January 2018 deadline. Said Makarau:
<blockquote>But the blitz for the 2018 elections will start middle of October and it will run up to the date that the President has proclaimed for the purposes of us coming up with a new voters’ roll parallel to that and after the blitz, continuous voter registration will continue to run. So, it’s starting now and it will run together with the blitz. It will continue after the blitz and it will continue as the law demands. The voters’ roll for the 2018 elections will close 12 days after nomination, but it will now be the continuous voter registration exercise not the blitz.</blockquote>

Voter registration to start a month after Mugabe's proclamation

In a video, MDC Alliance leader Morgan Tsvangirai urges the electorate to get identification documents, register and vote in the 2018 elections. This comes at a time when President Robert Mugabe proclaimed voter registration dates which will start from 14 September to January 15 2018.

President Robert Mugabe has announced the dates for biometric voter registration (BVR).
In a Government Gazette published today, Mugabe proclaimed that voter registration will start on September 14, 2017 and end on January 15, 2018 according to  section 36A( 1)(a) of the Electoral Act [Chapter 2:13]. The Proclamation reads:
<blockquote>WHEREAS it is provided in section 36A( 1)(a) of the Electoral Act [Chapter 2:13], that the President, on the advice of the Zimbabwe Electoral Commission, may at any time, by proclamation, order that there shall be a new registration of voters in all wards and constituencies; AND WHEREAS the Zimbabwe Electoral Commission has notified me, in writing, of the need to conduct a new registration of voters in all wards and constituencies: NOW, THEREFORE, under and by virtue of the powers vested in me as President, I do, by this my Proclamation—(a) order a new registration of voters in all wards and constituencies; and (b) fix Thursday, the 14th September, 2017,as the date upon which the new registration will begin; and (c) fix Monday the 15th January, 2018, as the latest day upon which claims and applications for registration shall be received in all wards and constituencies; Given under my hand and the Public Seal of Zimbabwe at Harare this fifth day of September in the year of Our Lord two thousand and seventeen.</blockquote>
The Zimbabwe Electoral Commission (ZEC) this week held a five-day BVR Master trainers and Technicians’ training workshop in Harare. After the training, the master trainers and technicians are expected to train at least 8 500 kits operators that will be deployed countrywide for the implementation of the BVR.

UPDATED: Mugabe announces biometric voter registration dates

Zimbabwe Electoral Commission (ZEC) chairperson Justice Rita Makarau said that they will be deploying four officers on biometric voter registration education per ward.
Said Makarau:
<blockquote>The officers will be visiting every ward, raising awareness among the electorate about the new BVR system. The campaigns are going on, but we are preparing to have a blitz that will go hand-in-hand with voter registration exercise in the next few weeks. We have campaigns running on radio and television, but this blitz will reach out to people. I do not have the exact figures because the exercise is being done at provincial level, but we are targeting at least four officers per ward which is quite a big number.</blockquote>
ZEC provincial officer for Midlands, Mrs Dorcas Sibanda told The Herald yesterday that they were yet to get communication to start recruiting.

ZEC to recruit biometric voter registration education officers

According to weekly publication, The Standard, Chinese company the Laxton Group which won the tender to supply Biometric Voter Registration (BVR) kits, actually came second in the bidding process. Dermalog Identification Systems of Germany was first with a score of 83,6%, but the State Procurement Board (SPB) gave the contract to the Laxton Group (82,85%), which came second.
Laxton’s local partner, Synlak Private Limited, did not manage to meet deadlines for the tender and was not evaluated but was still considered for the job. When reached for comment, Zimbabwe Electoral Commission (Zec) Chairperson Rita Makarau said:
<blockquote>You are aware the tender was directed to SPB,
They are the ones who handled the tender so I will not be able to answer your questions. Can you direct them to SPB.</blockquote>

Company which won tender to supply BVR kits actually came second

Speaking to The Herald, Zimbabwe Electoral Commission (ZEC) chairperson Justice Rita Makarau said that they are expecting the first batch of 400 biometric voter registration (BVR) kits on August 31. 
Makarau said that ZEC will use some of the kits to rain 100 trainers who will then be deployed to train others. Said Makarau:
<blockquote>We are expecting the batch of 400 kits on 31 August. We will use some of the kits to train 100 master trainers for at least one week. After we are satisfied with their performance we will deploy them in provinces to train others. During the same time we will also train technicians who will service our machines if they develop faults.</blockquote>

ZEC expecting first batch of 400 BVR kits on August 31

Speaking at a meeting held at the Bulawayo Small City Hall on Saturday, Zimbabwe Electoral Commission (ZEC) commissioner Dr Qhubani Moyo said that voter registration will start in October and end in December. He also said that those who register after the inspection of the voters roll will not be allowed to vote.
Said Dr Moyo:
<blockquote>Registration will begin in October to December, but after 72 days we will continue if some have not registered and people are encouraged to take part. After December you can still register. People will not be allowed to vote for this coming election after the voter’s roll has been inspected, but they can still register. We are starting from ground zero and everyone is going to start afresh. As a commission we see it as an important thing that will bring about credibility in voting and we are encouraging everyone to register and participate in elections.</blockquote>

Zec to start registering voters in October, those who register after inspection of voters roll will not vote

MDC-T secretary-general Douglas Mwonzora revealed to NewsDay that his party is deliberately keeping information of biometric voter registration (BVR) kits’ flaws from the public and is engaging the Zimbabwe Electoral Commission (ZEC) quietly so as not to discourage the electorate from voting next year.
Said Mwonzora:
<blockquote>We have been seized with this issue and have engaged Zec, we wrote them a letter on the issues, which were eventually raised in NewsDay. The party is engaging Zec quietly on electoral reforms because, if we do it in public, we might discourage people from participating in the election.</blockquote>
An unnamed source from MDC-T told NewsDay that the party is well aware of BVR kits challenges. Party spokesperson Obert Gutu said the leaked document by Laxton Group exposing ZEC’s shortcomings had vindicated Tsvangirai who was criticised for endorsing the decision to award the group the tender to supply BVR kits.

MDC-T reveals it is keeping information on BVR kits challenges from public

The Herald reports that the Zimbabwe Electoral Commission (ZEC) will soon embark on publicity campaigns for biometric voter registration (BVR) which will include road shows as well as radio and television appearances.
The publication reports that although no dates have been set for the campaigns, tenders for the supply of the goods and services will close on July 25. ZEC awarded Chinese firm Laxton Group Limited a tender to supply 3 000 BVR kits for the registration of voters ahead of the 2018 harmonised elections.

ZEC to embark on biometric voter registration publicity campaigns

After getting criticised for planning to store Biometric Voter Registration (BVR) data a central server which was installed by Israeli company Nikuv International, the Zimbabwe Electoral Commission (Zec) has revealed that it will be having a second tender to find a supplier of the server. Zec chairperson, Justice Rita Makarau emphasised that Nikuv was not going to involved in handling and storing the data. The Israeli firm has been accused of rigging the 2013 elections in favour on Zanu-PF. In an interview for Voice of America (VOA) on Tuesday, Makarau said:
<blockquote>I want to make it clear that what we are buying, what we are going to use to register voters, we are buying this in two phases. The first phase, we have completed
This is where we bought the kits, which we are going to use to collect the data. After collecting that data, we are going to put it in a machine (central system), which will help us with cleaning the voters’ roll, issues like duplication.
That machine we are going to use is the second phase of voter registration. This phase, we are yet to conduct.</blockquote>
Responding to this, Jacob Mafume, spokesperson for Tendai Biti’s People’s Democratic Party (PDP) said:
<blockquote>It is shocking to hear this for the first time since the BVR tender was put in place. Zec is now shifting like offals in a dish. BVR is a complete kit. You can’t procure two different systems and expect them to work as one.
This can only be done by people who are trying to steal an election.
They are trying to mystify a simple issue and they could end up turning it into a military project in the basement of KGVI being run by the military when it’s an entirely civilian matter.</blockquote>

Makarau says Zec will not use Nikuv central server to store BVR data, says another tender is coming

Addressing senior police officers in Harare yesterday on Electoral Laws and Policing Elections in Zimbabwe ahead of the 2018 elections, Zimbabwe Electoral Commission (ZEC) chairperson Rita Makarau confirmed that they signed a contract with Chinese firm, Laxton Group of Companies to supply Biometric Voter Registration (BVR) kits, which are expected in Zimbabwe in August.
Said Makarau:
<blockquote>We have now signed a contract with a supplier of Biometric Voter Registration (BVR) kits as of now and the kits should be supplied in terms of that contract. And we are firmly on our way to going biometrical in terms of voter registration. The contract was signed with Laxton Group of Companies which is from China.</blockquote>
Makarau also urged Zimbabweans to go and register afresh as voters due to the introduction of BVR.

ZEC signs contract with Chinese BVR kits supplier, kits expected in August

Addressing Zanu-PF youths at Masvingo Polytechnic, Zanu-PF secretary for youth affairs Kudzanai Chipanga confirmed that President Robert Mugabe’s Youth Interface rally in Masvingo will be held on June 30 at Mucheke Stadium.
Chipanga also said that Zanu-PF will start a voter registration campaign ahead of the Zimbabwe Electoral Commission (ZEC)’s biometric voter registration. Said Chipanga:
<blockquote>I am also happy to announce that on June 30, the Zanu-PF Youth League will also launch a massive voter registration campaign ahead of the start of the new biometric voter registration exercise by the Zimbabwe Electoral Commission (ZEC) because we have realised that most young people are not on the voters’ roll.</blockquote>

Mugabe Masvingo youth rally, Zanu-PF registration campaign set for June 30

In a recent interview with NewsDay, Zimbabwe Election Support Network (Zesn)’s director, Rindai Chipfunde-Vava, supported the Zimbabwe Electoral Commission (ZEC)’s decision to award the tender to supply biometric voter registration (BVR) kits to Chinese firm Laxton Group Limited saying that the company and the losing bidder, Dermalog Identification Systems from Germany have extensive experience supplying BVR equipment.
She also advised opposition parties who have criticised ZEC’s choice, to look into the technical aspects which have more to do with ZEC than with the supplier. Said Chipfunde-Vava:
<blockquote>The media should seek to establish key issues in handling and management of data, like: Who delivered the training to BVR operators? Was the training properly conducted? Technical support mechanisms: Who does the operator call when something goes wrong? How (and how quickly) will a faulty kit be replaced? What is the impact on voter registration service? Downtime? Swap repair? Adequate spares?) Is there a data recovery process in the event of kit failure?</blockquote>
